Advisory Committee —Project Review/Recommendations
Dear Commissioners:
The SIP Committee met Friday, June 7th and reviewed 1 project application. Committee members
present for the meeting were Corinne Isaak, Chuck Allan, Curt Morris, Scott Hunter and Brant Mayo.
SIP #2024-01: Grant County Port of Royal Slope (requested $85,000 grant)
Water Line Extension Rd E SW
Applicant: Port of Royal Slope
Recommendation: The committee voted to recommend a $85,.000 grant for The Port of Royal Slope
regarding their need for an water line extension at Rd E SW in Royal City. This project will extend the
Port of Royal Slopes 12" water main by almost 800 ft, add a fire hydrant, provide a potable water
connection for Grant County Fire District #10. This will also eventually allow the Port to loop their water
system. This is an important step for additional community and industrial uses in the Port District. This is
an important and valuable extensions for the citizens Royal City. The committee views this as a vital step
for the continued operations, sustainability, and future expansion for Port of Royal Slope. The
committee is also encouraged by the amount of money committed to this project by the Port and local
fire district.
The recommendations were given a motion by Scott Hunter and seconded by Chuck Allen. The
remaining committee voted in unanimous favor of the recommendation.

Grant County Strategic Infrastructure Program Application
Eligibility Requirements
The Strategic Infrastructure Program fund is available because of a state program authorized by the legislature
in 1997 (RCW 82.14.370). The legislature has established eligibility requirements for using these funds:
FIRST: Funds can only be used to finance "public facilities" such as "bridges, roads, domestic and
industrial water facilities, sanitary sewer facilities, earth stabilization, storm sewer facilities,
railroads, electrical facilities, natural gas facilities, research, testing, training, and incubation
facilities in innovation partnership zones designated under RCW 43.330.270, buildings,
structures, telecommunications infrastructure, transportation infrastructure, or commercial
infrastructure, and port facilities in the state of Washington." RCW 82.14.370(3) (c)(i).
SECOND: The public facility must also serve "economic development purposes," which is defined as
"those purposes which facilitate the creation or retention of businesses and jobs in a county."
RCW 82.14.370(3)(x), (c)(ii).
THIRD: Finally, to be eligible for funding: "The public facility must be listed as an item in the officially
adopted county overall economic development plan, or the economic development section of
the county's comprehensive plan, or the comprehensive plan of a city or town located within
the county for those counties planning under RCW 36.70A.040. For those counties that do not

have an adopted overall economic development plan and do not plan under the growth
management act, the public facility must be listed in the county's capital facilities plan or the
capital facilities plan of a city or town located within the county." RCW 82.14.370(3)(x).

Economic Impact of the Project
1. What economic goals and/or objectives (identified in the comprehensive plan) does this project help the
community achieve? This project would extend the Port of Royal Slope's 12" water main by
approximately 781 ft, add a fire hydrant and provide a potable water connection for Grant County Fire
District #10 Headquarters. This project will extend existing watermains and improve fire protection.
2. How will this project foster economic growth, development, and address future economic needs?
Economic development is slow in the southern portion of Grant County. This seemingly short addition
to the Port's water system is one step closer to looping the system and making our potable water and
fire flow available to more businesses in the industrial parks.
3. How will this project improve local infrastructure capacity? The Port of Royal Slope's water system
provides the only potable water and fire flow available to businesses in the industrial parks southeast
of Royal City. This waterline extension will provide an additional fire hydrant to improve fire protection
for current and future businesses. It will help improve the fire rating used by insurance companies which
will save local businesses money on insurance premiums every year. This project will also provide a
reliable potable water connection for Grant County Fire District #10. It is vital essential infrastructure
such as Grant County Fire District #10 has a reliable water source as they continue to provide life and
property safety in their district.
4. Will the project result in training or other opportunities for the local workforce? X❑ Yes ❑ No
If yes, please describe: This project will add a fire hydrant to the current system and provide a reliable
potable water connection for GCFD #10 headquarters. The GCFD #10 headquarters is used on a
weekly basis for training 45 volunteers and other members of the community. The volunteers are
trained as EMT's, firefighters, and in other specialties. The facility is used for first aid, CPR, and other
classes for the community. Other districts such as the hospital, cemetery and the Grant County Health
District use GCFD #10 headquarters for board meetings as well as other community groups.
5. Will the project build and/or strengthen strategic alliances or partnerships? X❑ Yes ❑ No

