1) Financial: In December 2023, we allocated $43,890 over 266 days, resulting in an average daily
population of 8.58.
In 2023, our total expenditures amounted to $351,858, resulting in an excess of $78,143 beyond the budgeted
amount of $430,000. This surplus is equivalent to approximately a month and a half of our current monthly
expenses with Chelan County. It positions us well in terms of financial flexibility and stability.

i. OFFENDER/DIVERSION: Currently, all civil and criminal proceedings are conducted through
WebEx, with in-person court hearings exclusively reserved for Dispositions and Trials. Within the
Offender unit, there are presently 224 cases, with 138 of them categorized as Diversion and Low
Risk.
ii. TRUANCY: Presently, we have 210 active petitions, with a total of 104 stays in effect. Throughout
the current school year, 83 stays have been filed, 23 stays have been lifted, and 24 cases of
contempt of court have been filed. Additionally, there are 32 extended stays, and 89 cases have
been dismissed this school year.
iii. DEPENDENCY: The dependency unit is conducting regular docket hearings, offering the flexibility
of participation through WebEx or in person.
As of now, our dependency unit manages a total of 173 active cases. Among these, 123 are
assigned to staff, 39 cases are delegated to volunteers, and 11 cases are actively monitored. The
monitored cases, while still active, involve individuals with legal representation, eliminating the
necessity for a Guardian ad Litem (GAL).
4) Chelan: I maintain bi-weekly meetings with Chelan to collaboratively address any emerging issues.
5) Administration: We are presently collaborating with Rebekah Kaylor and Kim Allen to address
judgments and fines for parents related to truancy. At the moment, we do not have an established
system for imposing fines on parents, and our efforts are focused on working together to address
this matter collaboratively.

6) Needs of the Department:
L I am currently in need of enhanced courtroom security measures. As I have only one security
officer available, I have proposed to the judges the idea of utilizing this officer at the entrance for
the purpose of scanning individuals for weapons. if approved, this would result in a lack of
security presence in the courtroom itself, leaving only my staff until a resolution is reached
regarding courtroom security responsibilities and the potential assumption of duties by the
sheriff. In the interim, I am requesting the addition of an extra security guard to be stationed
within the courtroom, ensuring a temporary solution until a definitive plan for courtroom security
is established.
