I am respectfully requesting approval for Amendment Nine with Paramatrix which provides for
professional services to perform new interim remedial actions at the Ephrata Landfill. This
amendment is planned in stages and is retroactive from 10/13/23. It will extend through
03/29/24 with an initial budget of $217,429.34. Attached is the scope of work from Parametrix
for your review.

EXPANDED MULTI -PHASE EXTRACTION PILOT TESTING
Parametrix provides engineering services in support of the Ephrata Landfill Remedial Investigation and Feasibility
Study (RI/FS) under the Consulting Services Agreement among Grant County, Nossaman LLP, and Parametrix
(3/28/2006; major amendments 10/11/2013, 01/19/2016, and 04/03/2018). This Amendment Nine is for
professional services to perform new interim remedial actions at the Ephrata Landfill comprising restarting and
seasonally operating the existing P1 zone multiphase extraction (MPE) system, expanding, and improving the MPE
system to test more of the P1 zone and parts of the P2 zone and Roza aquifer, and developing the attendant
workplans, engineering deliverables, and reports as required in Amendment No. 3 of Agreed Order DE 3810 (AO).
Amendment Nine is planned in stages, with the initial services comprising workplan development while
Amendment No. 3 is finalized, as summarized in the attached Scope of Work (Exhibit A, initial scope), which
includes the initial budget and rate schedule. Amendment Nine is retroactive from October 13, 2023 and extends
initially through March 29, 2024. The initial budget is $217,429.34.

EXPANDED MULTI -PHASE EXTRACTION (MPE) PILOT TESTING
This Amendment Nine is for professional services to perform new interim remedial actions at the Ephrata Landfill
comprising restarting and seasonally operating the existing P1 zone multiphase extraction (MPE) system,
expanding, and improving the MPE system to test more of the P1 zone and parts of the P2 zone and Roza aquifer,
and developing the attendant workplans, engineering deliverables, and reports as required in Amendment No. 3
of Agreed Order DE 3810 (AO).
AO Amendment No. 3 will require Grant County and the City of Ephrata to perform new interim actions at the
Ephrata Landfill cleanup site. Ecology encouraged the County to start work to the extent feasible before the
effective date of AO Amendment No. 3, which is anticipated around mid-March 2024 at the earliest. Ecology
confirmed that qualified project costs incurred before the effective date would be considered eligible for grant
reimbursement.
The tasks in this Amendment Nine will align with grant task J002, Interim and Emergency Actions under AO
Amendment No. 3. The Amendment Nine scope and budget will be developed in stages, with the first stage
covering Parametrix's professional services from October 13, 2023, through the end of March 2024. The initial
services will focus on developing a workplan to restart the existing MPE system, developing the overall interim
action workplan for AO Amendment No. 3, and the associated task management. Continuation of services after
March 2024, future tasks, and significant changes will be addressed with change orders as needed.

This scope of work is divided into seven tasks which align with the tasks in AO Amendment No. 3, plus Task
Management and Administration and a Management Reserve Fund, as follows:

Detailed scopes of initially planned work for Tasks 01PM, 01, and 02 are provided below. Task 01PM will be
supplemented from time to time to continue throughout Amendment Nine. The operational phase of Task 01 will
be added once the MPE restart workplan is complete. Tasks 03 through 07 and 20 are future tasks that will be
planned and added after March 2024.
Task 01 PM -Task Management and Administration (M&A) (J002)
This task covers project management and administration.
Subtask Oi - Task Management and Administration
Objectives
The objectives of this subtask are to ensure the efficient and cost effective delivery of Parametrix's services,
coordinate with stakeholders, and provide data for the County's administration of the project.
Approach
Parametrix will provide the following management and administration services:
• Direct, monitor, and report the status of other tasks.
• Analyze and report Parametrix's schedule and budget performance.
• Develop progress reports and percent completion estimates for grant reimbursement requests by the
County.
• Develop technical scope, budget, and schedule data to support grant applications by the County.
• Develop and present general project updates when requested.
• Coordinate joint activities with Mott MacDonald.
• Coordinate the activities of Parametrix's subconsultants, subcontractors, and vendors.
• Advise the County of potential impacts of unanticipated field conditions or findings or unforeseen
requests by Ecology or others.
• Coordinate the principal -level review of Parametrix's deliverables.
• Participate in project meetings.
• Prepare and review invoices and supporting documentation.
Assumptions
This subtask is planned and budgeted based on the following assumptions:

