Public meetings were held in person with a WEBEX Conference Call/Video option available.
The Grant County Commissioners session began at 8:30 with Commissioner Jones and Commissioner
Stone in attendance. Commissioner Carter joined remotely at 8:31 via Webex.
8:30 a.m. — 8:45 a.m. Central Services Weekly Update
In attendance were Tom Gaines and Kevin Schmidt. Torn discussed the consent item with the
museum and issues regarding contract issues and the bid process moving forward with the
prosecutor's office. Procurement policy was discussed — to discuss further with HR/Accounting
to remove topics from Policy 1500 that are now in Policy 1601.
8:45 a.m. — 9:00 a.m. Development Services Weekly Update
In attendance were Jim Anderson -Cook and Chris Young. Chris discussed WSAC bills that are
being introduced that may have an impact on Development Services.
9:30 a.m. —10:25 a.m. B Vasquez, Clerk of the Board Update
In attendance were Matt Hope, Rachel Rice, and Darryl Pheasant to discuss potential tax
incremental finance district (Port, Moses Lake). It was discussed that it would be beneficial to
know the exact boundaries of the new district. Danny Stone requests that as soon as Melissa
McKnight obtains more information a meeting be scheduled to discuss further.

move forward.
• Commissioners "Out" — It was decided to continue to put on the BOCC calendar but remove it
from the posting of the agenda.

• Shelter Update — 3 adults and 2 Kids are currently in the shelter. One of the properties needs to
increase rent from $1,800.00 to $2,500.00. Commissioner Jones suggested that a "locked" rental
rate be put in place over 48 months if New Hope is performing upgrades to rentals.
• New Grants -updates
• Training for board in 2024 — Sex trafficking coming forward in February. Suzi will work with Barb
to schedule.
• Other— Payroll issues were brought forward.

o Barbara Duerbeck, Prosecuting Attorney's Office stated she has reviewed Items 8 and 17
and approved. Item 19 — not yet reviewed.
o Item 23 — Western Construction contract bond, only one filled out.
• Commissioner District Updates
o District 1— DS — attended a Soap Lake City Council and performed their swearing in. He
also attended the WSAC Legislative Steering Committee meeting in Olympia.
o District 2 — RJ — visited the Spokane County waste facility with Public Works staff. They
have an incinerator that runs 24/7. Today he attended a meeting at 11am with
Development Services and a representative of the Association of Grant County Cities
and Towns.
o District 3 — CC — WSDOT announced they will open all lanes of the Vantage Bridge on
four weekends during construction this year to accommodate Gorge Amphitheater
concerts.
• Commissioner "Out" Process — Discussed at the Clerk of the Board Update
• Payroll Processes (New Hope Employee) — Discussed at the New Hope Update
• Juvenile Security Guard 3 Hours — Rebekah Kaylor and Sheriff Joe Kriete discussed the
requirement that the RCW mandates. Deputy's provide security to Superior Court and Juvenile
Court, he would like to "build a schedule". Juv/Sheriff/PAO/BOCC/Clerk/Pub Def meeting to
discuss deputy coverage of courts (1/30/24)
• DS: Property leasing of animal facility. Pay prevailing wages? Prosecutor's Office to reach out to
City of Moses Lake legal team (February due to schedules)

Stone, to approve the agenda, noting there are 31 items on the consent agenda, not 32 as
listed. The motion passed with 2 Commissioners in attendance.,

o Commissioner Stone stated he drafted a response letter to the Association of Grant
County Cities and Towns (AGCCT) and will have it ready for signature next week.

recommendations to the BOCC. He is willing to do a presentation for each one.
• Consent Agenda — (Items 1 through -3-2- 31) All items are considered routine and will be enacted
by one motion of the commissioners with no separate discussion. If a separate discussion is
desired, that item may be removed and placed under Board Discussion/Decision. A motion was
made by Commissioner Carter, seconded by Commissioner Jones, to approve the consent
agenda as presented, with 31 items. The motion passed unanimously. (Commissioner Jones
joined the meeting during this motion)

1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090,
as recorded on a listing, and made available to the Board. (In the amount of $4,924,940.92)

3. Appointment letter for Alan Key to the Handford Advisory Board as an Alternate Member.
4. Reimbursement request from New Hope on the Department of Commerce Federal Interagency
Agreement, Emergency Housing Fund (EHF) Grant No. 24-4619D-106 in the amount of $2,486.20
for October 2023 expenses.
5. Amendment to Professional Services Agreement Horticultural Pest and Disease Board
Coordinator/Inspector Consultant with Jody Kane. The amendment modifies the amount of
compensation to $45.00 an hour with a maximum annual amount not to exceed $15,000.00.
6. Resolution No. 24 -001 -CC in the matter of establishing the effective date of salaries and
benefits for non-union and non -association personnel.

