The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m. — 8:45 a.m. Central Services Weekly Update
In attendance: Tom Gaines, Kevin Schmidt, Kirk Eslinger

• Contract policy: exclusionary policy on "terms and conditions" on certain contracts (GSA,, WA

Pursuant to RCW 42.30.110(1)(g) Commissioner Carter called an Executive Session to order at
10:33 a.m. to go until 11:00 a.m. regarding lob Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones, Brett Hill, Public Defense, and Decorah Anderson,
Human Resources. Commissioner Carter closed the session at 11:00 a.m.

• Review of Consent Agenda Items
o BOCC Item 11— deny due to moratorium — recommendation by Development Services.
o Public Works — request for walk-on: request from the Port of Moses Lake for road
closure for the air show. Reimbursable Work Request
o Central Services — request for walk-on: Interlocal Agreement with City of Ephrata to
install reclamation pipe. Barbare Duerbeck discussed termination of the agreement that
is not written in. ILA's must include a termination clause.
o Sheriff's Office items 15 and 16: They are just requests to purchase, not contracts for
signature. Sheriff Kriete described his requests.
o Contracts discussion: Tom Gaines discussed the need for contracts to be reviewed, even
if they are State Department of Enterprise Services contracts? DES master contract list?
Clause will be added to the draft policy.
• Commissioner District Updates
o DS District 1— suggestions for the Comprehensive Plan on Alternative Energy (sent to
Development Services)
o RJ District 2 — attended the Moses Lake Chamber Response meeting; OGWRP tour
(Odessa ground water replacement project); Sage n Sun at the courthouse.
o CC District 3 — Chief for a Day event; meeting with Port of Quincy re: power.
• Contract Draft Discussion- Rebekah will incorporate policy requested changes and submit to the
BOCC for approval. Chris Young: who is the designated insurance reviewer? Tom or Kirk?
Shane Heston sent what he believes to be "standard language" needed. Utilize MRSC for
professional services contract language. Clause within contract review policy for insurance
review. Commissioners will ask Shane Heston. Adding amendment language.
• Boys and Girls Club ARPA Funding Request — originally requested $30,000 but amended their
request to $40,.000 since there is no summer school. They will need to apply for funding and tie
it to COV I D.

• ARPA — District Court was awarded $200,000. It was suggested they fill out an application.

• Contracts and insurance requirements were discussed.
3:30 p.m. —4:30 p.m. Animal Outreach Facility Discussion (Continued from 6/4/24)
In attendance: Sara Thompson -Tweedy, Tom Gaines, Chris Young, Jim Anderson -Cook.
• Cannot shelter animals outdoors. Primary shelter would have to be indoors.
• Prevailing wage: County could find additional funds for this if necessary. To discuss this with
the Prosecuting Attorney tomorrow.
• Comp Plan Amendment Process—clarified
• Beneficiary Agreement with Animal Outreach on 6/11/24 Consent
• Strategic Infrastructure Program (SIP), Sara will reach out to Brant at the Economic Development
Council to try to get the project on the Comprehensive Plan list.
• Sara will speak with their legal counsel about reaching out to L&I on the project. Tom Gaines
can speak on their behalf if their legal approves.
MISCELLANEOUS ITEM
The Commissioners approved and signed the Public Works County Payroll Salary Fund for their May 31,
2024 payroll.

• Special Events Ordinance: Development Services proposes they would issue the permits. This
would have to be approved as part of a Comprehensive Plan Amendment and could potentially
be done in 2025. Discussion related to enforcement must be discussed with the Sheriff's Office.
• Prevailing wage on Grant County Animal Outreach shelter. Prosecuting Attorney's Office feels
there is high risk.
• ESRI contract with Development Services: there is a public records act issue.
• Pierce Co vs. DSHS regarding competency issue. MOU developed by the parties as a settlement
in the case. Rebekah is in favor of BOCC chair to sign.
• DS discussed insurance with Shane Heston and how it relates to contracts that come before the
commissioners. He recommended $1 milion/$2million aggregate on professional services
insurance; $1 million/$1 million on general liability.

