The Grant County Commissioner's Session was called to order at 8:31 a.m. with all Commissioners in
attendance. Commissioner Jones attended via Webex.

Association (Courthouse Unit) and Teamsters Union Local No. 760 regarding Grant County
Clerk's Office Reclassification of Wages, The wage increase is effective the first day of the full
pay period that includes the date of January 1, 2024. (Approved and signed)
• Letter of Understanding regarding Collective Bargaining Agreement for Grant County Sheriff's
Office —Corrections Facility for Article 25 —Pension. Effective date is January 1, 2024 —
December 31, 2025. (Approved and signed)
• Public Works Director job description discussed and reviewed. The Commissioners directed HR
to post this position at Band 22/23. Commissioner Carter requested the opinion of Jerome
Wawers in the audience... should the new Director be hired with Engineering degree AND
Director leadership? Discussion was held on Human Resources and that no interim Director was
appointed. Commissioner Carter would like the County to go back and fix the pay for Decorah
Anderson -Cook.
• District Court reclassification request was discussed. The Board approved the HR
recommendation on their Lead Clerk wage request at band 11 and pay retro.

• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15-minute time limit)
o Jerome Wawers discussed the morning's round table — destination marking organization
and the RFP for the tourism app. Catilin will be working with the Prosecuting Attorney's
Office to review by-laws.

• Approval of Agenda A motion was made by Commissioner Stone, seconded by Commissioner
Carter, to approve the agenda as presented. The motion passed with 2 Commissioners in
attendance.
• Correspondence (i.e. Emails that have come in that need response, letters of support etc.)
o CC mentioned Animal Outreach email; DS responded that we are trying to join with
Moses Lake.
• Commissioners Roundtable — Miscellaneous Discussion
o CC email from Reina — Komaki City, Japan would like to do a virtual exchange. If there
are funds in the account the Board can approve.
o DS had a conversation with a couple of ladies this morning to talk about a Code
enforcement issue in the unincorporated area of Ruff.
• Consent Agenda — (Items 1 through 25) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Stone to approve items 1-2, withdraw item 3, approve items 4-14,
hold item 15 until 9/24/24, and approve items 16-25. The motion was seconded by
Commissioner Carter. Discussion: DS stated this letter was put together not knowing the
Sheriff was also going to write a letter. The motion passed with 2 Commissioners in
attendance.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board. (In the amount of $2,,152,,961.68)
COMMISSIONER'S OFFICE
2. Approval of the August 12, 2024 Commissioner's Minutes
3. Held from August 20, 2024 Commissioner's Meeting. Letter to WA Tier 3 PP LLC, C Falk regarding
License No. 426730 and No. 427537. The application for change of location into Grant County is
denied by Commissioners due to current moratorium but approved by the Washington State
Liquor and Cannabis Board (WSLCB). Letter informs the applicant that violation of Ordinance will
result in formal enforcement action. (Item withdrawn)
4. Reimbursement request from the City of Moses Lake on the Department of Commerce Grant,
Emergency Housing Fund (EHF) Contract No. 24-46108-10 in the amount of $44,677.93 for July
expenses.
5. Reimbursement request from Renew on the Department of Commerce Community
Development Block Grant (CDBG) CV2, No. 20-6221C-111 in the amount of $1,815.60 for July
expenses.
6. Reimbursement request from New Hope on the American Rescue Plan Act (ARPA) in the amount
of $27.,821.91 for July expenses.
7. Reimbursement request from City of Coulee City on the Strategic Infrastructure Plan (SIP) No.
2020-02 Rodeo grounds improvements, in the amount of $9.,045.56.

