The Grant County Commissioners session began at 8:31 a.m. with all Commissioners in attendance.

• D Stone asked to discuss the $600.,000 request from Public Works on the gas tax replacement
o C Carter suggested they put it in their budget, or use LTAC funds
o C Carter said they should look further at the budget, and potentially scale back on
things. R Jones agreed
o D Stone said he could respond on the ARPA question with they have tentatively
allocated remainder to the morgue.
• C Carter — has a virtual Toyama exchange the week of the fair
• Salary survey — receiving RFP from Yakima County and Kitsap County

o C Carter asked — Should Kirk be devoted to Tyler Tech, or should he be moved to work
on some of the smaller tasks?
• Budget — C Carter spoke with A Kim regarding last year's budget for the Historical Society and
said there was an amount of the budget that they were not allowed to access until 2024.
o Discussed the use of LTAC funds for payroll, if that would be allowed.
Pursuant to RCW 42.30.110(1)(8) Commissioner Carter called an Executive Session to order at
10:51 a.m. to go until 10:57 a.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones. Commissioner Carter closed the session at 10:57 a.m.

• Review of Consent Agenda Items
o Tom Gaines discussed his items.
o BOCC Item 9 — PAO recommended this be a new agreement and placed on the next
consent agenda.
o Emergency Management Item 13 —Amanda Kim stated this should be ok to proceed.
o Renew Item 16 — Did not go through legal review, but the original contract did.
o Renew Item 17 — Carelon contract amount is being increased per the Director.
Commissioner District Updates
o DS District 1— PCC Rail Authority Meeting; lower Snake River Dam meeting — most were
against the removal; received a call from a constituent on abatement in Lakeview, new
issues; Valley wide fertilizer issue- conditions of roads in District 1.
o RJ District 2 —went on tours and had board meetings; community events; met with
District Court on single point of entry; Fairgrounds project review; Sound Monitoring
Tour and Chip Seal projects; Dune Lake HOA approval to place sound monitoring devices
there; Columbia Basin Sustainable Water meetings- Some cities still need purveyor
water profiles; Economic Development Council meeting (grantcountytrends.org); went
to elections training; Walk to end Alzheimer's is Sept 14 at McCosh Park.
o CC District 3 — HOA in Royal City does not want fireworks; Engle property looking good;
virtual youth exchange; jail transition meeting.
• ER&R Update — Public Works: Sam Castro discussed an email he sent about the ER&R costs.
They are scheduling meetings next week to discuss the changes with departments/offices. This
will be effective January 2025.
• Historical Society Budget Extension Request — LTAC can be used for operations of facility that
are tourism related. Mandy Kim feels they overestimated their wage needs — skeleton crew
beginning in October. They received $11k LTAC funds. RJ is concerned with them using LTAC
funds for salaries, not advertising.
• WSLCB Letter regarding Moratorium — Kevin McCrae will be sending a letter to WSLCB
concerning the Commissioners request for denial of an application to relocate a producer's
license into Grant County.
• BV: PARS for Department Head update; Boys and Girls,Club Mental Health Room Opening;
Employee Appreciation BBQ Date must change
2:00 p.m. — 2:55 p.m. S Castro, Public Works Update
Pursuant to RCW 42.30.110(1)(g) Commissioner Carter called an Executive Session to order at
2:00 p.m. to go until 2:10 p.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones, and Kirk Eslinger, Admin Dir of Organizational Services,
Gina Saldana and Jon Hartman, Human Resources, Sam Castro and Dave Bren, Public Works.
The session was continued to 2:15 p.m. Commissioner Carter closed the session at 2:15 p.m.
• "The Tour" — Noise Tour decibels are under 80 around the Gorge Amphitheater.
• Hiring Update - HEO interviews were held last week.

