Pursuant to RCW 42.30.140(4)(a) Commissioner Carter called an Executive Session to order at
1:36 p.m. to go until 1:55 p.m. regarding Negotiations. In attendance were Commissioners
Carter, Stone and Jones (via Webex), Gina Saldana and Decorah Anderson, Human Resources.
Commissioner Carter closed the session at 1:55 p.m.

• Call to order
• Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit)
o Robin Fode/Ron Fode —Concerns about garbage throughout the County. Suggests
signage to help deter littering.
• Approval of Agenda A motion was made by Commissioner Stone, seconded by Commissioner
Jones, to approve the agenda as presented. The motion passed unanimously.
• Correspondence (i.e. Emails that have come in that need response, letters of support etc.)

• Consent Agenda — (Items 1 through 29) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion.

Discussion/Decision. A motion was made by Commissioner Jones, seconded by Commissioner

1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,

3. Reimbursement request from the City of Moses Lake on the Department of Commerce
Emergency Housing Fund (EHF) Grant No. 24-4619D-106, in the amount of $59,223.56 for the
remaining October 2023 expenses and all of November 2023 expenses.
4. Reimbursement request from Renew from the American Rescue Plan Act (ARPA) funds in the
amount of $23,116.81 for Psychiatrist position expenses for the months of October 2023
through December 2023.
5. Request from Fire District No. 6 to utilize the remaining balance of their American Rescue Plan
Act (ARPA) funds in the amount of $36,229.56 to put towards the purchase of a new ambulance.
6. Reimbursement request from the City of Moses Lake on the Department of Commerce
Emergency Housing Fund (EHF) Grant No. 24-4619D-106, in the amount of $27,906.00 for the
remaining September 2023 expenses as well as all of October 2023 expenses.
7. Reimbursement request from New Hope from their previously approved American Rescue Plan
Act (ARPA) funds in the amount of $29,982.80 for December 2023 expenses.
8. Reimbursement request from the Housing Authority of Grant County on the Department of
Commerce Consolidated Homeless Grant (CHG) Grant No. 24-46108-10, in the amount of
$231,499.00 for December 2023 expenses.

9. Reimbursement request from New Hope on the Department of Commerce Consolidated
Homeless Grant (CHG) Grant No. 24-46108-10 in the amount of $5,,034.06 for December 2023
expenses.
10. Reimbursement request from HopeSource on the Department of Commerce Emergency Housing
Fund (EHF) Grant No. 24-4619D-106, in the amount of $23,968.07 for September 2023
expenses.
11. American Rescue Plan Act (ARPA) Beneficiary Agreement with Grant County Public Hospital
District No. 1 DBA Samaritan Healthcare to receive funding in the amount of $2,000,000.00. The
term is March 3, 2021, through September 30, 2026.
12. American Rescue Plan Act (ARPA) Beneficiary Agreement with Multi -Agency Communications
Center (MACC) in the amount of $50,,000.00. The term is from March 3, 2021, through
September 30, 2026.
13. American Rescue Plan Act (ARPA) Beneficiary Agreement with Royal City Food Bank in the
amount of 8,700.00. The term is from March 3, 2021, through September 30, 2026.
14. American Rescue Plan Act (ARPA) Beneficiary Agreement with Royal Water District in the
amount of $580,000.00. The term is from March 3, 2021, through September 30, 2026.
15. Request from Port of Mattawa to relinquish their total awarded Loan in the amount of
$200,000.00 for the Strategic Infrastructure Project (SIP) No. 2022-06. The previous grant
awarded amount of $200,000.00 was relinquished and approved on the February 13, 2024,
Consent Agenda.
16. Agreement amending the Department of Commerce Housing Division Consolidated Homeless
Grant (CHG),, Contract No. 24-46108-10. Subrecipient agreement between Grant County and
Housing Authority of Grant County. The amendment increases the total amount payable by the
County to the subrecipient by $706,.876.00 for a new total of $2,626,104.00.
17. Reimbursement request from Renew on the Department of Commerce Community
Development Block Grant (CDBG-CV) No. 20-6221C-111 in the amount of $37,460.21 for July
2023 through November 2023 expenses.
FAIRGROUNDS
18. Request to authorize payment in the amount of $10,000.00 to Washington Counties Risk Group
(WCRG) for the deductible amount for the Armstong case. (They will utilize Professional Service
Funds for this expense: 116.159)
PUBLIC WORKS
19. Parametrix Amendment No. 27, Fiscal Year 2024 Ephrata Landfill, Engineering and
Environmental Services. The total cost of the project is $624,431.05, which was accounted for
within the budget allocation for 2024.
20. Recommendation to award the 500 -Gallon Sprayer — Vegetation Crew Project to Ag Enterprise
Supply, Inc., in the amount of $19,105.24. Upon approval, an award letter will be signed.
21. Execution of contract with Wheeler Excavation, LLC., for the Baseline West and Silica Road
Widening/Overlay Project, CRP 23-04 & 23-07 in the amount of $1,,474,495.00.

22. Held from the January 30, 2024, Consent Agenda: Amendment No. 3 to the agreement for
Provision of Services with Carelon Behavioral Health Inc.
23. Amendment to Memorandum of Understanding between Grant County dba Renew and North
Central Accountable Community of Health DBA Thriving Together NCW. The amendment
extends the original MOU from December 31, 2022, through September 30, 2024.
24. Out-of-state travel request for Pete Gonzales to attend the AAS National Conference in Las
Vegas, NV., from May 4, 2023, through May 11, 2024.
SHERIFF'S OFFICE
25. Request to surplus a Point Blank Body Armor Vest, asset #SA20766, to the Moses Lake Police
Department in the amount of $1,289.22 due to the transfer of an employee. (Resolution No. 24-
013 -CC)
26. Port of Ephrata Use Agreement to utilize Port District No. 9 of Grant County, (Port of Ephrata)
taxiway B to conduct Emergency Vehicle & Motorcycle Operator Instructor's Course. The term
of the agreement is April 1, 2024, through December 31, 2024, in the amount of $1.,200.00.
27. Out-of-state travel request for Dianne Hoyt and Harold St. Pierre to attend the 11t Responder
Mental Health and Wellness Conference in Coeur d'Alene, ID., from February 26, 2024, through
February 28, 2024. Approximate total cost is $1,500.00.
TECHNOLOGY SERVICES
28. Purchase Order No. 523 to ArchiveSocial (ACHSC) in the amount of $7,791.79 for the annual
subscription of ArchiveSocial.
TREASURER'S OFFICE
29. Application from Phillip Griesse for Resale of Tax Title property for Parcel No. 01137500 and
Parcel No. 01132600 (sold as one lot) with the starting bid of $400.00. The Treasurer
recommends approval of the offer of a minimum of $400.00 plus costs of deed, affidavit fees,
and recording fees. (Resolution No. 24 -014 -CC)
