Cities & Towns GRANT COUNTY OFFICE OF THE BOARD OF COUNTY COMMISSIONERS P O Box 37 EPHRATA WA 98823 (509) 754-2011 Re: AGCCT Letter Concerning Grant County Development Services, the Planned Growth Committee (PGC), and the Coordinated Water System Plan (CWSP) Dear Dustin and the AGCCT, Thank you, Mr. Swartz, for your letter representing the AGCCT. After reviewing and discussing this with the Director and Deputy Director of Development Services, the Board of County Commissioners would like to respond with the following information and recommendations. 1. Both the BOCC and Development Services staff agree that a Planned Growth Committee should be reestablished as a resource that can be the sounding board between the county and its UGA cities and towns. Development Services staff have already introduced this idea to the BOCC a few months ago and a meeting was actually scheduled with Lewis County to discuss their successful PGC structure. That meeting has been rescheduled until after the holidays and we would like to invite you to this meeting for a collaborative discussion and direction on how to reengage the PGC in Grant County. 2. Development Services staff has also identified the need to update its Coordinated Water System Plan (CWSP) and presented this information during a Development Services update several months ago. Staff informed the Board that this initiative will be part of its major comprehensive plan update, which will begin in January 2025. However, this initiative will actually start in 2024 as part of Development Services' Work Plan to formulate a Water Utility Coordinating Committee to assist with this heavy lift. The CWSP must contain all UGA cities and towns water service plans and their retail service areas as part of its amendment and adoption by the State Health Department. Currently, there are only 3 water service plans on file that support the current plan, so it is agreed that this initiative is imperative. 3. There is currently no inter -local agreement and/or memorandum of understanding between the county and any of its UGA cities or towns. Staff has indicated this to the Board on several occasions and insists that it is absolutely necessary to develop ILAs between the larger municipalities where growth is expected to occur so that the countywide planning policies and Danny E. Unfortunately, such requests to work with UGA cities to develop these plans have apparently fallen on deaf ears even though this has been a discussion for approximately 2 years. However, you can rest assured that the current Development Services staff has not misrepresented the fact that there is no ILA between the county and its UGA cities and/or used this fact as an advantage to persuade or imply how development should occur. Rather, staff has always invited its UGA cities to the table for a collaborative discussion whenever development is proposed within the UGA. Whether the UGA cities decide to attend and/or comment during these meetings is not a controllable factor born by the county. We hope that this clears up any misunderstanding or miscommunication and provides for an opportunity for a collaborative partnership as we continue towards the initiatives mentioned in items 1 and 2 above and to also start the discussion on developing much needed ILAs between the county and its UGA cities and towns.
