The Grant County Commissioners session was called to order at 8:30 a.m. by Commissioner Stone, and
put into recess until 8:45 a.m.
The session resumed at 8:45 a.m. with Commissioner Stone and Jones in attendance. Commissioner
Carter joined via Webex at 8:46 a.m., and arrived in person at 8:48 a.m.
8:45 a.m. — 9:00 a.m. Development Services Weekly Update
In attendance: Chris Young, Jim Anderson -Cook, and Kirk Eslinger
• Planning Commission workshop starts this Wednesday from 7-10pm
o Ramping up the Comprehensive Plan Amendments
o Vetting the Unified Development Code (UDC) amendments which is to remove cannabis
from agricultural lands
• Office process for incoming Cannabis applications
o Applications would still be denied after moratorium ends due to UDC process
• Discussion was held on the letter to a cannabis license transfer applicant regarding the
moratorium and the Washington State Liquor and Cannabis Board approval of license transfer —

• Annual business meeting with Washington State Association of Counties with development and
planning group
• Discussion about citizen comment regarding a street name change
o Road name changes are approved by the Commissioner's Office, but it is a long process
to get a road name change.

9:02 a.m. to go until 9:25 a.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones, and Kirk Edinger, Admin Director of Organizational
Services. Commissioner Stone closed the session at 9:25 a.m. as Commissioner Carter left at
9:12 a.m. for the day.

broken into.
• American Legion 9/11 Ceremony
o Organizer is requesting Commissioner to be present at the ceremony. Commissioner
Stone volunteered.

o RJones would like an app or messenger that is available to Public Record, rather than
something that would make the whole phone Public Record
o Long lag between the sending of the email and it being received
o Teams Messenger — quick send and reply available
■ Discussion about Teams settings and how -to -use
• Video recording of BOCC meetings
o Ready to go by mid -September; Webex ends at the end of October, so Zoom and
recording of Commissioner's meetings will be set up in mid -September before Webex

o Discussion about pausing recording between meetings, or letting it record all breaks for
the whole day. No decision was made.

o Potential change of date to October 11. No decision was made.

10:30 a.m. —10:55 a.m. Clerk's Office Restructure (Anticipated Executive Session)
In attendance: Kirk Eslinger Gina Saldana, Decorah Anderson -Cook and Kim Allen
Pursuant to RCW 42.30.140(1)(i) Commissioner Stone called an Executive Session to order at
10:31 a.m. to go until 10:46 a.m. regarding Negotiations. In attendance were Commissioners
Stone and Jones, and Kirk Eslinger, Admin Director of Organizational Services, Gina Saldana,
Decorah Anderson -Cook, Human Resources and Kim Allen, Clerk. Commissioner Stone closed
the session at 10:46 a.m.
• In the session, a proposal was placed before Commissioners regarding compensation
and bargaining .authority for the County Clerk's Office.
• R Jones expressed concerns about the budget aspect of this proposal
• D Stone wants to approve the proposal, R Jones agreed, but no vote was taken.

11:00 a.m. —11:25 a.m. S Fode, New Hope Update
In attendance: Suzi Fode and Kirk Eslinger
• Position Management Review Team (PMRT) Request
o S Fode is making a request to decrease Lead positions by two and increase Advocate
positions by two
■ Consulted with Gina, and was told to visit with accounting
■ Main reason is to ensure hours to provide services are available but cannot find
candidates to fill Lead positions.
■ Wants to hire two Advocates, who can then be promoted to Lead after gaining
experience in the workplace
■ S Fode will be proposing a budget that includes four Leads in 2025
• Office Space Update
o Additional space from landlord for therapy, but he had a health problem come up, so
there is a delay in the lease update until he returns from his leave.
• Other
o S Fode will be heading to Seattle to meet with other Domestic Abuse Directors across
the state.
o Discussion about Legal Review of Consent Items — S Fode will follow-up with Prosecuting
Attorney's Office and BOCC regarding process for getting proof of legal review on
Consent Items.
11:30 a.m. —11:55 a.m. R Jones, Position Management Review Team (PMRT) Meeting