• The initial project management is budgeted through March 20241.
• Any services provided to support dispute resolution, mediation, arbitration, or litigation will be
considered out of scope.
Deliverables
No formal deliverables are planned under this subtask. Invoices, supporting documents, and progress letters will
be issued monthly. Other informal deliverables, such as meeting agendas, meeting summaries, presentations, and
grant data will be provided as appropriate.
Task 01 - Operate Existing P1 MPE System (J002)
This task covers planning and implementing the existing multi -phase extraction (MPE) system restart and seasonal
operation.
Subtask 01 - P1 Work Plan (PlWP) Development
Objective
The objective of this subtask is to develop a workplan for restarting the MPE system.
Approach
Parametrix will develop the MPE system restart and operation workplan, including monitoring and sampling plans
and a health and safety plan (HASP), in accordance with AO Amendment No. 3.
Assumption
• P1WP development will be started early and initially budgeted through March 2024.
Deliverables
The following deliverables are planned:
• County, City, and Ecology draft workplan.
• Final workplan.
• Ecology Comment Response Summary2.

Subtask 02 - P1 MPE Seasonal Operation (Future)
This task will cover P1 MPE system restart and seasonal operation in accordance with the P1WP.
Task 02 -Interim Action Workplan (IAWP) (J002)
This task covers development of the IAWP.
Subtask 01 - IAWP Development
Objective
The objective of this subtask is to develop the IAWP for implementing the expanded MPE pilot test.
Approach
Parametrix, jointly with Mott MacDonald, will develop the IAWP in accordance with AO Amendment No. 3.
Parametrix will perform the following IAWP activities:
• Lead and coordinate overall development of the deliverable.
• Summarize prior interim actions.
• Summarize prior records and results applicable to the expanded MPE pilot test.
• Develop preliminary MPE system expansion design and construction information.
• Develop an operation and maintenance plan for the expanded MPE system.
• Identify potential waste streams along with applicable regulations and waste management plans.
• Develop a health and safety plan for expanded MPE pilot testing.
• Develop sampling and analysis plans for MPE system operations.
• Identify future groundwater sampling and analysis needed to analyze natural attenuation.
Assumptions
This subtask is planned and budgeted based on the following assumptions:
• This task will be started early and initially budgeted through March 2024.
• Mott MacDonald will develop the groundwater monitoring and sampling elements of the IAWP, including
groundwater sampling and analysis plans.
• The City team will provide one set of consolidated, reconciled comments.
• Ecology will provide one set of consolidated, reconciled comments.
Deliverables
The following deliverables are planned:
• Working draft IAWP outline and some content by the end of March 2024.
• County, City, and Ecology draft IAWP.

Task 03 - MPE System Expansion (Future)
This task will cover the development of plans, specifications, and estimates (PS&E) and construction observation
services for expansion of the MPE system. The PS&E will be scoped once Ecology comments on the draft IAWP are
substantively resolved. Construction services will be scoped after resolution of Ecology comments on the 60%
PS&E.
Task 04 —Pilot Testing (Future)
This task will cover full system MPE testing once the expanded system is built. This task will be scoped and
budgeted after the IAWP is approved, and not less than 3 months before the end of MPE system construction.
Task 05 —Interim Action Completion Report (IACR) (Future)
This task will cover development of the IACR, which might be designated a 2 -year progress report by Ecology
depending on the status of full system pilot testing and Ecology's decision whether to continue the testing after
the second year. This task will be scoped and budgeted after the first 18 months of full system pilot testing.
Task 06 —Interim Action Progress Reports (IAPR) (Future)
This task will cover preparation of monthly IAPRs after AO Amendment No. 3 takes effect.
Task 07 —Groundwater Monitoring Reports (GMR) (Future)
This task will cover Parametrix's groundwater monitoring support and development of information for the GMRs.
Task 20 —Management Reserve Fund (Future)
This task may be added to cover limited additional services related to the Ephrata Landfill cleanup project which
may be authorized by the County from time to time.

Rete Schedule
The initial project billing rate schedule is provided below. Parametrix may add people to the project at any time.
Rates for added people will be based on those for people in the rate schedule with similar classification and pay.
Parametrix may provide informal rate schedule updates to the County from time to time if people are added to
the project. The initial rate schedule below is valid through the end of 2024. Parametrix will update the entire rate
schedule annually, with the effective date of any new rate schedule coinciding with the start of Parametrix's fiscal
year (date in the last week of December or first week of January).
