The Grant County Commissioners session began at 8:33 a.m. with all Commissioners in attendance.
Commissioner Stone and Carter attended via Webex.
8:30 a.m.-8:45 a.m. T Gaines, Admin Director of Central Services Update
In attendance: Tom Gaines
• Review of items on the consent agenda
o Facilities request for badge readers
o T Gaines will present a walk-on to memorialize the permission to go forward with the AC
o Grant County Technology Services has a purchase order for annual renewal of daily
training in the corrections policy manual
• D Stone asked about Consent item No. 19 — Clarifying who the Risk Manager is, so the
Commissioners can move forward with this consent item.
• Civil Air Patrol on Wednesday will be asking the Commissioners for a long-term lease for the
work release facility.
o They are looking for a 10-20 year long lease.
o C Carter said the State Juvenile Detention Facility is looking for a building; they are
interested in the work release facility also.
o D Stone mentioned that the Board had discussed using that building for the Grant
County Animal Outreach Building
• Weekend Car Show was a success but left a small mess in the parking lot.
• NACO High Performance Leadership Course begins the week of August 5 through November.
8:45 a.m. — 9:00 a.m. Development Services Weekly Update (Commissioner Carter joined in
person at 8:45 a.m.)
In attendance: Chris Young, Jim Anderson -Cook
• Review of the Letter to the Washington State Liquor and Cannabis Board (WSLCB)
o Development Services would like to alert the Department of Commerce (DOC) about the
situation with agricultural lands and water being used for cannabis production.
o Development Services will draft up a letter to the DOC
• Next week —will present RFQ's and the projected budget numbers

• Veterans Services will not have a booth at the fair, Anthony will be working in the BOCC office.
• Notary Services are now only offered in the Commissioner's Office
• Lodging Tax Advisory Committee (LTAC) Tourism Request for Proposals (RFP) is posted on the
MRSC Rosters
• Commissioner's Webpage (CM) —Deputy Clerk Caitlin Manell gave a brief overview of the
changes she is proposing. The Board liked the changes and the website will be updated.
10:30 a.m. —11:25 a.m. Budget and Finance Update AND Finance Committee Meeting
(Commissioner Jones joined at 10:34 a.m.)

• State Investment Pool rates discussed
• Revenues are coming in very well compared to one year ago. Ahead of budget to date.
• REET — less sales, but values are over what the assessor's office has.
• Admissions tax — with the option to wire money in, saves money for those paying.
• Federal PILT —ahead of budget.
• PACKS software is crashing a lot — the Treasurer's Office is trying to figure out why it isn't
working, and if the County should stay on this server.
• Looking to get more districts on board with Payee Positive Pay

• Discussion of financials regarding the jail and the summary of the revenue service
reimbursement.
• Cost of the new jail to date: $13,.471,207.64

• City of Moses Lake is applying for state funds for a roundabout — T Gaines to investigate a
different source of funds for the roundabout in front of the new jail.

The Commissioners approved and signed the Public Works County Payroll Salary Fund for their July 26,

attendance. Commissioner Carter was not in attendance until 1:00 p.m.

Pursuant to RCW 42.30.110(1)(i) Commissioner Stone called an Executive Session to order at 8:32
a.m. to go until 8:47 a.m. regarding Litigation. In attendance were Commissioner Stone and
Commissioner Jones, Kevin McCrae and Rebekah Kaylor, Prosecuting Attorneys Office.
Commissioner Stone closed the session at 8:47 a.m.

After the executive session, a motion was made by Commissioner Jones authorizing the Prosecuting
Attorney (Grant County) to join in the Department of Children Youth and Family JRA litigation.
Commissioner Stone seconded the motion. The motion passed with two Commissioners in
attendance.

