• Consent Agenda — (Items 1 through 24) All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision.
AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board.
CENTRAL SERVICES
2. Grant County Shared Services Agreement for sharing Grant County Technology Services,
equipment, and technical personnel between Grant County and municipalities in Grant County
WA., (specifically Soap Lake).
3. Consulting Agreement — Energy Modeling, Use and Benchmarking with H.E. Solutions dba
Custom Energy Consultants for Energy Modeling and Clean Buildings Act compliance. The term
of the agreement is upon signature for a duration of two years. Cost is not to exceed $15.,900.00
for the first year and $15,600.00 for the second year.

5. Special occasion liquor license application for Ridge Riders and their event to be held at 22206
Alcan Rd NE, Grand Coulee on May 09-11, 2024, from the Washington State Liquor and Cannabis
Board.
6. Special occasion liquor license application for the Cody DeTrolio Memorial Foundation and their
event to be held at the Grant County Fairgrounds, 4-H Building, 3959 Airway Dr. NE, Moses Lake,
February 24, 2024, from the Washington State Liquor and Cannabis Board.
FACILITIES AND MAINTENANCE
7. Request to proceed with plumbing repair for District Court space with Comfort Experts Plumbing
in the amount of $9,501.26. This will be funded from the Facilities and Maintenance Repair
Fund, 001.112.
FAIRGROUNDS
8. Out-of-state travel request for Shayla Morton and Rebecca Martinez to attend Saffire Summit in
Portland, OR., May 07, 2024, through May 11, 2024. The total cost of travel is $3,416.00.
9. Appointment letter for Annette Lovitt to the Fair Advisory Committee for a 3 -year term
beginning January 23, 2024, through January 22, 2027.
10. Appointment letter for Roni Smith to the Fair Advisory Committee for a 3 -year term beginning
January 23, 2024, through January 22, 2027.
11. Request to purchase chemicals from Wilbur Elis in the amount of $12,548.09.

12. Agreement for Services with Eastern Washington University for cultural resources survey for the
Drumheller Road project to be performed by Archaeological and Historical Services (AHS) as
outlined in the agreement. The term of the agreement is January 3, 2024, through June 30,
2024, in the amount of $14,,588.58.
13. Award letter for Wheeler Excavation for the Baseline West, and Silica Road Widening/Overlay
Project in the amount of $1,474,495.00.
RENEW
14. Amendment #23 to The Carelon Facility Agreement with Carelon Behavioral Health
Administrative Services Organization. The amendment is effective July 1, 2023, and amends
multiple sections of the agreement.
15. Out-of-state travel request for Juan Padilla, Irene Garza, Tanya Nunez, Velma De La Rosa, and
Anselmo Quezada to attend the 2024 Behavioral Health Management Summit in Las Vegas, NV.,
March 24, 2024, through March 27, 2024. The total cost of travel is $15,652.50 for all travelers
and will be funded from 108.150.
SHERIFF'S OFFICE
16. Port of Mattawa (Port District No. 3), Grant County Sheriff, Small Office Lease for a substation
office located at 20140 Rd 24 -SW, Ste G, Mattawa, WA. Term is January 1, 2024, through
December 31, 2024, in the amount of $350.00 per month.
17. Equitable Sharing Agreement and Certification for the Grant County Sheriff's Office in the
amount of $14,811,934.00.
18. 2023 Emergency Management Performance Grant (23EMPG) Agreement No. E24-286 in the
amount of $ 55,186.00 to provide U.S. Department of Homeland Security (DHS)/Federal
Emergency Management Agency (FEMA) Federal award funds to states to assist state, local,
territorial, and tribal governments in preparing for all hazards through sustainment and
enhancement of those programs described in the Work Plan.
19. Resolution designating Grant County Sheriff (Joey I<riete) as the applicant agent for the Hazard
Mitigation Grant Program (HMGP) Post Fire Grants.
TECHNOLOGY SERVICES
20. Purchase Order No. 513 from CDWGI in the amount of $8,930.40 to purchase miscellaneous
computer equipment. This is a budgeted QUAD expense for the Sheriff's Office.
21. Purchase Order No. 514 in the amount of $5.,964.17 from TimeClock Plus, LLC., for the purchase
of (131) ScheduleAnywhere Licenses.
22. Purchase Order No. 515 in the amount of $15,734.61 from Ednetics for VMware Yearly
Maintenance Subscription.
23. Purchase Order No. 516 in the amount of $8,.618.08 from Ednetics for Cisco SmartNet annual
support and Cisco annual DNA Advantage C9500 licensing.