• Kirk Eslinger, Admin Dir of Organizational Services, discussed a DRAFT Policy No. 1203 —Travel
Time for Non -Exempt Employees. Flexibility for non-exempt employees MUST be handled
within the work week. Communication with employees will be key.
• D Stone Contracts/Insurance: Procurement policy changes in relation to contracts, agreements
and purchases.
o Define Contract —any agreement that includes an offer, acceptance and consideration
o BOCC approval will be required over $10,000
o PAO review required over $20,000 (total amount of contract value, not annual value)
o PAO review of contracts under $20,000 is at the discretion of the affected EO/DH
o Insurance review by ADOS of contracts required for those valued $20,000 or more.
ADCS can review and assist when ADOS is not available
o Minimum Insurance standards:
■ General Liability $1M occurrence and $1M aggregate
■ Professional Liability $2M occurrence and $2M aggregate
o Currently, plan for 2-3 weeks turnaround from the PAO for review
o Shane Heston presented a Certificate of Insurance as an example.

• Review of Consent Agenda Items
o New Hope Item 10: Hold until August 13, 2024
o BOCC Item 8: Sheriff and PAO are concerned with some of the language used. DS will
discuss it further with the PAO. Sheriff plans to send out letter of enforcement.
o Public Works items 14 and 15 — no budget extensions are needed, per Sam Castro
• Commissioner District Updates
o DS District 1—Worked in the.office most of the week on the moratorium response
letter.
o R1 District 2 —Homeless Task Force update
• Diversion Group inquiry regarding Grant County paying a portion of contracted wages.
(Commissioner Carter was not in attendance so this topic is being moved to 8/13/24)
• Sam Castro is inviting Elected Officials/Department Heads to meet regarding the new ER&R
replacement schedule and rates proposed by Public Works.
• DS —Caseload limits were discussed

3:00 p.m. — 3:25 p.m. S Wiggs, Civil Air Patrol —Facilities Discussion (Commissioner Jones
attended at 3:05 p.m.)
Dave Maxwell and Sid Wiggs attended to discuss the Civil Air Patrol program and the National
Powered Flight Academy. They utilize the airport for their program and their lease expires in
2026. The Port does not wish to renew their lease, and they need to find a place to hold their
program. They have talked to Tom Gaines (referred by Senator Warnick) who suggested to
potentially utilize the Grant County Work Release facility.
Graduates from their program end up serving in all branches of the military.
They will be meeting with the Port Commissioners at 4pm today. They will discuss this with Tom
Gaines and get back with them.
3:30 p.m. — 3:55 p.m. District Court Update
In attendance: Desiree Ochocinski and Brittany Bevier
• Municipal Update: Credits were issued to those municipalities who Court was not held during a
certain time.
• Redflex (photo enforcement) Update: They are now up and running again. This generates
approx. $10,,000 a year in revenue. (Moses Lake only)
• Working with HR on Compensation reviews. They are putting together information and will
bring it forth in a future HR update.
TU ES DAY, AU G U ST 06, 2024
The Grant County Commissioners session continued at 8:30 a.m. with all Commissioners in attendance.
Commissioner Jones attended via Webex. Commissioner Jones joined the meeting in person at 10:45
a.m.
8:30 a.m. — 8:55 a.m. K McCrae, Prosecuting Attorney Update
In attendance: Rebekah Kaylor
Discussed Washington State Liquor Cannabis Board Denial letter —
o Rebekah clarified that the Legislative Body (BOCC) should not send an "enforcement"
letter but could send an "educational letter".
o Discussed that Sheriff Kriete should send his letter to both addresses
o Commissioner Stone will hold his letter pending the outcome of Sheriff Kriete's
enforcement letter.
o Discuss and follow up during the Sheriff's Office Aug. 19 update
• Commissioner Carter presented a question regarding the policy about disbursement of accrued
leave when leaving the County.