• AQI — Air Quality Index: DS had previously asked about air quality / heat for PW employees. Sam
stated there are criteria they must follow to protect employees. John Brissey stated they are
rotating every 15 min to be out of the heat. They also provide cold water.
• Padlock's at Crescent Bar — received an email from a resident that there are many padlocks on a
county bridge fence. They have since removed them, but people are already putting them back.
• Road H -SE and Road 9 -NW Contract: These will come before the BOCC soon. These will allow
for increased funding.
• Silica Road Speed Limit Flip Signs, 50/35 mph- for events only, the speed limit will be decreased.
• Road K -SW Road Improvement District (RID) application received. They can be viewed on the
PW Website under "road improvements".
• Events Permits: PW is working on a permit (public properties and facilities), so is Development
Services (zoning).
• Gift of Property to Grant County: Barbara Vasquez will reach out to their attorney and request
formal offer.
• West Shore reconstruction project meeting at the Moses Lake Country Club.

Pursuant to RCW 42.30.110(1)(8) -Job Applicant/Evaluation and 42.30.110(1)(f) —Personnel
Disciplinary Matters, Commissioner Stone called an Executive Session to order at 1:01 p.m. to go
until 1:16 p.m. In attendance were Commissioners Carter and Jones (via Webex) and Stone, and
Kirk Eslinger, Admin Dir of Organizational Services (via Webex), Gina Saldana, Dan Seitz, and Jon
Hartman, Human Resources and Sam Castro, Public Works. Commissioner Stone closed the
session at 1:16 p.m.
Personnel Action Request (PAR) for the salary, wage and/or position change for Kyra Martinez,
Auditor's Office.
Working Agreement by and between Grant County and Teamsters Local Union No. 760 Renew
Clinical Staff. Term is January 1, 2024 through December 31, 2025.

• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit)
o Jerome Wawers discussed the recording of BOCC meetings, he is in favor.
o Kirsten Hintz discussed homelessness at Lions Park and they noticed many needles
there.
• Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner
Stone, to approve the agenda as presented. The motion passed with 2 Commissioners in
attendance.
• Correspondence (i.e. Emails that have come in that need response, letters of support etc.) None
• Commissioners Roundtable — Miscellaneous Discussion
o DS his discussion with the County Museum manager and their budget extension
request. He feels they are on the right path.
o DS Risk Manager discussion — he stated that both Administrative Directors have "Risk
Management/Safety" under their job duties. Clarify next week who will hold these
duties. This will assist in the approval of the Safety Committee policy that was
submitted.
o DS put together a new Beneficiary Agreement for the Moses Lake Senior Center to
change their payment method from "reimbursement payment" to "advance payment"
He will recommend rescinding the previous agreement to sign the new one.
o Barbara Vasquez discussed the parking lot/sidewalk conditions at the museum. It was
very difficult to maneuver around on the knee scooter (ADA Compliance).

o CC stated there is a walk-on item for Central Services for Change Order for new jail
project.
Consent Agenda — (Items 1 through 22) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Jones, seconded by Commissioner Carter, to approve the consent
agenda, denying item 9 and amending the amount of item 17. The motion passed
unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board. (In the amount of $153,587.41 and
$8,p781.,477.35)
2. Authorization of Canvassing Board Representatives — Auditor's Staff, to act under authority
given in RCW 29A.60 for Kaylyn Orozco and Aleanah Lopez to act as representatives for the
County; and for Sally Goodwin, Sierra Garcia and Karrie Stockton to handle the ballots through
the mail room process for a General Election to be held on November 5, 2024.
3. Delegation of County Legislative Authority, Cindy Carter, to serve on the Canvassing Board for
the General Election being held November 5, 2024.

