Dear Mr. Swartz, AGCCT President,
The Grant County Board of County Commissioners (BOCC) received a letter from you, representing the
AGCCT, dated December 12, 2023. This letter requested two actions by the BOCC on behalf of the
AGCCT:
1. Reconvene the Grant County Planned Growth Committee ("PGC"').
2. Initiate an update to the Grant County Coordinated Water System Plan ("CWSP11).
Development Services staff, Director Young and Deputy Director Anderson -Cook attended the AGCCT
Meeting on February 29, 2024, and presented on both of these subjects. As part of this report, a draft
copy of the Planned Growth Committee Bylaws and the Draft Request for Qualifications regarding the
update to the county's Coordinated Water Systems Plan was given to AGCCT administrative staff to
distribute to the AGCCT for review and comment.
To date, the county has not received any comments and/or feedback on these draft documents and
initiatives, which are action item requests from the AGCCT to the BOCC. Furthermore, the AGCCT has
not met since the February meeting, to our knowledge, and both of these initiatives need to be
addressed by the AGCCT.
Development Services continues to move forward on the updating of the CWSP, of which the RFQ was
finalized and published for bid proposals on June 4, 2024. This will require the Water Utility
Coordinating Committee (WUCC)to be reconvened, which should be a function of the AGCCT, in order to
participate in this process. Development Services staff will also be commencing its major

comprehensive plan update in January 2025 through December 2026, which encompasses the
Countywide Planning Policies, UGAs, Annexations, Comprehensive Plan, and UDC amendments. The
PGC must be reconvened so that AGCCT participation is provided for and received for this important
initiative.
The Grant County Board of County Commissioners is therefore requesting that the AGCCT reconvene
both of these organizations by January 2025 so that Development Services can continue with these
updates, on schedule. Both of these initiatives are supported by the BOCC, however, both organizations
must consist of members from your organization, which must be facilitated by the AGCCT. We have
included the PGC draft bylaws as a guiding document for your review.