The policy states employees can cash out 240 hours but if an individual has more than 240 hours
and is denied leave due to situations such as no one being able to fulfill their position - Is the
County obligated to cash out the above 240 balance of hours? Rebekah to investigate this and
report back.

• Discussion re: applying for other Grants to broaden the Tourism outreach with focusing on a
Tourism App

Clubhouse)

Commissioner's Meeting
• Open Forum for Citizen Input (3 minutes per person, 15-minute time limit)
o Jerome Wawers spoke about Bryan Hurst and his position at Public Works. He has
always been knowledgeable and safety conscious. Public Works made an excellent
choice in him.

• Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner
Stone, to approve the agenda as presented. The motion passed unanimously.
• Correspondence (i.e. Emails that have come in that need response, letters of support etc.)
o DS discussed emails from Tyler Tech regarding ERP project. Do Commissioners want to
attend the monthly meetings? CC stated the BOCC never really sat in on software
meetings. RJ attended once or twice. DS believes that Kirk Eslinger is our
representative.
o Discussion was held on utilizing TEAMS to correspondence with staff/BOCC.
• Commissioners Roundtable — Miscellaneous Discussion
o DS discussed the vacation hearing today: Fritz Farms.
o DS will be recommending to hold item 8 for 2 weeks.
o New Hope item 10: No longer being held for 1 week. PAO was able to review it.
o Item 11: scrivener's error in the amount. Was listed as $30,.187.00 and should have
been $60,187.00.

o CC discussed the Toyoyama visit during Fair week. She will present receipts of
purchased items for their visit and submit them for reimbursement.
Consent Agenda — (Items 1 through 19) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Stone, seconded by Commissioner Jones, to approve the agenda,
holding item 8 for 2 weeks until 8/27/24. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board. (in the amount of $3,,444,,433.76)
COMMISSIONER'S OFFICE
2. Approval of July 15, 2024, Commissioners Minutes
3. Agreement amending the Emergency Housing Fund (EHF) Grant No. 24-46108-10 with City of
Moses Lake adding funds in the amount of $585.,000.
4. Washington State Liquor and Cannabis Board Special Occasion License for Greater Crescent Bar
Owners Association and their event taking place September 1, 2024, at Sunserra Golf Course
located at 23572 Sunserra Loop NW, Quincy, WA.
5. Thank you letter to Lourence Dormaier for his service and commitment to serve on the Veterans
Advisory Board.
6. Request from Cape Cod Moors, Inc. to gift real property to Grant County at no cost. Parcel No.
150593001— 9.74 acres of undeveloped land. Public Works recommends accepting the parcel
for their use.
7. American Rescue Plan Act (ARPA) Agreement with Senior Opportunity and Services Moses Lake,
in the amount of $75,000. Term is March 2, 2021, to September 30, 2026. Previous Agreement
was for Reimbursement, this one is for Advance Payment.
8. Letter to the WA Tier 3 PP LLC, C Falk regarding License No. 426730 and No. 427537. The
application for change of location into Grant County is denied by Commissioners due to current
moratorium but approved by the Washington State Liquor and Cannabis Board (WSLCB). Letter
informs the applicant that violation of Ordinance will result in formal enforcement action.
DEVELOPMENT SERVICES
9. Budget extension request in the amount of $3.,726.79 to purchase already approved specialty
items for the Fire Marshal Vehicle. Quote for items exceeds the approved budget amount of
$5.,000.00. (The public hearing was set for August 27, 2024 at 3:00 p.m.)
NFW HOPE
10. Request permission for Suzi Fode to Docu-Sign Grant No. F22-31219-450 with Department of
Commerce for Children's Advocacy Center Child Centered Services VOCA Initiative starting July
1, 2024, through June 30, 2025, in the amount of $115,088.00.

