MONDAY, DECEMBER 25, 2023 CLOSED FOR CHRISTMAS TUESDAY, DECEMBER 26, 2023 CLOSED FOR CHRISTMAS WEDNESDAY, DECEMBER 27, 2023 The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance. Commissioner Carter attended via WebEx until 8:36 a.m. 8:30 a.m. — 9:30 a.m. American Rescue Plan Act (ARPA) Funding Discussion Continued In attendance were the Commissioners and Jerry Gingrich. Commissioners discussed 3 pending applications: • Moses Lake Chamber Capital: Hold • Hope Source: Tentatively approve 40k, Karrie to do research • Coulee City Medical Center: Approved look It was decided that Jerry Gingrich will open ARPA applications again on January 2, 2024. 9:30 a.m. —10:00 a.m. Law and Justice — New Jail 311 Fund Stakeholder Meeting Commissioner Carter did not attend. In attendance: Joey Kriete, Desiree Ochocinski, Emili Wash, and Kevin McCrae. Individuals in attendance did not have an update in regard to this meeting topic, therefore the meeting adjourned at 9:33 a.m. 10:00 a.m. —11:00 a.m. Budget and Finance Update AND Finance Committee Meeting In attendance were Emili Wash, Daryl Pheasant, and Carrie Heston. (DS) — Wait until Commissioner Jones meets with Theresa Adkinson. 12:00 p.m. —1:00 p.m. Grant County CHI Monthly Meeting 1:00 P.M. —1:10 P.M. Appointment of Board of County Commissioners Chair/Vice- Chair/Member Commissioner Jones made a motion, seconded by Commissioner Stone, that Cindy Carter be elected as Chair of the Board of Grant County Commissioners for the 2024 year. Commissioner Carter abstained from the vote. The motion passed. Commissioner Jones made a motion, seconded by Commissioner Carter, that Danny E. Stone be elected as the Vice -Chair of the Board of Grant County Commissioners for the 2024 year. Commissioner Stone abstained from the vote. The motion passed. 2:00 p.m. — 3:00 p.m. Commissioners Meeting • Call to order • Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) None • Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner Jones to approve the agenda as presented. The motion passed unanimously. • Correspondence (i.e. Emails that have come in that need response, letters of support etc.) None • Commissioners Roundtable —Miscellaneous Discussion • Consent Agenda — (Items 1 through 12) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item September be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Stone, noting that on item #3, the Grant County Animal Outreach ARPA is approved pending the later approval of property. Commissioner Carter seconded the motion. The motion passed unanimously. AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing, and made available to the Board. Request to approve American Rescue Plan Act (ARPA) funding applications as follows: From County Allotment (General Government Services): • District Court (Community Court costs -$500,000) —Decision 12/04 • MACC Request (Compact Rapid Deployable -$50,000) —Decision 12/12 • Grant County Animal Outreach (New Facility -$1,000,000) —Approved depending on later approval of property decision/approval —Decision 12/12 From Non -County Allotment: • Royal City Food Bank (Rent Payments -$8,700) —12/12 4. Request from the Grant County Mosquito Control District No. 1 for permission to operate within the borders of Grant County for the purpose of mosquito abatement for 2024. 5. Appointment letter for Kevin Danby to the Hanford Advisory Board (HAB) as the primary member representing Grant County. 6. Special occasion liquor license application for Big Bend Community College Foundation and their event to be held at 7611 Bolling St., Moses Lake on March 16, 2024, from the Washington State Liquor and Cannabis Board. 7. Reimbursement request from Fire District #12 (Wilson Creek) in the amount of $12.,423.34 from their previously approved American Rescue Plan Act (ARPA) funding for the purchase of miscellaneous safety equipment. 8. Reimbursement request from Renew in the amount of $30,364.30 from their previously approved American Rescue Plan Act (ARPA) funding to cover costs associated with uninsured services that were provided from March through September 2023. 9. Reimbursement request from Public Works in the amount of $168,865.58 from their previously approved American Rescue Plan Act (ARPA) funding for employee training expenses. FAIR(;Rni lND_q 10. Request to increase the Fair Advisory Committee to 11 individuals as well as change terms from (2) 3 -year terms to (3) 3 -year terms. RENEW 11. Request for Missy Lopez to carry over 38 hours of annual leave into 2024 due to low staffing with Development Services. WASHINGTON STATE UNIVERSITY EXTENSION 12. Memorandum of Agreement, Appendix A in the amount of $146,895.00 with the Washington State University Extension.
