AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board.
2. Authorization of Canvassing Board Representatives — Auditor's Staff, to act under authority
given in RCW 29A.60 for Kaylyn Orozco and Aleanah Lopez to act as representatives for the
County; and for Sally Goodwin, Sierra Garcia and Karrie Stockton to handle the ballots through

the mail room process for a General Election to be held on November 5, 2024.
3. Delegation of County Legislative Authority, Cindy Carter, to serve on the Canvassing Board for
the General Election being held November 5, 2024.
COMMISSIONER'S OFFICE
4. Approval of June 24, 2024 and July 1, 2024 Commissioners Minutes.
5. Invoice No. 232903 from Martin-Moris Agency for the 2024-2025 Storage Tank Policy Renewal
for Policy No. STP425996.
6. Appointment letter for Megan Diamond to the Grant County Board of Health, as an alternate
representing seat 6 — Consumer of Public Health for a term of August 1, 2024 through December
31, 2025.
7. Appointment letter for Jessica Poulos to the Grant county Board of Health, representing seat 6 —
Consumer of Public Health for a term of August 1, 2024, through December 31, 2025.
8. Extension request from Port of Moses Lake on the Strategic Infrastructure Program (SIP) 2023-
02 International Airport SW Hangar Utility Project for completion date of December 31, 2025.
The original grant completion date was June 22, 2024.
9. Request from Moses Lake Senior Center Opportunity and Services to be reimbursed on the
ARPA Advance pay instead of ARPA Reimbursement pay. Remaining balance is $72.,500.00.
10. Reimbursement request from Big Bend Community College on the American Rescue Plan Act
(ARPA) in the amount of $6,796.35 for June expenses.
11. Washington State Liquor and Cannabis Board Application for Added Privilege for Sunfire Grille
and lounge located at 23572 Sunserra Loop NW STE 2 Quincy, WA 98848.

12. Washington State Liquor and Cannabis Board Application for New Liquor License for Sunland

EMERGENCY MANAGEMENT
13. Emergency Management is requesting the purchase of 15 Tactical Rescue Task Force bags for
$16,796.83. This expense will be reimbursed to Emergency Management by the 2020 State
Homeland Security Program Grant. The funds are in the 2024 Emergency Management budget,
but not the Capital Expense budget.
JUVENILE COURT & YOUTH SERVICES
14. Request for Suhail Palacios, Juvenile Court Administrator to DocuSign with contractor for a grant
through the Office of Crime Victims Advocacy (OVCA) Contract No. F22-31219-407 to provide
services to Victims of Child Abuse and Neglect (VCAN). Term of the contract is July 1, 2024 to
June 30, 2026.
NEW HOPE
15. Permission for Suzi Fode, Director, to DocuSign the Office of Crime Victims Advocacy (OVCA)
Domestic Violence Legal Advocacy Grant Program Contract No. 525-31108-022 with New Hope
for July 1, 2024 through June 30, 2025 in the amount of $23,247.00.
RENEW
16. Requesting permission for Dell Anderson to DocuSign the Open -End (Equity) Lease Proposal with
Enterprise. Fleet Management. Total monthly payment is $4.,874.50. Funding source is Long
Term Lease —Vehicles 108.150.
17. Contract between Chelan County, Douglas County, Grant County, Okanogan County, City of
Wenatchee, City of East Wenatchee and City of Moses Lake, and Carelon Behavioral Health in
the amount of $2,041,,598.17. The program is Opioid Distributors Settlement Fund
Administration. Contract term is July 1, 2024 to July 30, 2029.
TECHNOLOGY SERVICES
18. Purchase Order No. 544 to Cellebrite for renewal of Responder Logical Extraction (Term: July 6,
2024 to September 29, 2025) and Upgrade to Inseyets (Term: September 30, 2024 to September
29, 2025) for Grant County Sheriff's Office (GSCO) use, in the amount of $14,. 265.15.
Technology Services budget $10.,433.50 and the GSCO will be billed for the $3,831.65 balance.
19. Purchase Order No. 546 to Cities Digital, Inc. (CDI) for Annual Laserfiche Support and Updates
Renewal to be used county wide in the amount of $59,,992.44. New term expires September 27,
2025.
20. Purchase Order No. 547 to Linev Systems for the Conpass DV Annual Renewal for use by the
Grant County Sheriff's Office in the amount of $17,371.78. Term is April 13. 2024 to Anril 12-
2025.

21. Purchase Order No. 548 to Lefta Systems for Annual Renewal used by the Grant County Sheriff's
Office in the amount of $11,909.94. Term is August 15, 2024 to August 14, 2025.
22. Purchase Order No. 549 to Axon for Annual Renewal. This is used by the Grant County Sheriff's
Office (GSCO). Year 3 of a 5 -year contract in the amount of $37,273.90.