5. Invoice No. 232903 from Martin -Morris Agency for the 2024-2025 Storage Tank Policy Renewal
for Policy No. STP425996.
6. Appointment letter for Megan Diamond to the Grant County Board of Health, as an alternate
representing seat 6 — Consumer of Public Health for a term of August 1, 2024 through December
31, 2025.
7. Appointment letter for Jessica Poulos to the Grant County Board of Health, representing seat 6 —
Consumer of Public Health for a term of August 1, 2024, through December 31, 2025.
8. Extension request from Port of Moses Lake on the Strategic Infrastructure Program (SIP) 2023-
02 International Airport SW Hangar Utility Project for completion date of December 31, 2025.
The original grant completion date was June 22, 2024.
9. Request from Moses Lake Senior Center Opportunity and Services to be reimbursed on the
ARPA Advance pay instead of ARPA Reimbursement pay. Remaining balance is $72,500.00. (The
BOCC voted to deny this request. A new beneficiary agreement will be drafted and added to a
future consent agenda)
10. Reimbursement request from Big Bend Community College on the American Rescue Plan Act
(ARPA) in the amount of $6,,796.35 for June expenses.
11. Washington State Liquor and Cannabis Board Application for Added Privilege for Sunfire Grille
and lounge located at 23572 Sunserra Loop NW STE 2 Quincy, WA 98848.
12. Washington State Liquor and Cannabis Board Application for New Liquor License for Sunland
Store located at 77 Chukar PL SW STE B Quincy, WA 98848.

EMERGENCY MANAGEMENT
13. Emergency Management is requesting the purchase of 15 Tactical Rescue Task Force bags for
$16,,796.83. This expense will be reimbursed to Emergency Management by the 2020 State
Homeland Security Program Grant. The funds are in the 2024 Emergency Management budget,
but not the Capital Expense budget.
JUVENILE COURT & YOUTH SERVICES
14. Request for Suhail Palacios, Juvenile Court Administrator to DocuSign with contractor for a grant
through the Office of Crime Victims Advocacy (OVCA) Contract No. F22-31219-407 to provide
services to Victims of Child Abuse and Neglect (VCAN). Term of the contract is July 1, 2024 to
June 301 2026.
N FW HOPE
15. Permission for Suzi Fode, Director, to DocuSign the Office of Crime Victims Advocacy (OVCA)
Domestic Violence Legal Advocacy Grant Program Contract No. S25-31108-022 with New Hope
for July 1, 2024 through June 30, 2025 in the amount of $23,247.00.

16. Requesting permission for Dell Anderson to DocuSign the Open -End (Equity) Lease Proposal with
Enterprise Fleet Management. Total monthly payment is $4,874.50. Funding source is Long
Term Lease —Vehicles 108.150.
17. Contract between Chelan County, Douglas County, Grant County, Okanogan County, City of
Wenatchee, City of East Wenatchee and City of Moses Lake, and Carelon Behavioral Health in
the amount of 41 8:1. ($2,,132,,598.17). The program is Opioid Distributors Settlement
Fund Administration. Contract term is July 1, 2024 to July 30, 2029. (The Executive Director
requested an amount change for the contract. This was approved by the BOCC)
TECHNOLOGY SERVICES
18. Purchase Order No. 544 to Cellebrite for renewal of Responder Logical Extraction (Term: July 6,
2024 to September 29, 2025) and Upgrade to Inseyets (Term: September 30, 2024 to September
29, 2025) for Grant County Sheriff's Office (GSCO) use, in the amount of $14., 265.15.
Technology Services budget $10,,433-50 and the GSCO will be billed for the $3,831.65 balance.
19. Purchase Order No. 546 to Cities Digital, Inc. (CDI) for Annual Laserfiche Support and Updates
Renewal to be used county wide in the amount of $59,,992.44. New term expires September 27,
2025.
20. Purchase Order No. 547 to Linev Systems for the Conpass DV Annual Renewal for use by the
Grant County Sheriff's Office in the amount of $17,371.78. Term is April 13, 2024 to April 12,
2025.

21. Purchase Order No. 548 to Lefta Systems for Annual Renewal used by the Grant County Sheriff's
Office in the amount of $11,909.94. Term is August 15, 2024 to August 14, 2025.
22. Purchase Order No. 549 to Axon for Annual Renewal. This is used by the Grant County Sheriff's
Office (GSCO). Year 3 of a 5 -year contract in the amount of $37,273.90.

• Walk-on item: A motion was made by Commissioner Carter, seconded by Commissioner Jones,
to approve the walk-on as presented. The motion passed unanimously.

Contractor: Lydig Construction Inc. for the new jail project, City of Ephrata Waterline
Extension, in the amount of $711,.057.00.
• Adjournment - Commissioners Carter and Jones gave their verbal approval to allow the Clerks to
stamp their names on the documents.
