The Grant County Board of Commissioners are writingin support of the Po
pp rt of Quincy (Grant County Port
District No. 1) request for $2.5 million in FY 2025 Federal Congressionally
Fundingfor Phase 2 �� g lly Directed Spending (CDS}
of the Port of Quincy Rall Infrastructure Project"Expansion Pro "
expand/extend the rail infrastructure on the p J ,which would
northeast side of Quincy, WA, both within the Port's current
rail terminal and to nearby industrial zoned properties in the Port District.
The Port of Quincy Rail Infrastructure Expansion Project was recently y aw r
a ded $2 million in funding from
the Washington State Legislature and $2.5 million in FY 2024 CDS Funding from Congress for Phase 1 of
the project. However, as the entire "Port of Quincy Rail Infrastructure Ex
cost about $16 million the above- Expansion Prof ect is estimated to
mentioned $4.5 million in state and federal funding provides thisro'ect
project. with an important start and will complete Phase 1 of this 'ect. As a resultp J
for FY 2025 CDS Fundingp t, this request for $2.5 million
is needed for the Port of Quincy to complete Phase 2 of thisJro' ect.

Overall, this project would expand upon the Port's existing rail infrastructure from the Port's current rail
terminal (which has been in successful operation for about theears ast 17 years) to the east across Road O NW
to serve industrial zonedp
properties in northeast Quincy.
More importantly, the above rail infrastructure project is necessaryto at
industrial, manufacturingand f tract and accommodate future
food processing projects that want to be located on the northeast
side of
Quincy.
Furthermore, the Port of Quincy Rail Infrastructure Expansion Project has
p J a statewide and regional benefit
as it will help to attract and accommodate future projects that will create hundreds of family wage jobs in
central WA, lessen wear and tear on freeways, highways and mountainass
p es by converting over -the -road
freight to rail freight, and decrease fuel consumption and carbon emissions.
In conclusion, we support the Port of Quincy's request for $2.5 million Federal Funding for Phase 2 of this
project, which would extend rail infrastructure from the existing rail terminal in Quincy to industrial zoned
properties on the northeast side of Quincy.