8. Request from the City of George on the Strategic Infrastructure Plan (SIP) No. 2019-04, Well No.
3 Generator Project, to relinquish the remaining balance of grant award in the amount of
$9,.872.40 back to the County SIP fund.
9. Reimbursement request from Samaritan Hospital on the American Rescue Plan Act (ARPA) in the
amount of $686,864.83 for June 2024 expenses.
10. Reimbursement request from Samaritan Hospital on the American Rescue Plan Act (ARPA) in the
amount of $1,092,992.56 for July 2024 expenses.
11. Pursuant to RCW 27.24.0401 the Board of Law Library Trustees shall make an annual report to
the legislative authority, giving the condition of their trust.
12. Proclamation recognizing Columbia Basin Allied Arts as a local arts agency under 20 U.S.C.
Section 952(h).
FACILITIES AND MAINTENANCE
13. Contract No. FM2411 with Eastside Asphalt, Inc. to pave the back parking lot of the Sheriff's
Office located at 1274 Lowry St. in Moses Lake. The contract amount is for $42,276.00. This is an
approved capital outlay project for 2024. The cost would be paid from REET 1. The budget for
the project is $47,500.00.
14. Contract No. FM2414 with R&S Upholstery in the amount of $22,571.05 to re -upholster 30
benches in the Superior Courtrooms that are stained. This is an approved capital project for
2024 to be paid from capital outlay REET 1 funds. The budget for this project is $30,000.00.

15. Request for rate approval for 2025 Fairgrounds rates. (Item held until the 9/24/24 Consent
Agenda)
JUVENILE COURT & YOUTH SERVICES
16. Requesting permission for Suhail Palacios, Juvenile Court Administrator, to Docu-Sign with
contractor for Interagency Agreement IAA25379 between Washington State Administrative
Office of the Courts and Grant County Juvenile for Becca Programs and Services. Term of
Contract is July 1, 2024 through June 30, 2025.
17. Requesting permission for Suhail Palacios, Juvenile Court Administrator, to Docu-Sign the
Amendment Number A Contract No. S24-31219-064 with the Department of Commerce, Office
of the Crime Victims Advocacy (OCVA), Crime Victim Service Center (CVSC) Comprehensive
Service Grant. The term of this contract is from July 1, 2024 to June -30, 2025.
18. Requesting permission for Suhail Palacios, Juvenil Court Administrator, to Docu-Sign with
contractor for Interagency Agreement IAA25344 between Washington State Administrative
Office of the Curts and Grant County Juvenile for Support of the Court -Appointed Special
Advocates (CASAs)/Volunteer Guardian ad Litem Program. Term of Contract is July 1, 2024
through June 30, 2025.

19. Local Agency Agreement Supplement Number 1 to Agreement No. LA10138 for the Westshore
Drive Overlay Sidewalk, Fairway Drive to 0.25 miles south of 4-NE. Total project cost is
$3,,151.,445.00,. with a completion date of December 31, 2028.
20. County Road Department request for reimbursable work to the Port District No. 9. Pothole and
breakage of asphalt on Airport St. and Railroad St. 20 x 25 ft. The District requests this work be
completed no later than October 15, 2024 and guarantees reimbursement to the County for all
work done up to a maximum of $16.,120.38.
21. Motor Pool Vehicle Replacement Schedule and rate increase effective January 1, 2025.
22. Certification statement for the indirect cost allocations used in calculating the 2025 ER&R rates
for solid waste.

23. Out of State Travel Request for Brooke Decubber to attend the 2024 Behavioral Health Tech
Conference in Phoenix, AZ. Conference Dates are November 4 through 7, 2024. Estimated cost is
$3.,869.02 out of Fund 108.150.

3:00 p.m. — 3:05 p.m. Open Record Public Hearing, Community Development Block Grant
(CDBG) Public Service Grant
The Commissioners held an Open Record Public Hearing to seek public comment on its intention
to submit an application to the State of Washington Department of Commerce for the 2024
Community Development Block Grant (CDBG) Public Services Grant funding, and to prepare for
closeout the 2022 Public Services Grant.
Karrie Stockton, Grant Administrative Specialist, stated the purpose of the public hearing is to
review community development and housing needs, inform citizens of the availability of funds
and eligible uses of the state Community Development Block Grant (CDBG) funds, and receive
comments on proposed activities and funded activities that are nearing closeout, particularly
from lower income persons residing in the Grant and Adams County areas.

