Re: Support of Convenience Store Project on SR 243 and Road 24 SW
Dear City of Mattawa,
We are writing in support of the Unity Partners Convenience Store Project at the
roundabout on SR 243 and Road 24 SW. This proposed project will include a new 10,000
square -foot convenience store, a 2,592 square -foot fuel canopy with dispensers for gasoline and
diesel fuel, surface parking for forty (40) vehicles, four (4) EV charging spaces, landscaping,
walkways, and a trash enclosure.
As SR 243 has become a busy travel corridor (with thousands of cars and trucks daily) for people
driving from/to the Tri-Cities to/from I-90 near Vantage, having a convenience store along SR
243 would provide a quick and convenient central stopping point for travelers, tourists, etc. who
need to purchase gas, diesel, charge their EV's, or buy various convenience store items. More
importantly, having a convenience store along SR 243 would greatly increase sales taxes that the
City of Mattawa collects and enhance Mattawa's tax base, as most of these tourists or travelers
currently drive past Mattawa on SR 243 and they don't typically stop and drive all the way up
the hill on Road 24 into town.
Additionally, many residents in Mattawa live in apartments west of SR 243 in Mattawa, and a
convenience store on the west side of SR 243 would be easily accessible for those residents, and
would enhance pedestrian safety in Mattawa, as those residents would not have to walk across
SR 243 and walk up the hill all the way into town.

Furthermore, this project would generate 10 to 15 jobs for local residents boostingthe
local
Mattawa economy, and would also act as a catalyst to help attract other complementary p ry
businesses nearby such as a quick service restaurant and/or a hotel.
In conclusion and for the reasons above, we urge the City of Mattawa to support this
important commercial development project (including the Conditional Use Permit and Variance)
that will help expand the economy and increase the tax base of Mattawa, improve pedestrian
safety (for residents west of SR 243) and provide a convenient central stopping point for the
many tourists and travelers that now use SR 243 to travel to/from the Tri-Cities from/to I-90 near
Vantage.

Notice is hereby given that the City of Mattawa will hold a public re -hearing to consider a
Variance and Conditional Use Permit application known as the S4 Retail Variance and CUP.
This is a re -hearing due to a finding of procedural error, which resulted in the vacation of
previous decisions for this application.
An open record hearing will be held before the Hearing Examiner on Friday, September 20th
beginning at 9:00 AM or as soon thereafter as possible, virtually on Zoom at

This proposal includes a Conditional Use Permit (CUP) and Variance application The proposed
project includes constructing a new 105000-square-foot convenience store, a 2,592 square foot
fuel canopy with dispensers for gasoline and diesel fuel. There will be 2 underground storage
tanks allocated for diesel and gasoline. Improvements on site will include surface parking for 40
vehicles, including 4 EV charging spaces, landscaping, walkways, and a trash enclosure.
This proposal is in the C-2 Zoning District. In accordance with MMC 17.40.020 a Gas/Service
station in the C-2 zone requires a CUP. The applicant is seeking a variance from MMC in
conjunction with the CUP. The variance request is to deviate from MMC 17.46.030 which
requires I parking space per 100 square feet. This proposal is located on Parcel 153780000
located at the NW comer of RD 2 SW and SR 243.
Any person 4 with interest in this matter is encouraged to attend the public hearing and provide
testimony. Written comments will be accepted until the close oft
he hearing. This will be the
only open record hearing on this application.
