Ordinance renewal of Cannabis/Marijuana Moratorium

The Commissioners held an Open Record Public Hearing to consider an Ordinance renewal for
Cannabis/Marijuana Moratorium.
Chris Young, Director of Development Services gave an overview of the renewal of the moratorium. The
original moratorium was put in place in order to give Development Services ample time to look into
alternative zoning. Currently they allow producers/processers to exist within the agriculture zones.
They have had many requests to have the lands zoned change, which could be a violation to the Growth
Management Act (GMA). The moratorium allows staff to do analysis. They request a six-month
moratorium, noting there will be another moratorium extension after this six months so they can get
through this year's Comprehensive Plan Amendments and development regulations cycle. There is the
1502 moratorium on their 2024 work plan and will move forward with zoning recommendation through
the Planning Commission. This will take place toward the end of 2024, thus requiring another six-month
extension.
The workplan was discussed.
Commissioner Jones asked about existing operations. Will they be grandfathered in? Staff stated they
will be "existing legal non -conforming" businesses.
A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Stone to approve the adoption of this ordinance as presented and schedule a public
hearing in six months. Commissioner Jones seconded and the motion passed unanimously. The hearing
adjourned.
