The Grant County Commissioners session began at 8:30 a.m. with Commissioners Stone and Carter in

• No updated financial figures — end of August would be a better measurement of where budget
is at — not looking at any rate increases so far
• Office staffing update
o All new staff except one, added an AP Clerk instead of another accountant
o AP was on vacation, so they got held up in the office
o Cross training
• Annual report starts August 5, 2024 for Financial and Federal Audit
• Theft Sensitive Items — Policy is 1300 AP one currently owned — being looked through and
making the necessary updates.
o Tracking items and getting accurate inventory from all departments
• Grant County Museum Budget Extension Request
o As of right now, only about $9,000 needed, but activity for the rest of the year needs to
be considered also.
o D Stone said he was struggling to schedule a budget extension on something that hadn't
really been discussed.
o Bring the costs down? Lower costs on employees or shorten the season.
o Salary and wages is where they're over budget
o No sign of adjustments after conversation with the commissioners where they were
given suggestions on lowering costs
o C Carter suggested waiting for hearing until the end of the year

o G Saldana thinks that one 20 hour/week position would be enough.
o J Kriete responded with a desire for one position just dedicated to testing.
o K Eslinger said that part of the delay for testing is the wait for enough people to bring
over to test.
• Crime Reduction Team is running
o One Sergeant and two deputies working on that unit with primary focus being mid to
low level narcotics and gang enforcement.
• Healthcare Authority Grant and Reimbursement Grant
o Medical staff in the jail
o Updated camera systems that partner between facilities

Risk Management member in the county to handle safety coordination regarding
insurance and set up systems with the contracts and exposure protection.
o Job requirements: insurance license, risk management background specialized in public
entity and experience doing the job.

• Discussion about the letter from the Washington State liquor and Cannabis Board (WSLCB)
denying the Commissioner's decision to deny transfer licenses.
o K McCrae suggested sending a letter to Cannabis Processors to inform them that they're
violating the moratorium
o C Young suggested appealing to the WSLCB regarding the letter of denial.
o D Stone asked for someone to dig into the legal aspect and find the most effective
potential to challenge what the board has said since they're telling us that we can't deny
the licenses.
o They can deny a producer processor for criminal activity, but we can't prohibit any retail
licenses.
o On notice by Department of Commerce and Department of Ecology because of the
agricultural land and water being used to grow the cannabis.

Management Policies &Procedures Manual of March 1996 as well as the reference to WAC 296-24-

3:00 p.m. — 3:05 p.m. Open Record Public Hearing, Multi -Agency Communications Center
(MACC) Budget Extension Request
The Commissioners held an Open Record Public Hearing In the amount of $1,100,000.00 to
consider a budget extension request from the Multi Agency Communication Center (MACC)
(Fund 135.186) to support the current dispatch expenses as well as budget overages for
previous years.
Christal White, Financial Services Manager of MACC, gave a brief description of their request.
The office is making technology upgrades with the money in the tax account. They have
upgraded their phone systems, but still need to update their Computer Aided Dispatch (CAD)
and radio systems. The upgrades will allow MACC to handle the work with lower staff in the
office. The original budget was $2.5 million, and they have spent $1.75 million through June; all
spending was approved through the board.
A motion was made by Commissioner Jones, seconded by Commissioner Stone, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Stone to approve the budget extension as presented. Commissioner Jones
seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 24 -068 -

3:10 p.m. — 3:15 p.m. Open Record Public Hearing, Consolidated Homeless Grant (CHG)
Budget Extension Request
The Commissioners held an Open Record Public Hearing to consider a budget extension request
for the Grants Administration Fund 190.001 in the amount of $2.,458,,752.00 for pass-through
funding for the Consolidated Homeless Grant (CHG) (Contract 24-46108-10) Washington State
Department of Commerce grant.
Karrie Stockton, Grant Administrative Specialist, gave a brief description of their request. The
Washington State Department of Commerce has made several amendments since January,
adding funds for Housing and Essential Needs, and the Emergency Housing Fund (EHF). The
Consolidate Homeless Grant is an umbrella grant with EHF under it. The total amount of funds
needed from the amendments is $2,458.,752.00.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Jones to approve the budget extension as presented. Commissioner Stone
seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 24 -067 -

re: Cannabis Moratorium
The Commissioners held an Open Record Public Hearing for the final extension of the Interim
Ordinance regarding the Cannabis Moratorium.

Jim Anderson -Cook, Deputy Director of Grant County Development Services, read into the
record his 1-502 Moratorium Report:
The County adopted the Initial six-month moratorium on the establishment, relocation, or
licensure ofmarijuana (cannabis) producer processor facilities was adopted by an interim
ordinance on July 25, 2023 (Ordinance 23 -067 -CC).
The reason for the interim ordinance was to allow Development Services time to evaluate
whether agriculturally zoned lands are the most appropriate zoning district to allow this use and
research whether irrigation water could be used to support these non-agricultural uses.
RCW 36.70A.390 allows a moratorium to be effective for not longer than six months. This
moratorium was extended for an additional six months, via a Public Hearing on January 23,
2024, to allow Development Services more time in developing a work plan to address this use
(Ordinance 24 -006 -CC).
The moratorium maybe renewed for one or more six-month periods if subsequent public
hearings are held, and findings and facts are presented to substantiate the extensions.
Development Services has incorporated its recommendations to address cannabis producer and
processor licensure within the unincorporated areas of GC in its 2024 Work Plan -known as the
annual docket. One last extension of this moratorium will be needed to allow the moratorium to
remain in effect until the proposed UDC (Unified Development Code) amendments have been
adopted as part of our annual comprehensive plan and development regulation adoption
process.
This process must be completed by December 31, 2024 and the moratorium, if extended, will not
expire until January 25, 2025.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Jones to approve the final extension of the interim ordinance as presented.
Commissioner Stone seconded and the motion passed unanimously. The hearing adjourned.
