Dear Sir or Madam,
We are contacting you for approval so that for our 2024 season, Legends may offer Pre -Made 8%
or below ABV Canned Spirit Cocktails to our General Seating at the Gorge Amphitheatre, located
at 754 Silica Rd NW, Quincy, WA 98848 ("Amphitheatre"). Policies and Procedures in place are
attached hereto as Exhibit A.

EXHIBIT A: ALCOHOL PROCEDURES s
• Legends will not sell any non-alcoholic beverages in a 12oz can, including water, but will
instead sell these products in an easily identifiable 16 oz canned soda product, a 19.2 oz
canned water product, and an 8.4oz easily identifiable slim Red Bull can. These vessel size
differences will further improve the ability to readily identify beverage alcohol products.
• Legends will hire, train, and periodically refresh training throughout the season. Our
company fully complies with MAST guidelines and reinforces this training with refreshers
and a reminder of our company's commitment to responsible beverage service. Our
supervisory and management staff are continually monitoring employee compliance
during all events.
• Legends will deploy an additional team of roaming alcohol compliance staff with the
ability to scan approved identification cards through Intellicheck. Intellicheck is an app -
based program that, through a scanner, validates that an ID is real and that the guest is
of the correct age to purchase alcohol. According to Intellicheck, their platform is 99.9%
accurate. As with our front-line staff, the identification will be visually compared to the
holder of the card to ensure that the identifying information matches.
• This team will also be monitoring for signs of over -intoxication and takes steps to prevent
additional alcohol from reaching those patrons, including by other patrons.
• Legends will also deploy additional front-line staff, supporting staff, and security during
shows that are identified as being a younger (under 25 years old) demographic. These
shows will vary throughout the season and will be identified by Live Nation through their
analytics team.
• Per,our current Operating Plans, Legends currently wristbands all guests of legal drinking
age on those shows identified as being a primary demographic of 21 years of age or less
("21 and under events"). We are proposing that in all concessions stands where spiritous
pre -made controlled batched cocktails and canned cocktails will be sold, Legends staff will
wristband each guest of legal age who purchases a spiritous cocktail, adding another level
of security.
This wristband will help all staff, including front-line staff, supporting staff, security, and
alcohol compliance staff to identify guests who have purchased spiritous cocktails to
identify any hand-offs. In accordance with our current operating plan, in addition to the
wristband, guests will still be required to present valid identification at the point of sale
during every transaction,, every time.

• Legends will utilize a third -party secret shopper program to monitor employees' and
management's adherence to service standards (including alcohol policies and
procedures). An individual's failure to adhere to alcohol policies, depending on the
severity of the offense, will result in disciplinary action being taken which may include
immediate termination, regardless of tenure or position. Single infractions resulting in
termination include serving a visibly intoxicated patron, serving a minor, service of more
than the allowed number of drinks to a patron and/or failure to ask for valid identification.
• Legends will continue to utilize current alcohol awareness programs and signage
throughout the venue, constant training refreshers, and roaming alcohol compliance staff
to bring awareness of the ramifications of over consumption and underage drinking by
guests.
• Legends has a record of accomplishment of successfully serving spirit beverages in
general concession areas at all other venues that it currently operates within including
California, Virginia, and Arizona.
• Live Nation's GM meets weekly with local law enforcement to discuss the events and
address any concerns. Further at the beginning of each month, the Live Nation Manager
will provide an updated schedule of public events booked at the facility to our assigned
Enforcement Officer and the Sheriff.
