MONDAY, MAY 06, 2024 The Grant County Commissioners session began at 8:46 a.m. with Commissioner Carter and Stone in attendance. Commissioner Jones was out and excused at the Behind the Badge Golf Tournament. 8:45 a.m. — 9:00 a.m. Development Services Weekly Update • In attendance was Jim Anderson -Cook o Contract renewal with Esri — Still in the Prosecuting Attorney's Office office but needs to move forward so DS will be submitting the original contract to consent. 9:00 a.m. — 9:55 a.m. K Eslinger, Admin Director of Organizational Services Update (Commissioner Jones attended via Webex) Pursuant to RCW 42.30.110(1)(g) Commissioner Carter called an Executive Session to order at 9:02 a.m. to go until 9:30 a.m. regarding Job Applicant/Evaluation. In attendance were Commissioners Carter, Stone and Jones, and Kirk Eslinger. Page 3 of 7 Grant County Commissioners Minutes Week of May 06, 2024 9:00 a.m. — 9:55 a.m. W Crago, Washington Counties Risk Group (WCRG) Update • Wes Crago gave an update on the 2024 insurance renewal. 10:00 a.m. —10:55 a.m. D Bren, 2025-2030 Six Year Transportation Improvement Program (STIP) Workshop (Continuedfrom April 15,, 2024) D Stone attended in person at 10:00 a.m. • Dave Bren, County Engineer, gave an update on the Six Year Transportation Improvement Program. This can now be found on the Public Works website. • He recommended coming to an agreement with the Port of Moses Lake regarding the Tax Increment Finance area for the maintenance of the roads. 11:00 a.m. —11:55 a.m. C Young, Development Services Update In attendance: • D.S. Update — Permitting and Revenue Statistics • Energy Facility Site Evaluation Council (EFSEC) o (2) The state hereby preempts the regulation and certification of the location, construction, and operational conditions of certification of the energy facilities. o WAC 463-28-010 Purpose. This chapter sets forth procedures to be followed by the council in determining whether to recommend to the governor that the state preempt land use plans, zoning ordinances, or other development regulations for a tie or portions of a site for an energy facility, or alternative energy facility. o Solar Project Update 11:45 a.m. —1:15 p.m. R Jones, Rotary Meeting (Moses Lake) 1:00 p.m. —1:55 p.m. D Anderson -Cook, Human Resources Update Commissioner Jones attended via Webex at 1:10 p. m. In attendance were Commissioners Carter, Stone and Jones (via Webex), Kirk Eslinger, Administrative Director of Organizational Services, and Gina Saldana, John Hartman, and Decorah Anderson, Human Resources. The session was continued to 1:45 p.m. Commissioner Carter closed the session at 1:45 p.m. 2:00 p.m. — 3:00 p.m. Commissioner's Meeting Commissioner Jones attended in person at 2:05 p. m. • Call to order • Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) o Jerome Wawers discussed Republican Grant County and cannabis sales/production within the county. • Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner Stone, to approve the agenda as presented. The motion passed unanimously. • Correspondence (i.e. Emails that have come in that need response, letters of support etc.) o WSAC General Membership meeting on 6/26/24 in Yakima County/Zoom to go over bylaws. All commissioners stated they would like to attend. • Commissioners Roundtable —Miscellaneous Discussion o CC discussed District Court grants they have applied for — to get bids from CRA for a single point of entry. o CC Walk-on for out of state travel to attend Recon in Las Vegas. • Consent Agenda — (Items 1 through 11) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Jones, seconded by Stone, to approve the consent agenda, denying items 2 and 3 due to the cannabis moratorium. The motion passed unanimously. Request to surplus Vehicle #2220 a 2001 Freightliner FLD120SD Water Truck due to age and mileage. The water truck will be purchased by Grant County Solid Waste Department in the amount of $30,000.00. 8. Proclamation to proclaim May 19th through May 25, 2024, as National Public Works Week. RENEW 9. Out-of-state travel request for Darci Alamos to attend The Global Exchange Conference in Lake Buena Vista, FL., October 5 —10, 2024. The total cost of travel is $3,827.50. TECHNOLOGY SERVICES 10. Purchase Order No. 536 to CDWG for the purchase of multiple Microsoft annual subscription renewals in the amount of $267,112.90. 11.
