Hi, Grant County crew, Just checking in on your plans for implementing the new legislative district lines this spring. Most precincts can simply be reassigned to their new legislative district in VoteWA, but the new line between LD 13 and LD 16 (dark red below) runs right through the middle of precinct 27 / Mattawa Rural. I'd suggest moving the precinct line so that everything in LD 16 is in precinct 61 / East Wahluke. This decision means that the remedial map known as "313" is in effect. For what it's worth, it is my understanding that Intervenors have not yet exhausted all their legal options yet but what does remain has a low chance of success. Before proceeding with adjusting precinct boundaries or assignments in your county, if any, let me first make you aware of the risks. The intervenors were denied by the Ninth Circuit (order attached) but are now seeking an emergency stay with the United States Supreme Court. It is my understanding that the success of this is unlikely. However, if it is, that would mean that there would be a pause in the effectiveness of the new Legislative District boundaries. However, at this time, Remedial Map 3B is in effect until a court notifies us otherwise. Knowing these risks, you can decide on if you when is best for your county, considering the ongoing April Special Election, on when to implement the new lines. To assist with additional failsafe measures, I will instruct my team to take a backup of the current precinct split boundaries and assignments in the unlikely event that we need to revert to the former boundaries. As always, we stand ready to support your county if you need assistance or guidance in making the necessary adjustments in your precinct split GIS shapefiles or updating the data in VoteWA to reflect the court-ordered Legislative District boundaries. Additionally, both incumbent state representatives in the 14th legislative district will no longer reside in that district. 525,689 voters in 12 counties will be in new legislative districts. Some voters in the following counties will be impacted: Adams, Benton, Chelan, Clark, Douglas, Franklin, Grant, King, Klickitat, Pierce, Thurston, and Yakima. In most counties, existing precinct boundaries were honored, however there are significant changes in Benton, Klickitat, and Yakima. From: Holmes, Stuart Sent: Tuesday, March 19, 2024 7:49 AM Subject: Advisory - Legislative District Maps Distribution: County Auditors & Eiection Managers Good morning, I assume that you're already familiar with the basics of Soto Palmer et al v. Hobbs et al case that was in the United States District Court in the Western District. However, just in case you're not, the legislative district maps that were drawn by the Redistricting Commission were challenged in court for violation of the Voting Rights Act. On August 10, 2023, The district court held that Legislative District 15 violates Section 2 of the Voting Rights Act. Within that ruling, new maps are to be transmitted to the OSOS by March 25, 2024. On Friday, the district court ordered the Secretary to conduct future elections according to Remedial Map 3B. However, as expected, Intervenors filed an emergency motion to stay the remedial maps. The order, Remedial Map 313, and emergency motion are all attached here for your information. The Secretary will continue to urge the court to have definitive maps no later than March 25 to ensure the new legislative districts are set and impacted voters are timely notified before elections this fall. Nick Pharris'of the OSOS Elections Division, did some initial review of the proposed lines and identified 525,689 people (i.e. population -- not voters) in 12 counties across Washington will have a change in legislative representation under the new legislative district boundaries. Those counites are Adams, Benton, Chelan, Clark, Douglas, Franklin, Grant, King, Klickitat, Pierce, Thurston, Yakima. Additionally, elected state senators in the 12th, 14th, and 15th legislative districts will no longer reside in those districts. As well as, both elected state representatives in the 14th legislative district will no longer reside in that district. I will continue to update you as more information becomes available.