Jones, to approve the agenda as presented. The motion passed unanimously.

o Jim McKiernan —Inquired Commissioners Attendance for a fair and a speaker
Commissioner Stone confirmed his attendance.
o Commissioner Jones confirmed responding to Constituent, Chris Peele's e-mail
regarding concerns. Sheriff toe Kriete also provided input of increased patrol in the
Warden area.
o Tom Gaines provided an update that Lydig Construction is holding 11 bid openings this
afternoon re: New Jail Construction.
o Commissioner Stone would like to continue the discussion about a Risk Manager with
Tom Gaines and Kirk Eslinger.

o Commissioner Jones provided a brief update on the Homeless Shelter and Grant update.
Consent Agenda — (Items 1 through 22) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve
the consent agenda as presented approving items 1-3, 5-7, 9-18, 20-22, denying items 4 and 8,
as well as holding item 19 for two weeks. The motion passed unanimously. A Walk-on item
presented by Tom Gaines (Central Services) memorializing a previous approval to repair the
air conditioning unit at the Grant County Museum.
AUDITOR'S OFFICE
1. _ Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board. (None)

2. Approval of July 8, 2024 Commissioners Minutes.
3. Appointment Letter for Robin Fazende to the Grant County Fair Advisory Committee fora 3-year
term beginning July 30, 2024 through July 29, 2027.
4. Letter of Support for Energy Northwest regarding Electric Vehicle Charging at the Desert Aire
Shopping Center in Grant County. (Denied)
5. Letter of Support for People for People regarding their grant funding application to the
Washington State Department of Transportation -Public Transportation Grant Projects to serve
Adams, Lincoln and Grant Counties.
6. Letter of Support for the Center Senior Living's plan to increase and improve Senior housing and
services in Grant County.
7. Reimbursement request from Renew on the American Rescue Plan Act (ARPA) grant in the
amount of $13,,518.32 for the months of February 2024 —May 2024 under the Designated Crisis
Responder (DCR) Category.
8. Request from City of Moses Lake for reallocation of funds on the Emergency Housing Fund (EHF)
grant No. 24-4619D-106. Staff recommends denying their request. (Denied)
9. Agreement amending the Consolidated Homeless Grant (CHG) 24-46108-10 with the Housing
Authority of Grant County to add $310,615.00 for a new total of $2,,976,.719.00.
10. Budget Extension Request for Strategic Infrastructure Program (SIP) No. 2023-04, City of Quincy
amount of $325.,000.00, SIP No. 2023-05, Port District No. 4 amount of $779.,000.00., SIP No.
2023-06, Grant County Hospital District No. 4 amount of $166,.643.00 and SIP No. 2024-011 Port
of Royal Slope amount of $85,000.00. The total amount is $1.,355.,643.00. (The hearing was set
for August 20, 2024 at 3:15 p.m.)

13. Requesting permission for Desiree Ochocinski to sign contracts between District Court and
Dynamic Collectors. The three contracts are for Pre -Collection Services, Collection Servies and
payment plan services. The term is ongoing.
FACILITIES AND MAINTENANCE
14. Request approval to proceed with the project to install more access control readers at the
Ephrata Campus and Wheeler Road Facility. The budget for the projects is $43,966, and there is
also a grant for District Court Security Improvements for $24.,000., for a total budget of $67,.966.

Children's Hospital and Grant County (Renew) to extend the term of the Agreement. Term date

SAFETY COMMITTEE
19. Continued from the July 15, 2024 Consent Agenda: The Safety Committee humbly recommends
updating and revising the Grant County Safety and Risk Management Policies &Procedures
Manual of March 1996 as well as the reference to WAC 296-24-045 in GC Policy 1104.2.1 to
better reflect current needs and legal requirements. (Item held until August 13, 2024 meeting)
SHERIFF'S OFFICE
20. Surplus Asset No. SA20236 Load Bearing Vest (LBV) with Ballistic Panels will be sold to East
Wenatchee Police Department. $952.68 for an employee that is transferring to East Wenatchee
Police Department. (Resolution No. 24-070-CC)
21. Out of State Travel Request for Brad Poldervart to travel to Meridian Idaho to attend 10-week
Polygraph School. He will stay in Idaho for the duration of the training. Per diem $5,217.00,
Tuition $5995.00, Lodging $12.,500.00. Total is $23,.750.00.
TECHNOLOGY SERVICES
22. Purchase Order No. 550 to Lexipol for Annual Corrections Policy Manual and Daily Training
Bulletins Renewal, $10,.177.57. This is used by the Grant County Sheriff's Office (GSCO). Term is
June 1, 2024 to May 31, 2024.

by Commissioner Stone to approve the walk-on. The motion passed unanimously.
