MONDAY, MAY 13, 2024
The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m.-8:55 a.m. Superior Court Update
Crystal Burns, Court Administrator attended.
• Bailiff program —this position is required by RCW. They may need a paid employee instead of
an "on-call" person as volunteers are not applying. They are currently paid mileage and
$10/day. They will reach out to HR for assistance.
9:00 a.m. — 9:25 a.m. K Eslinger, Administrative Director of Organizational Services Update
In attendance: Kirk Eslinger and Decorah Anderson -Cook.
Pursuant to RCW 42.30.110(1)(8) Commissioner Carter called an Executive Session to order at
9:01 a.m. to go until 9:25 a.m. regarding Job Applicant/Evaluation. In attendance were
Commissioners Carter, Stone and Jones, Kirk Eslinger and Decorah Anderson, Human Resources.
Commissioner Carter closed the session at 9:25 a.m.

• Deputy Clerk of the Board — 3 applicants
• Grant County Museum Website —TS has offered to manage it.

• Sara Thompson -Tweedy came today to discuss the new facility that is being proposed in Moses
Lake. The facility is under 6,000 sq ft.
• The approximate cost is $2.,000,000, not including prevailing wages. If prevailing wages is
required, add another approx. $1,000,000 cost.
• Discussions between City and County attorney's re: prevailing wages. Deed it to non-profit but
may need to go through competitive process to surplus property. Short or long lease?
• Study would have to be completed by June 1 for burrowing owls or squirrels.
• Possibilities:
o Build using prevailing wages
o Find a way to build without using prevailing wages
o Determine status of protected wildlife
o Land swap with Boundary Line Adjustment

• Review of Consent Agenda Items
o BOCC Item 7 — Ricky Gutierrez stated this was done last year and went well.
o PAO signature on consent items: does the BOCC want official signatures or PAO emails
attached?
o Public Works Item 12: Ecology would like County to sign before the City.
• Commissioner District Updates
o CC District 3—attended a road tour with Public Works
o RJ District 2 — Behind the Badge golf tourney; Moses Lake Prayer Breakfast; Moses Lake
Rotary Meeting and gave an update; podcast with the Ricksican show; MACC meeting
o DS District 1— attended the groundbreaking for the new Coulee City Medical Clinic; will
be attending the Board meeting for LSC and the WSAC Board meeting.
• Health District requests to increase their budget. DS recalled the discussion to continue with the
2023 budget and see how the TB medical issues were in 2024.
• CC discussed the property that the Animal Outreach may utilize.
• Joe Kriete asked about allowing access to an attorney that utilizes the courthouse, a visitor pass.
Tom Gaines stated a previous committee decided to have ALL contracted personnel go through
security. Those without badges should not be allowed through security. Some are.

p.m. to go until 2:12 p.m. regarding Job Applicant/Evaluation. In attendance were Commissioners

Works Director, and Decorah Anderson -Cook, Human Resources Director. Commissioner Carter
closed the session at 2:12 p.m.

TUESDAY, MAY 14, 2024
The session was continued to 8:30 a.m. with all Commissioners in attendance.
8:30 a.m. — 9:30 a.m. Washington Counties Risk Group (WCRG) Claims Update (Anticipated
Executive Session)
In attendance: Shane Heston, Carl Warring of Evans Craven and Lackie, Kevin McCrae, Tammy Wiersma
and Dave Kosa.
Pursuant to RCW 42.30.110(1)(i) Commissioner Carter called an Executive Session to order at
8:32 a.m. to go until 9:00 a.m. regarding Litigation. In attendance were Commissioners Carter,
Jones and Stone, Kevin McCrae, Prosecuting Attorney, Shane Heston, Trask Insurance, Carl
Warring (Webex),, and Kave Kosa and Tammi Wiersma, Clear Risk. The session was continued to
9:15 a.m. Commissioner Carter closed the session at 9:15 a.m.
10:00 a.m. —10:55 a.m. Landfill Workshop
In attendance: Sam Castro, Jason Collings, Jackie Tuetken, and Joan Sieverkropp of Public Works; and
Dwight Miller and Drew Norton of Parametrix.
Parametrix gave a PowerPoint presentation regarding their work on the current Grant County
Landfill located Ephrata. It is approaching capacity.

• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) None
• Approval of Agenda A motion was made by Commissioner Jones, seconded by Commissioner
Stone, to approve the agenda as presented. The motion passed unanimously.
• Correspondence (i.e. Emails that have come in that need response, letters of support etc.) None
• Commissioners Roundtable — Miscellaneous Discussion
o Sam Castro, Public Works Director, requested to withdraw item 12 due to a
recommendation by the Attorney General's Office/Department of Ecology.
o CC discussed item 9 and that the Sheriff Administration building is $17 million (included
in the cost listed)
o RJ asked about the sound devices that were going to be placed around the Gorge
Amphitheater.
o Discussion was held about amounts listed in item 9.
• Consent Agenda — (Items 1 through 16) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Stone, seconded by Commissioner Jones, to approve the consent
agenda as presented, withdrawing item 12 per the request of Sam Castro, Public Works
Director. The motion passed unanimously.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board. (In the amount of $4,024,,785.82)

2. Invoices
3. Commissioners March 25, 2024 Minutes for approval.
4. Due date extension request from McKay Healthcare and Rehabilitation Center on the Strategic
Infrastructure Project (SIP) No. 2023-01, Architecture and Engineering Site Plan, to a new end
date of December 31, 2024.
5. Letter of support to Highline Growers / US Department of Transportation for the Federal CRISI
Grant application for the Washington State Rural Rail Rehabilitation, Phase III: Improving Supply
Chain Efficiency and Resiliency.
6. Grant County Economic Development Council 2024 Municipal Services Agreement to provide
services as outlined in Building prosperity. Term is January 1, 2024 — December 31, 2024.
7. Request from Ricardo Gutierrez to use the Courthouse property for Basin Summer Showdown
2024 on July 27, 2024. If approved, the 2024 Agreement regarding Use of County Property for
Public Use will be signed.
8. Amendment C to the Consolidated Homeless Grant No. 24-46108-10, adding inflation increase
funding and local document recording fees support funding in the amount of $1,711,.876.00.
The new contract total is $4,521,198.00 and a new start and new end date is June 30, 2025.
CENTRAL SERVICES
9. Guaranteed Maximum Construction Cost (GMP) for the new jail and Sheriff's administration
building. Contract was written by Perkins Coie and approved by the Prosecuting Attorney.
Amount (not including "soft" costs) is $131,,561,370.00.
.10. Request for approval to pay $6,,000.00 for a current appraisal of the work release facility. Agri -
Com will be performing the appraisal and funded through their professional services budget.
PUBLIC WORKS
11. Request to purchase a used trash compactor not on the 2024 Equipment Replacement Program,
in the amount of $498,,961.00,, from Yakima County, to replace equipment ID# 0453.
12. State of Washington Department of Ecology Agreed Order No. DE 3810 — Response to PLP's
schedule proposal and end of amendment negotiations for the County Ephrata Landfill 1
Cleanup site. (Withdrawn per the Public Works Director)

13. Contract with Benton Franklin Power Vac, Inc. dba BF Power Vad, to clean the ducts at their
Moses Lake Office, for the amount of $116.,618.89.
14. Contract with Guardian Roofing and exteriors, to remove and replace the current roof at their
Quincy Office, for the amount of $36,,585.31.
15. Out of state travel for Ryan Boldman, Michelle Agliano, and Winefred Forrest (employees of the
Renew -Soap Lake Coalition) to attend the CADCA Mid -Year conference in Chicago, IL from
7/14/24 —7/18/24.

SHERIFF'S OFFICE
16. Contract with Legends Music, LLC to add Pre -Made 8% or below ABV Canned Spirit Cocktails to
General Seating to Grant County to Grant County Local Authority. This is for events held at the
Gorge Amphitheater during concert season.

17. Contract with Manatron Inc. to continue access to TaxSifter/REETSifter on the county website
for 2024. The cost is $14,250.00

3:15 p.m. — 3:20 p.m. Open Record Public Hearing, Winchester and Winchester 1St; SS
Brothers vacating unbuilt rights of way
The Commissioners held an Open Record Public Hearing to consider the vacation of unbuilt
rights of Winchester and Winchester 1St Addition Plats in S 5, T 20 N, R 25 E, WM, as petitioned
by S&S Brothers Properties (Sligar) and Margarito Ramirez.
Dave Bren, County Engineer, read into the record his Engineer's Report:
Overview:
The Board of County Commissioners received a petition to vacate portions of the unbuilt
Winchester rights-of-way as shown in the attached land surveyors exhibit for the
vacation hearing (Attachment B). A vacinity map has also been provided for orientation
(Attachment A).
Notice of Hearing:
A notice of hearing resolution was made on April 9`h 2024. The Notice of Hearing was
published in the County Official Newspaper and posted at the physical site in compliance
with RCW 36.87.050.
Staff Support:
County right-of-way Staff have reviewed the owners petition and the land surveyor's
exhibits that were provided. The exhibits were updated and Staff are in support of this
vacation.

Engineer Recommendation:
The County Engineer has found that the rights-of-way proposed for vacation and
abandonment are not useful and the public will be benefited by their vacation. The
County Engineer is in support of this vacation.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the
public comment portion of the hearing. The motion passed unanimously. A motion was made
by Commissioner Stone to approve the vacation as presented. Commissioner Jones seconded
and the motion passed unanimously. The hearing adjourned. (Resolution No. 24 -051 -CC)
