The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.

• Draft Contract Policy review/discussion
9:00 a.m. — 9:55 a.m. Commissioners Round Table — Miscellaneous Discussion
• Review of Consent Agenda Items
o Item 2 —Commissioners Office to pay for Commissioner Jones if possible if not Tom will
look at his budget, Sam Castro will also.
o Item 12 — Correction — Signature absent line for the City of Ephrata, Only Grant County
Commissioner Sign.
o Item 15 — Lease of vehicles — No legal review for lease itself, legal review of original
contract was reviewed by legal.
• Commissioner District Updates
o District 1—
■ Meeting w/ People for Pets with legislators at the PUD last week.
■ Revitalize Ephrata Meeting — What does that really mean? Will be working on
this in the upcoming months.
■ Worked on Beneficiary Agreements which will come forward upon signature
and approval of Legal and Beneficiary signature
■ Spoke at Memorial Day Event
o District 2 —
■ Memorial Day Community Events
■ Solid Waste Meeting and long-term planning discussion with Parametrix, Public
Works.
o District 3 —
■ RECON — A lot of interest Mattawa/George/Quincy for hotels
■ K Road — pavement Ends turns to gravel —Sign pushed back possibly? Public
Works to look into this.

• Sam Castro:
o Will be joining Douglas County to work towards Business Organics Management Area
(BOMA) exclusion.
o Commissioner Stone nominated him to participate on the Transportation Improvement
Board — he did accept and put in his application.

and/or position changes for Andy Booth, Public Works.

Pursuant to RCW 42.30.110(1)(g) -Job Applicant/Evaluation and RCW 42.30.110 (1)(i) —
Negotiations, Commissioner Carter called an Executive Session to order at 1:05 p.m. to go until 1:20
p.m. In attendance were Commissioners Carter, Stone and Jones, and Kirk Eslinger, Admin Director
of Organizational Services, and Gina Saldana, Human Resources. The session was continued to 1:25
p.m. Commissioner Carter closed the session at 1:25 p.m.
Pursuant to RCW 42.30.110 (1)(i) — Negotiations, Commissioner Carter called an Executive Session to
order at 1:31 p.m. to go until 1:37 p.m. In attendance were Commissioners Carter, Stone and Jones,
Kirk Eslinger, Admin Director of Organizational Services, and Gina Saldana, Human Resources.
Commissioner Carter closed the session at 1:37 p.m.

• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) None
• Approval of Agenda A motion was made by Commissioner Stone, seconded by Commissioner
Jones, to approve the agenda as presented. The motion passed unanimously.
• Correspondence (i.e. Emails that have come in that need response, letters of support etc.) None
• Commissioners Roundtable.— Miscellaneous Discussion
o Press Release requested by Pam Thorsen of Desert Aire. Commissioner Carter will reach
out to her and let her know that Public Works will be drafting a release and posting it on
their website.
o DS to attend the WSDA-WSU WA State Agriculture Viability Conference this week.
o CC discussed Darigold co-op and the issues related.
o Email from Rebekah Kaylor regarding the Draft Contract Discussion meeting and review
of policy.
• Consent Agenda — (Items 1 through 16) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Stone, seconded by Commissioner Jones, to approve the consent
agenda as presented. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board. (In the amount of $1,,200,,842.40)
CENTRAL SERVICES
2. Approval to schedule High -Performance Leadership course as well as a Cyber Professional
Leadership course through National Association of Counties (NACo) for selected employees. The
total cost of training would be $15,000.00 per year.

Emergency Housing Fund (EHF) Grant No. 24-4619D-106, in the amount of $46,278.03 for April
2024 expenses.
5. 2024 Agreement Regarding Use of County Property for Public Purpose with the Ephrata
Chamber of Commerce for their Sage -n -Sun event that is being held June 6-8, 2024, on the
courthouse lawn and parking lots.
6. Reimbursement request from New Hope on the Department of Commerce Emergency Housing
Fund (EHF) Grant No. 24-4619D-106, in the amount of $32,623.67 for April 2024 expenses.
7. Reimbursement request from HopeSource on the Department of Commerce Emergency Housing
Fund (EHF) Grant No. 24-4619D-106, in the amount of $37,.694.52 for April 2024 expenses.
8. Reimbursement request from New Hope on the Department of Commerce Consolidated
Homeless Grant (CHG) No. 24-46108-10, in the amount of $13,880.00 for April 2024 expenses.
9. 2024 Agreement Regarding Use of County Property for Public Purpose with Street Sweets LLC.,
as a vendor for the Grant County Museums Annual Living Museum event taking place June 8,
2024.

and Suzi Fode to travel to Las Vegas, NV., for the North American Human Trafficking Conference
October 22-26, 2024. The cost of travel is $1,345.50 each.

12. State of Washington Department of Ecology Amendment No. 3 to Agreed Order No. DE 3810 —
In the Matter of Remedial Action by Grant County & The City of Ephrata.
13. Resolution No. 24 -053 -CC to rescind and replace Resolution No. 24 -041 -CC in the matter of
transferring jurisdiction of excess 10ft of rights, east side of Stratford roadlog 94025 in Sections
14, 23 & 26 of Township 22 N Range 28 E. of W.M. to the Grant County PUD.