11. Permission for Suzi Fode, Director, to Docu-Sign the Children's Advocacy Centers of Washington
(CACWA) Capacity Grant Program Contract No. 170-A-GRANT-CAP-24 with New Hope for a term
of July 1, 2024 through June 30, 2025 in the amount of $3011.8.7 $60,187.00. (Scrivenor's
error was corrected at this meeting)
12. Request permission for Suzi Fode to Docu-Sign Grant No. 25-31310-165 with Department of
Commerce for Core and Specialized Sexual Assault Services in the amount of $320,951.00 for
term of July 1, 2024 to June 30, 2025.
13. Out of State Travel Request for Paola Gil, Advocate to travel to Oakland, CA for Girls Circle
Facilitator training October 21— 24, 2024. Total cost: $1,,275.00.
PUBLIC WORKS
14. Additional RATA Request for H-SE Road Reconstruction project. RAP Project No. 1319-02.
Increased amount of $900,000 for RATA total of $2,,565,000.
15. RAP Funding Amendment, Increased RATA funding for 9-NW Road (SR 283 to Dodson Rd)
Project No. 1322-01(24-13-1089).
16. Resolution in the matter of closing the Ephrata Landfill during Emergency Events. (Resolution
No. 24-074-CC)
RENEW
17. Interlocal agreement between Royal School District and Grant County (Renew) to provide
counseling services to District students. Effective August 27, 2024 through July 11, 2025. Legal
review approved June 10, 2024. (Resolution No. 24-075-CC)
SHERIFF'S OFFICE
18. Grant County Sheriff's Office would like to purchase LEADS Online for $6,702. Software will be
utilized by all divisions of GSCO to assist with property crime investigations as well as narcotics
investigations. GCSO would also like to purchase Cellhawk for $5,,995. This will replace their
current software (ZETX), which has been deemed unreliable by Colorado Courts. This software
will also be utilized by all divisions of GCSO.
19. Budget extension request for INET in the amount of $59.,000,. and approval to accept the
Washington Auto Theft Prevention Authority (WATPA) reimbursement grant in the amount of
$55,000 with a term of June 1, 2024 to June 30, 2025. Grant will be used to reimburse INET
purchase of Flock cameras. Beau Laurens is also requesting permission to e-sign the grant
acceptance forms. (The public hearing was set for August 27, 2024 at 3:15 p.m.)

3:00 p.m. — 3:10 p.m. Open Record Public Hearing, Fritz Farms Vacation Petition
The Commissioners held an Open Record Public Hearing to consider the petition that was
received to vacate of a portion of V.5 SE roadlog 26450 BMP 0.32 to EMP 0.62 north of 2.7 SE
Section 14 T18N R30EWM, owned by the Friehe family, Fritz Farms.
Dave Bren, County Engineer gave a brief description of the request. He used Google Maps to
show the location of the road and right-of-way requesting the vacation. Road V.5 continues
straight past Fritz Farms. The petition asks that the road north of the intersection at the
property entrance be vacated. The only purpose that this section of the road serves is as a
driveway to Fritz Farms. Dave presented his Fritz Farms Engineer Report:

The Board of County Commissioners has received a petition to vacate portions of the
Road V.5-SE right-of-way that are North of the Road W-SE intersection.
Notice of Hearing:
A notice of hearing resolution was made on July 16th, 2024. The Notice of Hearing was
published in the County Official Newspaper and posted at the physical site in compliance
with RCW 36.87.050.
County Staff Support:
The County right-of-way Staff have reviewed the owners petition documents, and found
the petition documents to be complete, and has processed the petition for the Board of
County Commissioners consideration.
County Engineer's Report and Recommendation:
The County Road Engineer has found that the rights -of -way proposed for vacation and
abandonment are not useful and the public will be benefited by their vacation. The
County Engineer is in support of the proposed vacation.
There are no other public use purposes (public access property or access for hunting) for this
road. All other parcels are owned by the same owner.
A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Stone to approve the vacation petition as presented. Commissioner Jones
seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 24-071-
