AUDITOR'S OFFICE

2. Held from the February 26, 2024, Consent Agenda: Authorization of Canvassing Board
Representatives — Auditors Staff, to act under authority given in RCW 29A.60 for Robin Rutty,
Kaylyn Orozco, and Aleanah Lopez to act as representatives for Grant County; and for Karrie
Stockton, Sally Goodwin, and Sierra Garcia to handle ballots through the mail room process for a
Special Election to be held April 23, 2024.
3. Held from the February 26, 2024, Consent Agenda: Delegation of County Legislative Authority,
Cindy Carter, to serve on the Grant County Canvassing Board for the Special Election to be held
on April 23,'2024, serving from April 23, 2024, through May 3, 2024.

Grant County Commissioners of Individuals to Serve on the Canvassing Board for Commissioner
Rob Jones and Commissioner Danny E. Stone.
7. Request to close fund #001.104 titled Auditor's Advance Travel revolving account due to not
utilizing this account for multiple years. Upon approval, the balance of $5,000.00 will be
deposited into the Current Expense Fund.
CENTRAL SERVICES
8. Execution of contract with Masonry Restoration and Consulting LLC., in the amount of
$120,974.40 to complete the Courthouse restoration in the front of the building. This project is
fully funded through a grant from the Department of Archeology and Historic Preservation
(DAH P).
COMMISSIONER'S OFFICE
9. Approval of Amended November 20, 2023, Commissioners Minutes.
10. Approval of Grant County Lodging Tax Advisory Committee Tourism Promotion Agreement No.
2024-32 with Grand Coulee Dam Area COC for year-round promotion in the amount of
$30.,000.00.
11. Approval of Grant County Lodging Tax Advisory Committee Tourism Promotion Agreement No.
2024-24 with Moses Lake Airshow in the amount of $25,000.00.
12. American Rescue Plan Act (ARPA) Beneficiary Agreement with Grant County Fire District No. 13,
in the amount of $100,000.00 on an advance payment basis for eligible costs incurred during the
period of March 3, 2021, through September 30, 2026.
13. American Rescue Plan Act (ARPA) Beneficiary Agreement with Grant County Fire District No. 6,
in the amount of $100,000.00 on an advance payment basis for eligible costs incurred during the
period of March 3, 2021, through September 30, 2026.
14. American Rescue Plan Act (ARPA) Beneficiary Agreement with Grant County Fire District No. 8,
in the amount of $100,000.00 on an advance payment basis for eligible costs incurred during the
period of March 3, 2021, through September 30, 2026.
15. Application in Lieu of Current Privilege to Distill/Rectify for the Woodinville Whiskey Co., located
in Quincy, WA., from the Washington State Liquor and Cannabis Board.
16. Reimbursement request from New Hope in the amount of $24,142.18 from their previously
approved American Rescue Plan Act (ARPA) funding for January 2024 expenses.
17. Reimbursement request from New Hope on the Department of Commerce Consolidated
Homeless Grant (CHG) No. No. 22-46108-10, in the amount of $1.,235.00.
18. American Rescue Plan Act (ARPA) Beneficiary Agreement with Grant County Fire District No. 7
Auxiliary High Rollers in the amount of $3,500.00 on an advance payment basis for eligible costs
incurred during the period of March 3, 2021, through September 30, 2026.
19. American Rescue Plan Act (ARPA) Beneficiary Agreement with Boys and Girls Club of the
Columbia Basin in the amount of $45,000.00 on an advance payment basis for eligible costs
incurred during the period of March 3, 2021, through September 30, 2026.

20. American Rescue Plan Act (ARPA) Beneficiary Agreement with Grant County Port District 4
(Coulee City) in amount in $100,000.00 on an advance payment basis for eligible costs incurred

21. Request to wave fees for Grant County Animal Outreach for their chipping event, date is still
undetermined.

22. Out-of-state travel request for Suzi Fode, Elisa Adolphsen, and Trisha Glenn to attend the
National Children's Alliance Leadership Conference in Washington DC., June 2, 2024, through
June 6, 2024. The cost of travel is $2,172.00 per person.
23. Request for Director Suzi Fode to Docu-Sign Amendment A on the Washington State
Department of Commerce, Housing Division, Office of Homelessness Youth, Youth
Homelessness Demonstration Project, Youth Lead Project, Grant No. 24-46306-002. The
amendment increases the original grant by $1,243.09 for a new total of $34,,576.09.

24. Interlocal Agreement between Grant County and the City of Moses Lake for the allocation of
grant funds from the Local Solid Waste Financial Assistance Grant from the Washington State
Department of Ecology. The term of the agreement is July 1, 2023, through June 30, 2025.
25. Approval of Public Works Organizational Chart.

26. Amendment No. 24 to Carelon Facility Agreement from Carelon Behavioral Health. The
amendment amends multiple sections of the agreement.
27. Request for Director Dell Anderson to Docu-Sign agreement with International Critical Incident
Stress Foundation in the amount of $ 8,100.00 for a two-day Crisis Intervention Course for 31
Renew employees.
SHERIFF'S OFFICE
28. Out-of-state travel request for Josh Sainsbury to attend the National Radiological Preparedness
Training in Dallas, TX., April 28, 2024, through May 03, 2024. The estimated cost of travel is
$3,600.00.
29. Request to surplus Axon Taser X26, asset No. 99131 due to the item being obsolete and getting
replaced. This item will be donated to CB Tech for their Criminal Justice Program.
30. Washington State Health Care Authority and Washington Association of Sheriffs and Police
Chiefs, Contract No. MOUD-202X-OOX-00X, for Medications for Opiate Use Disorder (MOOD)
services in local jails.

WASHINGTON STATE UNIVERSITY EXTENSION
31. Previously signed December 27, 2024: Memorandum of Agreement, Appendix A in the amount
of $146,895.00 with the Washington State University Extension. The agreement period is
December 1, 2023, through November 30, 2024. This item is being resigned due to a scrivener
error that was found in the dates of when the funding will be provided.
