I am also doing some research on my end. Based on your calculations, you stated that only 67% of our budget was used, however, with the final numbers, it was 75% of our total budget that was expensed. Secondly, if you look at the historical invoices for the sleep center, you will see that they are usually $49-$50k on average. Now I do understand the concept of Grant awards, and the way funds are distributed to make sure they are being awarded appropriately; however, my concern is that with this amount of decrease, we will not be able to fund the operations of the sleep center for the full grant cycle. Realistically, we will be closer to expensing $600,000 through this current EHF award, not including inflation. Is there anyway to reallocate an additional $15,000 to the City of Moses Lake to reach that $600,000 award? Once again, thankyou-both for your time and the willingness to discuss these figures. I have gone through each monthly invoice/detail worksheet, my vouchers to accounting for payments and with all the Al 9's I submit to Commerce and still coming up with the same remaining balance. To: Board of County Commissioners From: Karrie Stockton, Grant Administrative Specialist Dabn July 23, 2024 Re: City of Moses Lake requesting more funding on the Emergency Housing Fund Grant (EHF) #24-4619D-106 The City of Moses Lake is requesting $15,000.00 more funding from the EHF Grant. Below are the allocations from the previous grant award and the current grant award. Previous allocation that ended on June 30,2024 Total Award amount: $1,154,338 City of M L $663,000 67% Expended Hopesource: $320,571 87% Expended New Hope: $170,767 78% Expended Current EHF Grant Allocations are as follows: Total Funding amount: $1,180,246 City of ML $585,000 Hopesource $370,123 New Hope $225,123 At the time of calculating the allocation amount for each entity on the current funding award, June invoices from the City of Moses Lake had not been received on the previous grant which showed they had spent 67% of their grant amount. With the June expenses included, the City of Moses Lake has spent 75% of their funding. As you can see the City of Moses Lake received the majority of each award for the Sleep Center. Understandably, they would like to keep the budget that they received from the previous grant award ($663,000). According to my calculations at the time, my records showed they had $163,354 that had not been spent, therefore more funding was allocated to New Hope and Hopesource as they have been able to spend more of the funding that is allocated to them. Sub Agreements have been sent to all entities, but I have not received them back from Hopesource or City of Moses Lake. My recommendation is to keep the allocations as they are. I am asking the Board for a final decision on the request from the City of Moses Lake. Karrie Stockton Grant Administrative Specialist
