Small gas engine legislation is being considered. Public Records bill —gives public records people the option to correct any issues before a lawsuit is filed. New bill relating to capturing information on county servers (SB5843). HB2126 relating to Accessory Dwelling Units (there is a companion Senate bill). o RJ District 2 —Columbia Basin Sustainable Water board (need people to attend meetings). Animal Outreach meeting: Tom Gaines is working on the size of the building needed. Jim Anderson -Cook stated this would bean essential public facility and needs to go through a process. Lots unanswered questions that need to be worked through. Sand Scorpions meeting —budget for offroad and marine duties. Potential WAN route. o CC District 3 —Engle property update (4/1/24 clean up due date). Mattawa police Chief Salinas passed away. Sheriff's Office assisted with coverage. • Jacobs Well Transformation House New Sponsor CBF (DS) —ARPA Grant approved. House of Hope backed out of supporting them. The Columbia Basin Foundation will be the 5010 on this project. Board voted to move forward with CBF as the primary 501C3. • Consulting Services Agreement with Sandra Van Osten (RJ) —Homeless Task Force is struggling. No one wants to be the Chair. Commissioner Jones and Brittany will work on the plan along with Sandra Van Osteen. Contract has been forwarded to Rebekah for review. • Health District Funding Update (DS) — Rob to talk to Theresa Adkinson. Approx. $45,.000 was allocated for TB in 2023. They are requesting more in 2024. Re -add to 1/29/24 roundtable. • Tom Gaines asked Danny about "Rank Choice Voting". Many controversial bills at the state level right now. • Jim Anderson -Cook discussed SB 6055 (forwarded to the BOCC). The Port of Mattawa is looking for support from the Commissioners. • Kevin Schmidt discussed the new dentist next to the courthouse and the county needing signage for parking issues. Kirk is working on the Elected Official Wages and will update the resolution and it will be forthcoming soon. He is also working on the updates to policies. Meeting to be held 1/30/24. • In discussing the county procurement policy, Chair Carter informed the prosecuting attorney that the BOCC has decided to relieve the PAO from any responsibility over review of the procurement &bidding process when reviewing contracts. The county procurement process is outlined in Policy 1601 and each elected official and department head is responsible for following it in procurement situations in their office or department. • Animal Outreach new facility: Rebekah Kaylor will be discussing this with Katherine Kennison. • Albert Sensor issues —new bill being introduced at the State. They run 24/7. Discussion ensued on how to implement this in Grant County. • Noxious Weed Board meeting update attended by Commissioner Stone and Public Works Staff. They discussed current practices by PW and are working together. • Bridge 202 update (Dave): There is a lot of space under the canal liner, worse than expected. • Bridge 247 update (Dave): USER donated $100k of bridge parts to the county. Grant County also has $100k worth of parts, they have 2/3 of the bridge. Replace with Bailey Bridge. Waiting for letter of funding from the Federal Government. 2:00 p.m. — 2:55 p.m. Commissioner's Meeting • Call to order • Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) None • Approval of Agenda A motion was made by Commissioner Stone, seconded by Jones, to approve the agenda as presented. The motion passed unanimously. • Correspondence (i.e. Emails that have come in that need response, letters of support etc.) None • Commissioners Roundtable — Miscellaneous Discussion o CC reached out to the Port of Moses Lake. They have 2 applications for Japan agent; they plan to attend the Azalea Festival. Commissioner Carter would also like to attend the azalea festival. o The Commissioners will soon no longer have access to the N: drive and will need to access consent agenda items through the website. o Commissioner Jones has not heard back from the school on having a representative for the student exchange. o Sheriff Kriete discussed item 17 - Equitable Share Agreement. o Sheriff item 19 — staff stated Grant County will be the pass-through agency. This funding will assist certain fire agencies with purchasing generators. o Sheriff item 18 — staff stated this is a reoccurring grant and was not presented to the PAO for review. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Stone, seconded by Commissioner Jones, to approve items 1-10 and 12-24 on the consent agenda. Item 11 will be held until 1/30/24 due to an amount error in the submission. The motion passed unanimously. AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing, and made available to the Board. (in the amount of $1,053,347.36 and $116,F825.75) CENTRAL SERVICES 2. Grant County Shared Services Agreement for sharing Grant County Technology Services, equipment, and technical personnel between Grant County and municipalities in Grant County WA., (specifically Soap Lake). 