administer the marketing program. The term of the agreement is January 1, 2024, through

9. Request to increase the current mileage rate from $0.655 per mile to $0.67 per mile to match
the U.S. General Services Administration (GSA) rate, effective upon approval.
10. Reimbursement request for Strategic Infrastructure Program (SIP) Project No. 2022-02, Grant
County Hospital No. 4, McKay Healthcare, Phase 1 Capital Improvement Plan, Emergency
Generator Expansion in the amount of $31,588.41 grant monies.
11. Recommendation from the Strategic Infrastructure Committee to award application SIP Project
No. 2023-05, Grant County Port District No. 4, Coulee City Medical Clinic, in the amount of
$779,000.00 grant monies and SIP Project No. 2023-06 Grant County Hospital District No. 4,
McKay Healthcare, Engineering and Outdoor Facilities Projects in the amount of $166,643.00
grant monies.
12. Reimbursement request from Renew in the amount of $45,202.16 from their approved
American Rescue Plan Act (ARPA) Funding for suicide prevention service expenses for the
months of July — September 2023.
13. Reimbursement request for Strategic Infrastructure Program (SIP) Project No. 2022-08, Port of
Quincy, Industrial Park Water Extension, in the amount of $115,110.07 grant monies.
14. Reimbursement request from Fire District No. 5 to utilize the remaining $40,218.72 of their
approved American Rescue Plan Act (ARPA) Funding to put towards the purchase of a newer fire
truck.
15. Reimbursement request from Fire District No. 15 to utilize the remaining $10,000.00 of their
approved American Rescue Plan Act (ARPA) Funding to purchase a new electric fire nozzle.
16. Reimbursement request from the Housing Authority of Grant County on the Department of
Commerce Consolidated Homeless Grant (CHG) No. 24-46108-10, in the amount of $50,736.43
for November 2023 expenses.

17. 2024 Grant County Travel Planner agreement with Columbia Basin Herald to provide 100,000
copies of the 2024 Travel Planner. The term of the agreement is January 1, 2024, through
December 31, 2024, in the amount of $62,913.00 plus applicable taxes.

18. Request to surplus sheep pens from Barn 28 and Barn 21 to the Douglas County Fairgrounds in
the amount of $1.00. (Resolution No. 24 -003 -CC)
FACILITIES AND MAINTENANCE
19. Request to approve a new HVAC mini -split system for the Grant County Museum. Upon
approval, a proposal and acceptance will be signed with Basin Refrigeration who provided the
lowest bid of $5,766.89 to complete the work. This will be funded from the Museum
Programmed Maintenance Funds 304.001.

20. Out-of-state travel request for Elisa Adolphsen and Trisha Glenn to attend the International
Symposium on Child Abuse in Huntsville, AL., March 18, 2024 —through March 22, 2024. The
total cost of travel is $4,242.00.
PU RLIC DEFENSE
21. 2024-2025 Professional Services Agreement Conflict and Overflow Investigator with Gary Way
aka Way Investigations to provide investigative services to assist the Grant County Public
Defense. The term of this agreement is January 1, 2024, through December 31, 2025.
PHRI IC WORKS
22. Request to rent dump truck from NC Machinery fora duration of 3 months for Solid Waste and
the removal of 160,000 tons of material from phase 4. The estimated cost of the rental is
$35,996.40 plus delivery and return.
23. Contract with KRCI LLC., to complete the road 9 -NW Reconstruction Project, CRP 22-03 in the
amount of $1,900,199.80.
24. Contract with Western Construction for the 2023 Crushing and Stockpiling project in the amount
of $1,416,500.00.
25. Amendment Nine with Paramatrix which provides for professional services to perform new
interim remedial actions at the Ephrata Landfill. The term of the agreement is retroactive from
October 13, 2023, through March 29, 2024, in the amount of $217, 429.34.

26. Landscape and Grounds Maintenance Contract with Junior S Mowing for the landscape and
grounds maintenance for the Renew (Quincy) location. The term of the agreement is January 1,
2024, through December 31, 2025.

27. Out-of-state travel request for Brooke Decubber to attend the Health Care Compliance
Association (RCCA) Annual Compliance Institute in Nashville, TN., April 14, 2024, through April
17, 2024. The total cost of travel is $4,242.30.

Association Seminar in Boise, ID., June 23, 2024, through June 28, 2024. The total cost of travel

29. Request to surplus Point Blank custom outer armor carrier to the Douglas County Sheriff's Office
for the lateral transfer of Detective Graham. The reimbursable amount of the armor will be
$238.48.
