The Grant County Commissioners session began at 8:30 a.m. with Commissioners Carter and Stone in
attendance and Commissioner Jones via Webex until 10:30 a.m.

• Discussed walk-on item that will be presented at June 4 Consent — Request to move forward

Pursuant to RCW 42.30.110 (1)(g) Commissioner Carter called an Executive Session to order at
9:11 a.m. to go until 9:21 a.m. regarding Job Applicant/Evaluation. In attendance were
Commissioner Carter, Stone and Jones, Kirk Eslinger and Decorah Anderson, Human Resources.
The executive session was extended again from 9:21 a.m. to 9:27 a.m. Commissioner Carter
closed the session at 9:27 a.m.

• Development Services — RFQ for Land Use Attorney Contracted Services (on Development
Services 6/3/24 Agenda). The PAO will reach out to them to review.
• Kittitas County ruling will be appealed by Grant County.
9:00 a.m. — 9:55 a.m. Department Head Review w/ Human Resources

Pursuant to RCW 42.30.110(1)(g) Commissioner Carter called an Executive Session to order at
9:01 a.m. to go until 9:55 a.m. regarding lob Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones, and Decorah Anderson, Human Resources.

10:00 a.m. —10:25 a.m. J Carranco, Grant County Museum Update
In attendance: John Carranco, Keith Conley, and Kevin Schmidt
• John Carranco attended today to discuss the museum and the potential to have a website
on the county page managed by Technology Services.
• Budget: They used funds to fix the schoolhouse, church and tree: They believe there is
approx.. $130,000 left in the fire reserve fund. John is requesting $16,.500 to get them
through the end of 2024. They have a retention project that needs to be completed.
• Volunteerism is down. They are open 9am-5pm Tues through Sat. Commissioner Stone
suggested shortening the timeframe they are open to the public.
11:00 a.m. —11:55 a.m. C Young, Development Services Update Commissioner Carter left at
11:15 a.m. for another meeting
• D.S. Update — Permitting and Revenue Statistics
• 1502 Moratorium expires July 2024, and we will need one more extension to address the
changes in this years UDC Amendment Docket Cycle, which starts July 1, 2024, and ends
December 31, 2024. We are proposing two options on how to move forward:
o Prohibit any new 1502 Producer -Processors in Grant County (establish this limit based on
current actual numbers)
o Allow only in industrial zoning districts

• The Commissioners approved an Annual Cola —Witness Coordinator (Prosecuting Attorney's
Office) request to provide the Witness Facilitator positions the annual COLA on an ongoing basis
Pursuant to RCW 42.30.110(1)(8) Commissioner Stone called an Executive Session to order at 1:40
p.m. to go until 1:50 p.m. regarding Job Applicant/Evaluation. In attendance were Commissioners
Carter (via Webex), Stone and Jones, Decorah Anderson -Cook and Gina Saldana, Human Resources.
Commissioner Stone closed the session at 1:50 p.m.
2:00 p.m. — 3:00 p.m. Commissioner's Meeting
• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit)
o Kim Pope, PJ DeBenedetti, Cecily Hendricks of the Boys and Girls Club of the Columbia
Basin stated they had a contract with the Moses Lake School District to assist with
funding for their organization. As of May 22, 2024, all funding ceased for these
programs due to their funding issues. They request financial assistance for their
summer program (ARPA Funding) located at North Elementary in the amount of
$40,,000.00.
o Jerome Wawers discussed the 1502 —Cannabis discussion that was held during the
Development Services update. He discussed the Irrigation District / Bureau of
Reclamation /Department of Ecology involvement and the potential movement of
licenses to the Industrial areas of Grant County.
• Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner
Stone, to approve the agenda as presented. The motion passed unanimously.

o Tom Gaines — Zoom Software for Grant County.
o Walk-on from Central Services: Fairgrounds arborist to remove cottonwoods due to
windstorm, in the amount of $8.,656.00.
• Consent Agenda — (Items 1 through 13) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Stone, seconded by Commissioner Jones, to approve the consent
agenda as presented. The motion passed unanimously.

1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and .those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,

5. Reimbursement request from New Hope on their previously approved American Rescue Plan Act

3:00 p.m. — 3:45 p.m. A Garcia, Veteran Service Officer Update
In attendance: Anthony Garcia, Jim Brakebill, Eileen Sorensen, Barbara Vasquez, Tom Gaines
• Tony gave an update on the monthly revenue amount that his VA Claims have brought into the
County: $100,,000.00. He also has 88% of his budget left as of 6/1/24.
• Vietnam Veterans of America — location at Wheeler Building. The Commissioners approved the
Clerk to draft a letter to the VVA requesting statistics of the current VVA VSO at that location.
• Juvenile/Youth Services location on Ivy Street in Moses Lake: Is this an option to move them out
and put Veterans in that location? He needs 2 confidential offices, one reception area, and a
meeting room for the Veterans Advisory Board to hold their meetings.
• Jim Brakebill, VAB, discussed the past history of the VAB board and its members.
4:00 p.m. —4:55 p.m. S Thom pson-Tweedy, Animal Outreach (Commissioner Stone left at
5:20 p.m.)

• Tom Gaines will discuss adding to the COMP plan with Development Services
• Look into utilizing SIP Grant Funds —County will apply (BOCC)
• GCAO will apply for the Paul Lauzier
• Fairgrounds parcel must be sited as a Essential Public Facility in order to put a new GCAO
building on the property. Chris Young joined the meeting.
