Thank you for submitting Grant County's Comprehensive Emergency Management Plan (CEMP) for our
review as required under RCW 38.52.070. Congratulations on completing this significant
accomplishment.
The enclosed documents provide a compilation of recommendations for your next planning and review
cycle to meet the requirements of chapter 38.52 RCW and chapter 11830 WAC. Addressing the lawful
requirements category will ensure your CEMP's continued consistency with the State CEMP and
incorporate industry best practices. The Washington Emergency Management Division (EMD) looks
forward to receiving the next iteration of Grant County's CEMP in five years.
To better incorporate the use of core capabilities while also making the CEMP a more operational
document, CEMP development in Washington has changed significantly. If you would like additional

Comprehensive Emergency Management Plan (CEMP)
PROMULGATION
This Grant County Comprehensive Emergency Management Plan dated September 17,
2024, is hereby adopted this day of 2024, as the official plan
providing emergency services when protection of life, property, and the environment
cannot be accomplished as normal daily function of the local governments of Grant
County, and the incorporated cities/towns of Coulee City, Electric City, Ephrata, George,
Grand Coulee, Hartline, Krupp, Mattawa, Moses Lake, Quincy, Royal City, Soap Lake,
Warden, and Wilson Creek.