The Port of Royal Slope and GCFD#10 have been working together with QCRID to find the best way to
install this water line next to the Red Rock Coulee Waste Way.

The Port of Royal Slope intends to start the project by the beginning of June 2024.

b) With what recommendations? The Port of Royal Slope has worked directly with the QCBID on
this project. It has been decided this is the most feasible plan to get water from the only
public water system available in the area while working around the Red Rock Coulee Waste
Way.
6. What permits are necessary for the project? (Please list with approval dates)
Grant County Public Works Department Permit -Work in ROW- Approved April 25, 2024
QCBID Consent to Erect and Maintain Structures Approved May , 20241 have verbal approval
and am expecting to recieve written approval soon.
7. Are there other factors significant to this project that we should be aware of?
a) Emergency declarations? No
b) Regulatory compliance issues? No
c) Inability to secure alternate funds? The project is not large enough to qualify for most funding.
d) Other? Grant County Fire District #10 headquarters is currently connected to a failing private
water system. The water system owner has no plans to make the necessary repairs. Currently
there is not enough water to the headquarters building for decontamination procedures, the
upstairs restrooms including showers and laundry, or to the shop for washing trucks. They barely
have enough water for toilets and handwashing on the main floor at the same time. This situation
needs to be resolved; time is of the essence. Grant County Fire District #10 provides critical services
to the Royal City community, many people visiting the area, and traveling though. They will not
be able to keep their response times to a minimum if they are not able to use their headquarters
due to a lack of water.

Funds will be needed as soon as available. We will be moving forward with this project as fast as
permitting and contractor schedules allow.

The Port of Royal Slope and GC FD #10 will be contributing funds and are requesting a grant to help
with the cost.
10. In the context of the local government's overall annual budget, explain the need for SIP assistance. If
the applicant has reserve funds or budget reserves, please explain why these funds are not available for
the project. The Port of Royal Slope receives approximately $200,000 annually and doesn't have the
resources to contribute more than $40,000 to this project. Grant County Fire District #10 has made
accommodations in their budget to contribute $75,000.

Please accept this letter of support for the proposed expansion of the Port of Royal water
system. Our community has enjoyed a very strong relationship with the Port of Royal. We have
collaborated on a number of projects to improve services in our community. The Royal Slope
Fire Rescue and EMS Headquarters station is currently served by a privately owned and
operated system. It is in failing repair, and there are no plans to improve or correct the issues
it's facing. The Fire District feels that it would better be served by connecting to the Port Of
Royal Water System, as drilling a well within the Port System is not optimal for the Fire District
or the Port.
The Port water system not only serves the Port and its tenants but has become a reliable
emergency water source for our fire district when the port is threatened by wildfires. The Ports
investment in infrastructure and impeccable maintenance of the system has contributed to our
ability to reduce our survey and ratings for fire in our community. This has led to a decrease in
cost to our taxpayers by reducing their insurance rates across our community.
The Port has maintained its current system, and its growth is vital to our continued success as a
community. Granting funds to allow for the Fire District to connect to a reliable water system
will greatly improve our ability to serve.

This Letter represents the support of the 45+ volunteer Firefighters, EMT's and Support staff.
Each year our group volunteers thousands of uncompensated hours to provide emergency
medical and fire services to our community.
Without the support of projects like this, our abiLityto serve will, be diminished as we are
Beed with the same financial challenges as everyone else during these inflated economic
times.
Having sufficient fire flow and water service to the headquarters fire station is mission
critical to our success.