Pursuant to RCW 42.30.110(1)(g) Commissioner Stone called an Executive Session to order at 1:02
p.m. to go until 1:12 p.m. regarding Job Applicant/Evaluation. In attendance were Commissioners
Carter (via Webex), Stone and Jones, Kirk Eslinger, Decorah Anderson and Gina Saldana, Human
Resources. The session was continued to 1:15 p.m. Commissioner Stone closed the session at 1:15
p.m.
• Kirk stated he was contacted by Martin Morris relating to the insurance for Jail Medical Services.
Kirk will give a verbal approval (per the vote of the BOCC) to renew the insurance for Morgan S
Fife, adding Jodi O'Shea PAC as an additional insured and removing Kathleen Holloway at the
end of 2024.
• Personnel Action Request (PAR) for the salary, wage and/or position change for Jennica Rocha,
Renew; Brian Jones, Prosecuting Attorney's Office; and Christopher Maginn, Christopher Adame,
and Andrew Booth, Public Works.
• Position Management Review Team (PMRT) of positions recommendations.
2:00 p.m. -3:00 p.m. Commissioner's Meeting (Commissioner Carter attended via Webex,
left the meeting at 2:20 p.m. then reattended at 2:30 p.m.)
• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit)
o Kirsten Hintz—they are farmers along Hwy 17 by Soap Lake (Smokiakum) would like to
see the trash along the fence line cleaned up.
• Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner
Carter, to approve the agenda as presented. The motion passed unanimously.
• Correspondence (i.e. Emails that have come in that need response, letters of support etc.) None
• Commissioners Roundtable —Miscellaneous Discussion
o Vietnam Veterans of American letter was sent requesting their VSO statistics.
o CC mentioned a citizen in Sunland Estates that is having issues with buoys, he will be
working with the PUD.
o RJ: Grant County Animal Outreach —SIP money cannot be used for private entities;
prevailing wages will probably have to be used. Development Services needs to know
how to move forward. Tom Gaines stated this must be placed on the Capital Facilities
Plan as well. RJ recommended owning the Animal Rescue building and leasing to the
GCAO. Central Services inspect the facility and GCAO maintain it? CC feels the county
should pay prevailing wage. If the county owns it, it's an Essential Public Facility. If we
don't own it, it's a Conditional Use Permit.

o 2 Walk-on items: Central Services interlocal agreement and Public Works Reimbursable
work request.
Consent Agenda — (Items 1 through 19) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Jones, seconded by Commissioner Stone, to approve 1-10 and 12-19
on the consent agenda as presented. Item 11 is being denied due to the moratorium. The
motion passed with 2 commissioners in attendance.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board. (In the amount of $3,,668,,009.25)

3. Approval of April 1, 2024, Commissioners Minutes.
4. American Rescue Plan Act (ARPA) Beneficiary Agreement between Grant County and City of
Warden in the amount of $656,000.00 on a reimbursement basis for eligible costs incurred
during the period of March 3, 2021, through September 30, 2026.
5. American Rescue Plan Act (ARPA) Beneficiary Agreement between Grant County and the
Columbia Basin Foundation on behalf of His Helping Hands in the amount of $250,000 on an
advance payment basis for eligible costs incurred during the period of March 3, 2021, through
September 30, 2026.
6. American Rescue Plan Act (ARPA) Beneficiary Agreement between Grant County and Grant
County Animal Outreach (GCAO) in the amount of $1,,000,000.00 on a reimbursement basis for
eligible costs incurred during the period of March 3, 2021, through September 30, 2026.
(Although approved in the original vote by the Commissioners, this item was rescinded at the
end of the meeting during the board discussion/decision portion of this meeting)
7. Appointment letter for Gregg Ovenell to the Grant County Solid Waste Advisory Committee
(SWAG) representing District 3.
8. Service letter for Charles Jenkins for his commitment and representation of District 3 on the
Grant County Tourism Commission.
9. Letter to the Association of Grant County Cities and Towns (AGCCT) requesting to reconvene
both the Planned Growth Committee and the Water Utility Coordinating Committee by January
2025.

