The Commissioners held an Open Record Public Hearing to consider the vacation of unbuilt rights of
Winchester and Winchester 1St Addition Plats in S 5, T 20 N, R 25 E, WM, as petitioned by S&S Brothers
Properties (Sligar) and Margarito Ramirez.
Dave Bren, County Engineer, read into the record his Engineer's Report:
Overview:
The Board of County Commissioners received a petition to vacate portions of the unbuilt
Winchester rights-of-way as shown in the attached land surveyors exhibit for the vacation
hearing (Attachment 8). A vacinity map has also been provided for orientation (Attachment A).
Notice of Hearing:
A notice of hearing resolution was made on April 9t" 2024. The Notice of Hearing was published
in the County Official Newspaper and posted at the physical site in compliance with RCW
36.87.050.
Staff Support:
County right-of-way Staff have reviewed the owners petition and the land surveyor's exhibits
that were provided. The exhibits were updated and Staff are in support of this vacation.
Engineer Recommendation:
The County Engineer has found that the rights-of-way proposed for vacation and abandonment
are not useful and the public will be benefited by their vacation. The County Engineer is in
support of this vacation.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Stone to approve the vacation as presented. Commissioner Jones seconded and the
motion passed unanimously. The hearing adjourned.
