The trade-in is 12,825.00 for a total purchase price is $71,159.83. • Commissioner District Updates o DS District 1— Health Board Meeting (vaccination in schools 94%); Siting meeting for pump source energy. o RJ District 2 — Boys and Girls Club fundraising dinner, Senior Picnic at Fairgrounds; MACC meeting (Al Answering service for non -emergency); Youth Services in Moses Lake for Veteran Services; Animal Outreach new building — Paul Lauzier Foundation is donating $500..000; Moses Lake Air Show. o CC District 3 —WA State is losing 14 farms per week; Sunland Estates Buoy concern. • Engle Abatement continues. Cost to abate is going to increase due to the amount of tires on the property. • District Court stated they didn't have extra space in their civil office. 2:00 p.m. — 2:55 p.m. Department Head Review Pursuant to RCW 42.30.110(1)(8) Commissioner Carter called an Executive Session to order at 2:05 p.m. to go until 2:30 p.m. regarding Job Applicant/Evaluation. In attendance were Commissioners Carter, Stone and Jones, and Chris Young, Development Services. Commissioner Carter closed the session at 2:30 p.m. 3:00 p.m. — 4:00 p.m. Contract Discussion /Insurance Discussion Policy Review In attendance: Joe Kriete, Rebekah Kaylor, Shane Heston, Tom Gaines, Suhail Palacios (Webex), Dell Anderson (Webex), Suzi Fode (Webex), Decorah Anderson -Cook, Jim McKiernan, Chris Young, Jim Anderson -Cook. Policy amounts were discussed: General Liability $1 million / $2 million, Professional Services $1 million / $1 million. High Risk more insurance. Hire a Risk Manager? Have the Prosecuting Attorney's Office review all? Have department heads review? Rebekah will put together a draft for the BOCC review. MISCELLANEOUS ITEMS The Chair of the Board was authorized to sign the Crescent Ridge Ranch Development Company LLC (Crescent Ridge Ranch Phase 4 Major Plat) File # P-23-0087 (preliminary P 06-4476); and the Tony and Michele Webb (Webb Short Plat) File # P 24-0135 (preliminary P 24-0017) Final Plat Submission and Reviews. The Commissioners approved and signed the Public Works County Payroll Salary Fund for their June 14, 2024 payroll. Page 4 of 7 Grant County Commissioners Minutes Week of June 17, 2024 Memorandum of Understanding (2023 and 2024 Juneteenth Holiday) with Grant County Public Employees Association, representing the unrecognized employees of the Public Works Bargaining Unit. This MOU authorizes members to be entitled to one additional holiday celebrating Juneteenth in 2023/2024. Memorandum of Understanding (Retro Active Pay 2024) with Grant County Public Employees Association, representing the recognized employees of the Courthouse Unit, District Court Unit, Renew Administrative Staff Unit and Youth Services Unit. Parties agree that the existing 2024 Collective Bargaining Agreement for the purposes of cost of living increases and other changes, the effective date will be the first day of the full pay period that includes the date of January 1. 2:00 p.m. — 2:55 p.m. Commissioner's Meeting • Call to order Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) o Jerome Wawers from Moses Lake —Did not find supplemental forms for consent items, and consent waivers did not seem consistent. Ask to place item 24 on hold. Was item 24 purchased through DES contract? Sheriff Kriete attended to discuss and it was stated that since these items were in their 2024 Capital Budget, secondary approval was not needed. Approval of Agenda A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve the agenda as presented. The motion passed unanimously. Correspondence (i.e. Emails that have come in that need response, letters of support etc.) None Commissioners Roundtable —Miscellaneous Discussion o RJ discussed phone calls from constituents between elected offices. o DS discussed PILT funds and the recipients. o Item 5 —commissioners would like legal review: can this be transferred between grant projects? o DS: 6/26/24 WSAC General Membership meeting Consent Agenda — (Items 1 through 27) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1-4 and 6- 27 as presented. Item 5 was held until 7/2/2024 for legal review. The motion passed unanimously. AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing, and made available to the Board. Budget extension request in the amount of $2,458,752.00 (Fund 190.001) to receive Washington State Department of Commerce Consolidated Homeless Grant (CHG) No. 24-46108- 10 pass through funds. (Public hearing was set for July 16, 2024 at 3:10 p.m.) 5. Request from McKay Healthcare and Rehabilitation to move $49,,000.00 from Strategic Infrastructure Plan (SIP) Grant No. 2023-06, Engineering/Outdoor Facilities Project to SIP No. 2023-02 Phase 1 Architecture and Engineering Site Plan. (Item held until 7/2/24 for legal review) 6. Reimbursement request from the Town of Coulee City on Strategic Infrastructure Program (SIP) Grant No. 2022-03 in the amount of $40,000.00. This is the total approved amount. 7. Reimbursement request from McKay Healthcare and Rehabilitation on Strategic Infrastructure Program (SIP) Grant No. 2023-01 in the amount of $10,345.00 8. Reimbursement request from Housing Authority of Grant County on the Consolidated Homeless Grant No. 24-46108-10 in the amount of $92,.810.25 for May 2024 expenses. 9. Reimbursement request from Grant County Fire District 12 on the American Rescue Plan Act (ARPA) funding in the amount of $27,,945.11 which is the remaining balance of their award to pay towards used SCBA MSA. 10. Reimbursement request from OIC of Washington on the Community Development Block Grant (CDBG) Public Services Grant (PSG) No. 22-62210-005 in the amount of $100,307.63 for the months of July 2023 —April 2024. 11. New Amendment C of the Consolidated Homeless Grant (CHG) with Department of Commerce and adding the correct totals for the inflation increase 2024/2025 category, as it was not correct on the previous amendment. 12. Request for the Chair to DocuSign the Memorandum of Understanding with the Washington State Department of Social and Health Services (DSHS) and Washington State for settlement in Pierce County Superior Court Cause No. 23-2-09161-8 involving competency concerns. 13. Multi Agency Communication Center (MACC) budget extension request in the amount of $1,,100,000.00 to fund a new project and rising dispatch costs. (Public hearing was set for July 16, 2024 at 3:00 p.m.) 14. Recommendation from the Grant County Strategic Infrastructure Program (SIP) Committee on a grant application from the Port of Royal Slope in the amount of $85.,000.00 for a Water Line Extension on Road E -SW. The Committee recommends approval of this grant. 15. 2024 Recording Fee Surcharge Distribution Agreement per RCW 36.22.250(c) with New Hope, and Housing Authority of Grant County. Term is January 1, 2024 —December 31, 2024. 16. 2024 Recording Fee Surcharge Distribution Agreement per RCW 36.22.250(3)(b) with New Hope, Housing Authority of Grant County and the City of Moses Lake. 17. Request from the City of Royal City requesting a modification to their American Rescue Plan Act (ARPA) Grant to use their funds for electrical improvements which includes the pedestals. Out of state travel request for Nathan Poplawski, County Fire Marshal, to attend the National Fire Academy / Community Risk Reduction Program Training from August 23 — 31, 2024 in Emmitsburg, Frederick, MD.