10. Out -of -State travel request for Craig Morrison to attend the International Association of
Coroners and Medical Examiners Convention in Las Vegas, NV., July 20-27, 2024. The total cost
of travel is $3,862.42.

DEVELOPMENT SERVICES
11. Washington State Liquor and Cannabis Board Change of Location application for WA TIER 3PP,
LLC., to relocate from Odessa,. WA to Moses Lake, WA. (Denied due to the current moratorium
in place)
PHRI IC WORKS
12. Resolution No. 24 -056 -CC notice of hearing in the matter of adopting the Six Year
Transportation Improvement Program (STIP) for the 2025-2030 years. The hearing will be held
on June 25, 2024, at 3:30 p.m.
13. Authorization to call for bids for the H -SE Reconstruction Project, CRP 19-10. The bid opening
will take place July 2, 2024, at 1:00 p.m. at Grant County Public Works.
RENEW
14. Request to purchase Laserfische through CDI Software & Services in the amount of $33,231.71
for the first year, and $3,703.25 annually thereafter. This will come from Fund 108.150 — Small
Tools.
SHERIFF'S OFFICE
15. Request to purchase Cellhawk, a phone record analysis tool, in the amount of $5,995.00. This
can be utilized by the Inter Narcotics Enforcement Team (INET) as well as the Major Crimes Unit
(MCU).
16. Request to purchase LEADS Online, an investigative web -based search tool that tracks the
purchase of property by a business that pawns property, in the amount of $6,702.00 annually.
This can be utilized by Inter Narcotics Enforcement Team (INET), the Major Crimes Unit (MCU),
and the Crime Reduction Team (CRT).
17. Washington State Parks and Recreation Commission Subrecipient Grant Agreement Federal
Financial Assistance Grant Agreement No. MLE 325-225 in the amount of $15,839.83. The
purpose of this agreement is to fund recreational boating enforcement and education. Term of
agreement is October 1, 2023 through September 30, 2024.
18. Request to surplus K9 Zedd to Corporal Luiz Jimenez due to current age, years of service, and
potential for medical issues. Upon approval, Release of Indemnity Agreement In Exchange for
Transfer of Police Service Dog will be signed. (Resolution No. 24 -055 -CC)
VETERAN SERVICES
19. Out-of-state travel request for Anthony Garcia to attend the 2024 NACo Annual Conference and
Exposition in Tampa, FL., July 12-15, 2024. The total cost of travel is $2,974.07.

Walk-on items: A motion was made by Commissioner Jones, seconded by Commissioner
Stone, to approve the walk-on items as presented. The motion passed with 2 commissioners
in attendance.
o Interlocal Agreement with the City of Ephrata to add the City's reclaimed water utility
improvements through Lydig Construction. (Resolution No. 24 -054 -CC)
o Public Works —Request to the County Road Department for Reimbursable Work for the
Port of Moses Lake to provide traffic control at Road G -NE for the Air Show on 6/14/24-
6/16/24.
Discussion continued concerning Animal Outreach (GCAO). Commissioner Jones mentioned that the
City of Moses Lake stated they would prefer to give their $1 million ARPA funding to the county instead
of directly to the GCAO. Commissioner Jones moved to rescind the approval of item 6 referencing the
ARPA Beneficiary Agreement for Grant County Animal Outreach. Commissioner Stone seconded the
motion. Discussion: RJ stated if the county decides to own the building and any costs have been
incurred by GCAO, the county should pay their debt incurred as of today (Engineering etc). Motion
carried 2-0. Commissioner Carter was involved in the discussion at the end of the meeting but was
offline during the earlier vote on the consent agenda so she did not vote on the rescinding of item 6. All
Commissioners were in favor of requesting Development Services to submit the application for an
Essential Public Facilities plan and place the project on the Comprehensive Plan. After discussion
between Chris Young and Jim Anderson -Cook on 6/13/24 (morning after the Commissioners Meeting),
Mr. Young informed the Clerk of the Board that the county will proceed with the Conditional Use
Permit for Public Facilities Zoning Designation and process accordingly.