3. Consulting Agreement — Energy Modeling, Use and Benchmarking with H.E. Solutions dba Custom Energy Consultants for Energy Modeling and Clean Buildings Act compliance. The term of the agreement is upon signature for a duration of two years. Cost is not to exceed $15.,900.00 for the first year and $15,600.00 for the second year. COMMISSIONER'S OFFICE 4. Invoices 5. Special occasion liquor license application for Ridge Riders and their event to be held at 22206 Alcan Rd NE, Grand Coulee on May 09-11, 2024, from the Washington State Liquor and Cannabis Board. 6. Special occasion liquor license application for the Cody DeTrolio Memorial Foundation and their event to be held at the Grant County Fairgrounds, 4-H Building, 3959 Airway Dr. NE, Moses Lake, February 24, 2024, from the Washington State Liquor and Cannabis Board. FACILITIES AND MAINTENANCE 7. Request to proceed with plumbing repair for District Court space with Comfort Experts Plumbing in the amount of $9,501.26. This will be funded from the Facilities and Maintenance Repair Fund, 001.112. FAIRGROUNDS 8. Out-of-state travel request for Shayla Morton and Rebecca Martinez to attend Saffire Summit in Portland, OR., May 07, 2024, through May 11, 2024. The total cost of travel is $3.,416.00. 9. Appointment letter for Annette Lovitt to the Fair Advisory Committee for a 3 -year term beginning January 23, 2024, through January 22, 2027. Agreement for Services with Eastern Washington University for cultural resources survey for the Drumheller Road project to be performed by Archaeological and Historical Services (AHS) as outlined in the agreement. The term of the agreement is January 3, 2024, through June 30, 2024, in the amount of $14,588.58. 13. Award letter for Wheeler Excavation for the Baseline West, and Silica Road Widening/Overlay Project in the amount of $1,474.,495.00. RENEW 14. Amendment #23 to The Carelon Facility Agreement with Carelon Behavioral Health Administrative Services Organization. The amendment is effective July 1, 2023, and amends multiple sections of the agreement. 15. Out-of-state travel request for Juan Padilla, Irene Garza, Tanya Nunez, Velma De La Rosa, and Anselmo Quezada to attend the 2024 Behavioral Health Management Summit in Las Vegas, NV., March 24, 2024, through March 27, 2024. The total cost of travel is $15,652.50 for all travelers and will be funded from 108.150. SHERIFF'S OFFICE 16. Port of Mattawa (Port District No. 3), Grant County Sheriff, Small Office Lease for a substation office located at 20140 Rd 24 -SW, Ste G, Mattawa, WA. Term is January 1, 2024, through December 311 2024, in the amount of $350.00 per month. 17. Equitable Sharing Agreement and Certification for the Grant County Sheriff's Office in the amount of $14,,811.,934.00. 18. 2023 Emergency Management Performance Grant (23EMPG) Agreement No. E24-286 in the amount of $ 55,186.00 to provide U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) Federal award funds to states to assist state, local, territorial, and tribal governments in preparing for all hazards through sustainment and enhancement of those programs described in the Work Plan. 19. Resolution No. 24 -007 -CC designating Grant County Sheriff (Joey Kriete) as the applicant agent for the Hazard Mitigation Grant Program (HMGP) Post Fire Grants. TECHNOLOGY SERVICES 20. Purchase Order No. 513 from CDWGI in the amount of $8.,930.40 to purchase miscellaneous computer equipment. This is a budgeted QUAD expense for the Sheriff's Office. 21. Purchase Order No. 514 in the amount of $5,964.17 from TimeClock Plus, LLC., for the purchase of (131) ScheduleAnywhere Licenses. Annual review of the County Investment Policy. These items will be acted upon together) • Adjournment 3:00 p.m. -3:20 p.m. Open Record Public Hearing, Renewal of Six -Month Cannabis Moratorium The Commissioners held an Open Record Public Hearing to consider an Ordinance renewal for Cannabis/Marijuana Moratorium. Chris Young, Director of Development Services gave an overview of the renewal of the moratorium. The original moratorium was put in place in order to give Development Services ample time to look into alternative zoning. Currently they allow producers/processors to exist within the agriculture zones. They have had many request to have the lands zone change, which could be a violation to the Growth Management Act (GMA). The moratorium allows staff to do an analysis. They request a six-month moratorium, noting there will be another moratorium extension after this six month extension so staff can get through this year's Comprehensive Plan Amendments and development regulations cycle. There is the 1-501 moratorium on their 2024 work plan and will move forward with zoning recommendations through the Planning Commission. This will take place toward the end of 2024, thus requiring another six-month extension. The workplan was discussed. Commissioner Jones asked about existing operations. Will they be grandfathered in? Staff stated they will be "existing legal non -conforming" businesses. A motion was made by Commissioner Stone, seconded by Commissioner Jones, to close the public comment portion of the hearing. The motion passed unanimously. A motion was made by Commissioner Stone to approve the adoption of this ordinance as presented and schedule a public hearing six months from now.
