Commissioners Carter and Jones attended via Webex 8:30 a.m. — 8:44 a.m. Central Services Weekly Update In attendance: Tom Gaines and Kirk Eslinger • Consent Items (none) • Veteran Services new facilities remodel o Architect drawing • Insurance application for underground storage being amended • Fairground projects update • Safety briefing for workers on front steps • Submittal data for the jail • Grant administration/policy issue update • Appraisal for work release • Leak in J Dorm facilities 8:45 a.m. — 8:57 a.m. Development Services Weekly Update In attendance: Chris Young, Jim Anderson -Cook and Kirk Eslinger • Transient Residence Program update o Letters for registrations and permits went out on July 1. In attendance were Commissioner Stone, Commissioners Carter and Jones attended via Webex, Melissa McKnight, Assessors Office, Kirk Eslinger, Dan Seitz and Gina Saldana, Human Resources. Commissioners Round Table — Miscellaneous Discussion • Review of Consent Agenda Items o Public Works — Sam Castro stated he is placing units at the Gorge for sound monitoring for 3 months. o Veteran Services — on consent: remodel of Ivy Street Building, this is the preferred location by the BOCC and Veterans Advisory Board. Where does funding come from? Tom Gaines believes it can come from the Facilities budget. o Sheriff's Item 22: Phil Coates gave a brief overview. o Item 14 Public Works — Sheriff's Office rental rates to increase. Sam Castro stated the fund was under collecting. Future meeting to discuss this this increase • Commissioner District Updates o DS District 1: attended meetings Mon/Tues and was out the rest of the week o RJ District 2: attended many community events o CC District 3: concert and fire at Gorge Amphitheater. Fireworks at the end of the show caused the fire but it was extinguished quickly. 3:00 p.m. — 3:25 p.m. Commissioners Work Session (Anticipated Executive Session) (Commissioner Jones attended at 3:07 p.m.) Pursuant to RCW 42.30.110(1)(8) Commissioner Stone called an Executive Session to order at 3:02 p.m. to go until 3:12 p.m. regarding Job Applicant/Evaluation. In attendance were Commissioners Carter (Webex), Stone and Jones, Kirk Eslinger, Admin Dir of Organizational Services, and Decorah Anderson and Gina Saldana, Human Resources. The session was continued to 3:17 p.m. Commissioner Stone closed the session at 3:17 p.m. • DS gave a current update on the ARPA Funding and requests pending. 3:30 p.m. — 3:55 p.m. P Westby, Grand Coulee Senior Living Presentation/Discussion (Commissioner Carter attend via Webex at 3:40 p.m. then left at 3:45 P.M.) In attendance: Patti Westby of Westby Associates • Patti Westby gave a PowerPoint presentation on a Center Senior Living Housing Development, which is a planned development of a 50-70 unit / 60-80 bed assisted living memory care community in Grand Coulee, WA. Estimated cost $17 million utilizing the Center Elementary School. This is anon -profit organization. May have a future letter of support request or potential funding assistance. Commissioner Carter attended via Webex, Commissioner Jones arrived in person at 8:33 a.m. 8:30 a.m. — 8:55 a.m. K McCrae, Prosecuting Attorney Update Pursuant to RCW 42.30.110(1)(g) Commissioner Stone called an Executive Session to order at 8:35 a.m. to go until 8:40 a.m. regarding Litigation. In attendance were Commissioners Carter (via Webex), Stone and Jones, Prosecuting Attorney Kevin McCrae, and Deputy Prosecuting Attorney Rebekah Kaylor. Commissioner Stone closed the session at 8:40 a.m. 9:00 a.m. —10:00 a.m. C Carter, WCRG Special Board of Directors Meeting 11:00 a.m. —11:55 a.m. T Gaines, Central Services Update • Tom Gaines informed the Commissioners on vendor issue with the Zoom contract and will update as soon as the issue is resolved. • New landscaper was hired and will begin July 15, 2024 • Update on the status of the request of the Auditors Office to complete a temporary wall for training purposes. • Tom received a verbal authorization from Commissioners to proceed with the repair of the Museum air conditioner and will follow up with a letter on consent memorializing the authorization. • Brief discussion on the status of the Work Release Building — Tom will sit down with the City of Ephrata to discuss ideas/options. • Sole Source Purchasing and Procurement Policy were discussed —Tom is still currently actively working on this. 1:00 p.m. —1:55 p.m. Human Resources Update T opic Category - Re uest q. Auditor —Licensing & Position Recording Supervisor Management Direct Directed • Ginda Saldana as well as Michele Jaderlund were also present. o Michele (Gina) requested that (1) of her (2) current open Accounting positions be removed in order to add an Accounting Clerk. The board was in agreement with this