AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board.

4. Reimbursement request from New Hope on the Department of Commerce Federal Interagency
Agreement, Emergency Housing Fund (EHF) Grant No. 24-4619D-106 in the amount of $21486.20
for October 2023 expenses.
5. Amendment to Professional Services Agreement Horticultural Pest and Disease Board
Coordinator/Inspector Consultant with Jody Kane. The amendment modifies the amount of
compensation to $45.00 an hour with a maximum annual amount not to exceed $15,000.00.
6. Resolution in the matter of establishing the effective date of salaries and benefits for non-union
and non -association personnel.
7. Resolution for the 2024 Appointments of Commissioners to Boards and Committees.
,8. 2024 Marketing/Development Contract with Coulee Creative to promote Tourism and
administer the marketing program. The term of the agreement is January 1, 2024, through
December 31, 2024.

"a9. Request to increase the current mileage rate from $0.655 per mile to $0.67 per mile to match
the U.S. General Services Administration (GSA) rate, effective upon approval.
10. Reimbursement request for Strategic Infrastructure Program (SIP) Project No. 2022-02, Grant
County Hospital No. 4, McKay Healthcare, Phase 1 Capital Improvement Plan, Emergency
Generator Expansion in the amount of $31,588.41 grant monies.
11. Recommendation from the Strategic Infrastructure Committee to award application SIP Project
No. 2023-05, Grant County Port District No. 4, Coulee City Medical Clinic, in the amount of
$779,000.00 grant monies and SIP Project No. 2023-06 Grant County Hospital District No. 4,
McKay Healthcare, Engineering and Outdoor Facilities Projects in the amount of $166,643.00
grant monies.

X12. Reimbursement request from Renew in the amount of $45,202.16 from their approved
American Rescue Plan Act (ARPA) Funding for suicide prevention service expenses for the
months of July —September 2023.
;,,x''13. Reimbursement request for Strategic Infrastructure Program (SIP) Project No. 2022-08, Port of
Quincy, Industrial Park Water Extension, in the amount of $115,110.07 grant monies.
/14. Reimbursement request from Fire District No. 5 to utilize the remaining $40,218.72 of their
approved American Rescue Plan Act (ARPA) Funding to put towards the purchase of a newer fire
truck.
`''15. Reimbursement request from Fire District No. 15 to utilize the remaining $10,000.00 of their
approved American Rescue Plan Act (ARPA) Funding to purchase a new electric fire nozzle.
V16. Reimbursement request from the Housing Authority of Grant County on the Department of
Commerce Consolidated Homeless Grant (CHG) No. 24-46108-10, in the amount of $50.,736.43
for November 2023 expenses.
'./17. 2024 Grant County Travel Planner agreement with Columbia Basin Herald to provide 100,000
copies of the 2024 Travel Planner. The term of the agreement is January 1, 2024, through
December 311 2024, in the amount of $62,913.00 plus applicable taxes.
FAIRGROUNDS
18. Request to surplus sheep pens from Barn 28 and Barn 21 to the Douglas County Fairgrounds in
the amount of $1.00.
FACILITIES AND MAINTENANCE
X19. Request to approve a new HVAC mini -split system for the Grant County Museum. Upon
approval, a proposal and acceptance will be signed with Basin Refrigeration who provided the
lowest bid of $5,766.89 to complete the work. This will be funded from the Museum
Programmed Maintenance Funds 304.001.
NEW HOPE
" 20. Out-of-state travel request for Elisa Adolphsen and Trisha Glenn to attend the International
Symposium on Child Abuse in Huntsville, AL., March 18, 2024 —through March 22, 2024. The
total cost of travel is $4,242.00.
PUBLIC DEFENSE
"'21. 2024-2025 Professional Services Agreement Conflict and Overflow Investigator with Gary Way
aka Way Investigations to provide investigative services to assist the Grant County Public
Defense. The term of this agreement is January 1, 2024, through December 31, 2025.
PUBLIC WORKS
� 22. Request to rent a dump truck from NC Machinery for a duration of 3 months for Solid Waste and
the removal of 160,000 tons of material from phase 4. The estimated cost of the rental is
$35.,996.40 plus delivery and return.

23. Contract with KRCI LLC., to complete the road 9 -NW Reconstruction Project, CRP 22-03 in the
amount of $1,900,199.80.
,,/24. Contract with Western Construction for the 2023 Crushing and Stockpiling project in the amount
of $11416,500.00.
...Z25. Amendment Nine with Paramatrix which provides for professional services to perform new
interim remedial actions at the Ephrata Landfill. The term of the agreement is retroactive from
October 13, 2023, through March 29, 2024, in the amount of $217, 429.34.
RENEW
26. Landscape and Grounds Maintenance Contract with Junior S Mowing for the landscape and
grounds maintenance for the Renew (Quincy) location. The term of the agreement is January 1,
2024, through December 31, 2025.
el 27. Out-of-state travel request for Brooke Decubber to attend the Health Care Compliance
Association (HOCA) Annual Compliance Institute in Nashville, TN., April 14, 2024, through April
171? 2024. The total cost of travel is $4,242.30.
SHERIFFS OFFICE
28. Out-of-state travel request for Jeff Wentworth to attend the Annual NW Polygraph Examiners
Association Seminar in Boise, ID., June 23, 2024, through June 28, 2024. The total cost of travel
is $1,831.35.
V 29. Request to surplus Point Blank custom outer armor carrier to the Douglas County Sheriff's Office
for the lateral transfer of Detective Graham. The reimbursable amount of the armor will be
$238.48.
TECHNOLOGY SERVICES
�,,i30. Purchase Order No. 511 from Handel Information Technologies (HITEC) in the amount of
$21.,600.00 for the 2024 annual maintenance of the Rite Track Software utilized by Grant County
Youth Services.