Present at the hearing was Antonia Medrano of the Opportunities Industrialization Center (OIC)
of Washington, who served as a Spanish interpreter, if needed, and Candi Jaeger.
The purpose of the Community Development Block Grants (CDBG) provided by the Washington
State Department of Commerce with federal funds is to improve the economic, social and
physical environment of eligible, rural cities and counties -to enhance the quality of life for'low-
and moderate -income residents, thereby strengthening the entire community. Information
regarding Grant County's CDBG programs is available upon request throughout all phases of the
project. .
Karrie stated that it is the County's intention to apply for 2024 CDBG Public Services Grant,
funding estimated to be about $128,000 will also be received in addition to performance
reporting and its closeout of the 2022 Public Services Grant No. 22-62210-005.
The following handouts were available in both English and Spanish:
The Department of Commerce's Community Development Block Grant Program Public
Hearing Handout; (This outlines the purpose of CDBG grants)
Letter to Public Hearing Attendees; (indicates the Citizen Participation Coordinator,
Karrie Stockton, and Grant County's open-door policy)
Grant County's CDBG Public Participation Plan with Grievance Procedure Form; Grant
County has a high likelihood of applying for Community Development Block Grants in the
future and would welcome citizen participation. The plan outlines eligibility guidelines
and steps Grant County will take to procure CDBG funding and community involvement.
The grievance procedure form is included. Any input or grievances regarding CDBG
grants can be forwarded to Karrie Stockton at the Grant County Commissioner's Office,
PO Box 37, Ephrata, WA 98823. Updated version to be published soon; current plan is
from 2018 to 2022.
The Federal Citizen Participation Requirements for Local Government Applicants to the
State CDBG Program. (Being updated as well; outlines requirements of the federal
government to receive CDBG funds)
It was stated that any individuals interested in or requiring technical assistance to become
knowledgeable with the CDBG program or who desire to contribute ideas to solving some of the
community's needs will be provided assistance upon request to the County's CDBG Citizen
Participation Coordinator (Karrie Stockton).
Grant County intends to apply for, and it is anticipated that CDBG funds of $128,000 will be
made available in 2024.
Candi Jaeger of the OIC of Washington, who administers the County's Public Services Grant,
provided a report of program activities that were undertaken with 2022 funds and a report on
the planned use of 2024 funds.

For next year, Candi proposed to continue doing what they've been doing with housing,
weatherization and energy assistance programs.

D Stone — Asks does the report Candi just gave apply to 2023 or 2022? Candi responded that she
was thinking they needed July 2023 to June 2024, but numbers are consistent over the last two
years.
D Stone — Asks about the finances available. The application is only for $128,,000., but CDBG
spent over one million dollars of assistance given out. Are there less CDBG funds available?
Candi says no, these funds are most often used for staffing support. They receive federal
funding for other projects and additional assistance for staffing support.
A motion was made by Commissioner Stone, seconded by Commissioner Carter, to close the
public comment portion of the hearing. The motion passed with two Commissioners in
attendance. Commissioner Stone moved to approve:
• The County's submittal of an application to the Department of Commerce for 2024
CDBG Public Services Grant funds,
• To accept closeout of the CDBG Public Services Grant No. 22-62210-005
The motion was seconded by Commissioner Carter. The motion passed with two Commissioners
in attendance. The hearing adjourned. (No documentation to sign)

o `Email asking for information about an incident in February between a Grant County
vehicle and a USPS vehicle. B Lutz has no record of this incident.

o New Board, Commissions and Districts landing page presented to the Commissioners.
They liked it, and it was published.
o Board decided to issue blanket published Press Releases every six (6) months asking for
volunteer applications. No other open board positions will be advertised.
o Review of delivery of applications to BOCC. (Recommendation for appointment to Fair
Advisory Committee. No name included on the Consent Request Form).