decision but did not need to take action because the pay was lower. o Michele (Decorah) requested that the Auditors/Licensing Supervisor position to be re - banded to a 13A to be comparable to the comp study they have completed. Page 5 of 8 Grant County Commissioners Minutes Week of July 8, 2024 2:00 p.m. -3:00 p.m. Commissioner's Meeting • Call to order • Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) o .Jerome Wawers from Moses Lake provided input on the discussion of recording all Commissioners hearings and discussed his preference for the Agenda upload for the Commissioners Website. • Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner Carter, to approve the agenda as presented. The motion passed unanimously. • Correspondence (i.e. Emails that have come in that need response, letters of support etc.) None • Commissioners Roundtable — Miscellaneous Discussion o Commissioner Stone requested that Barbara Vasquez hold on the Grant County Historical Society budget extension request and they revisit this topic at their next Commissioners Roundtable. • Consent Agenda — (Items 1 through 21) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Jones, seconded by Commissioner Carter, to approve Consent Agenda items 1-21 as presented. Commissioner Carter provided verbal authorization for her name to be stamped. AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.0901 as recorded on a listing, and made available to the Board. (In the amount of $2,,629,,634.69) COMMISSIONER'S OFFICE 2. Invoices (None) 3. Commissioners June 10 and 17, 2024 Minutes for approval. 4. Reimbursement request from OIC on the Community Development Block Grant (CDBG) Public Service Grant (PSG) No. 22-62210-005 in the amount of $12,444.69 for services in the months of March 2024 -June 2024. 5. Reimbursement request 2 and 3 from Port District No. 4 on the Strategic Infrastructure Program (SIP) #2023-05 for the Coulee City Medical Clinic Project in the amount of $202.,864.01 6. Request from Port of Royal Slope fora 6 -month extension on the Strategic Infrastructure Program (SIP) #2022-04 Well No. 3 project until December 31, 2024. 7. Reimbursement requests #1 and 2 from McKay Healthcare on the Strategic Infrastructure Program (SIP) #2023-06 for the Engineering &Outdoor Facilities Projects in the amount of $45,899.81. 8. Reimbursement request from McKay Healthcare on the Strategic Infrastructure Program (SIP) #2023-01, in the amount of $2.,500.00 9. Appointment letter for Misty Aguilar to be appointed to the Grant County Board of Health as an alternate representing Seat 7 —Community Stakeholder, for a term beginning July 9, 2024, through December 31, 2025. Permission for Director Suhail Palacios to Docu-Sign Memorandum of Understanding (MOU) between Grant County Juvenile Probation and Ephrata School District (ESD) 105. Term of Contract is September 1, 2024, through August 31, 2025. NEW HOPE 12. Department of Social and Health Services (DSHS) County Program Agreement No. 2463-56757 for Community Based Domestic Violence Program Emergency Shelter &Supportive Services. Term is July 1, 2024 through June 30, 2025 in the amount of $631,720.00. PROSECUTING ATTORNEY 13. Appointment and Oath of Office of Special Deputy Prosecuting Attorney for Franklin D. Cordell, Attorney at Law, of Gordon, Tilden, Thomas & Cordell, LLP, of Seattle WA to perform and render legal advice as coverage counsel for Gray v. Grant County, 23-2-00011-19. Oath expires December 31, 2024. PHRI IC 1A/nRKq 14. 2024 Grant County Sheriff's Office (GCSO) rental rate changes due to complying with RCW 3.9.7.30 and inflation. GSCO Pickups/K9 new total is $1.55 per mile, and GSCO Sedan/SUV (Patrol) new total is $1.40 per mile. 15. 2025 Motor Pool Shop rate will be $100 per shop rate hour as implemented by ER&R. Currently there is no established rate. 16. Letter of recommendation to award Nelson Construction the contract for the H -SE reconstruction project for their bid amount of $2,713,.009.08. 17. Recommendation for Award of Raven Job Sync Upgrade to Ag Enterprise Supply, Inc. For their bid amount of $12,,855.25 and $4,378.05 per year. SHERIFF'S OFFICE 18. Washington Association of Sheriffs & Police Chiefs (WASPC) Grant for Registered Sex Offender Address Verification Program Grant Agreement No. RSO 2024-25 in the amount of $96,601.02. This is an annual grant for their sex offender registration program; funding cycle July 1, 2024— June 30, 2025. 19. Amendment No. 9 to the State of Washington Department of Corrections Contract No. K9412, which amends the wording in the contract from "Offender" to "Incarcerated Individual". Request from the Veteran Services Officer for funding to remodel the Juvenile/Youth Services Office on Ivy Street in Moses Lake, to allow for shared space.
