Re: SIP Advisory Committee Recommendations on SIP No. 2023-05 and
SIP No. 2023-06
The SIP Advisory Committee met on November 27th, 2023, to review and make
recommendations on the above -referenced projects. The Committee's
recommendations were provided to the BOCC on 12/20/2023 and a copy of the
Committee's letter and the applications are attached. The proposed projects are as
follows:
1. SIP Project #2023-05: Grant County Port District #4 —Coulee City Medical Clinic.
The Port's request was for a $779,000.00 grant.
The SIP Advisory committee has recommended a $779,000.00 grant.
2. SIP Project #2023-06:. Grant County Hospital District #4 — McKay Healthcare and
Rehabilitation Center- Engineering and Outdoor Facilities Projects. The Hospital's
request was for a $186,643.00 grant.
The SIP Advisory Committee has recommended a grant in the amount of $166,643.00

Dear Commissioners:
The SIP Committee met Monday, November 27th and reviewed 2 project applications: Committee
members present for the meeting were Curt Morris, Scott Hunter, Corinne Isaak, Chuck Allan and Brant
Mayo.
SIP #2023-05: Grant County Port District #4 (requested $779,000 grant)
Coulee City Medical Clinic
Applicant: Port of Coulee City
Recommendation: The committee voted to recommend a $779,000 grant for the Port of Coulee City to
build their new medical clinic. Construction of this new medical clinic facility will retain the clinic
operations within the community of Coulee City and allow for expansion of its services. This will both
retain existing medical field jobs, and help to promote new jobs tied to the expansion of services and
bring new jobs to the community. In addition, this project will help the town's tax base increase which
will result in increase funding for other public services and programs. This project will also benefit the
citizens of the surrounding Grant County communities, giving them an option for accessible and
affordable healthcare. This growth will be available for current users and help recruit new industries
into this area. The committee views this as a vital step for the continued growth and economic stability
of Coulee City. This will also make the area more attractive to investors and companies looking at this
area.
The recommendations were given a motion by Scott Hunter and seconded by Corrine Isaak. The
remaining committee voted in unanimous favor of the recommendation.

1. What economic goals and/or objectives (identified in the comprehensive plan) does this project help the
community achieve?
Goal ED 1 in the Economic Development Element of the Town of Coulee City's Comprehensive Plan is
to establish a multi -use land development strategy to attract and support local economic growth
consistent with the existing quality of life within the commu hity, Policy ED 1.2 provides guidelines
and a framework for development which recognizes that the quality of the community makes and
important contribution to economic value.
In addition, the mission of the Port of Coulee City notes that the Port is committed to develop the
necessary land, buildings, and infrastructure to attract, support, and retain tourism, business, and
industry in the Coulee City area. This project will enable the Port to strengthen the economy of the
Coulee City area by retaining existing jobs and creating new jobs at the new Coulee City Medical
Clinic, I
2. How will this project foster economic growth, development, and address future economic needs?
Constructing a new medical clinic facility will retain the clinic operations within the community, and
allow for the expansion of its services. This will both retain existing medical field jobs, and help to
promote new jobs tied to the expansion of services, bringing new jobs to the community,
An increase in the local workforce will inject money into the local economy with a higher number of
residents living and shopping in and around the community. Additionally, the Town's tax base will
increase as a result of the new Medical Clinic, which will provide more local funding to public services
such as schools and public works projects.
In addition to public funding and immediate job creation, this project will also develop future jobs and
economic growth. A successful Medical Clinic will draw the attention of other potential developers
and will attract new businesses and industries to the community knowing that medical facilities are
available in Coulee City.
3. How will this project improve local infrastructure capacity?
This project will demonstrate the desire of local agencies to promote economic growth by providing
up-to-date medical facilities within the community which will pave the way for future economic
development as well as future infrastructure development.

Project Readiness
I
1. When did or will you start work on the project?
In 2015, the Commissioners of the Port of Coulee City (Grant County Port District No. 4) elected to
purchase property at the northeast corner of West Main Street and North Third Street for a new
Medical Clinic. This clinic will replace the existing, aging, undersized, and out of date Medical Clinic in
the northeast sector of the community. Originally the new Medical Clinic was to be approximately
4,,660 square feet and included examination rooms; treatment rooms; a laboratory; offices for
counselors; doctors; nurse's stations, and a conference room.
Since the original design plan was completed and the apparent increase in the construction costs, the
Port and the Town decided it would be best to decrease the size of the medical facility and pair the
building with a Library to reduce costs of construction. The newly designed medical facility space will
now be approximately 2,,040 Square Feet in size.
The new, better equipped medical clinic in Coulee City will work in conjunction with the Coulee
Medical Center in Grand Coulee, Grant County Mental Health, and Coulee Chiropractic to provide a
hub and spoke system of care, including transitioning of care,, education, and direct referrals when
needed. This will allow a patient diagnosed in Grand Coulee to receive testing, checkups, and other
medical needs ds in Coulee City. This can be especially important for the elderly who are not as mobile
and for everyone during winter months when weather and darkness can cause accidents or delay
travel. Through these partnerships the clinic can also expand to include physical therapy, podiatry,
monthly eye care, specialty dental services, WIC, and well -baby services.
Phase 1 of the project,, which occurred between 2015 and 2017, included predesign efforts, review of
potential funding sources, purchase of the property, clearing of the site, and a detailed topographic
survey In anticipation of design services. Phase 2 of the project included design and permitting of the
new Medical Clinic, Phase 3 of the project is currently in the beginning stages. The port conducted a
formal bid process on the project and the lowest, qualified bidder was selected. Phase 3 of the project
will consist of construction and equipping of the new Medical Clinic, which will likely occur in 2024.
The scope of the construction of the building is dependent an award of the additional funding needed
to fully complete the needed "tenant improvements for the facility. If the funding is not acquired for
these improvements, then an empty building will be constructed in 2024 with only a finished parking
area until the additional funding can be acquired.

construction phase is in progress and the majority of the funds have been secured through the Grant

County Strategic Infrastructure Program and Legislative Appropriations.
The new Medical Clinic may enable the medical professionals that occupy the existing Clinic, the
Coulee Medical Center,, Grant County Mental Health, and Coulee Chiropractic, to expand and bring in
a physical therapist, a podiatrist, monthly eye care, dental services, WIC, and well baby services.
It is anticipated that once the new Medical Clinic is operational, the number of patient visits will
increase considerably from over 200 appointments per month to over 300 appointments per month,
8. If your project receives a commitment for an SIP grant or loan, when will you need the funds?
If funded, construction of the new Medical Clinic tenant improvements could begin within one month
after funds become available.
9. Identify funds (General Fund, Utility Fund,, Property taxes, etc.) that are eligible to repay a SIP loan.
The Port's General Fund would be the source of repayment of an SIP loan. However, the Port is
showing its commitment to this project by providing $125N,000 of its own funds; therefore, the Port
would be unable to repay an SIP loan at this time,
10. In the context of the local government's overall annual budget, explain the need for SIP assistance. It
the applicant has reserve funds or budget reserves, please explain why these funds are not available for
the project.
As the Port seeks additional local, state, and federal funds to complete the new Medical Clinic, the
Port realizes that additional matching funds may be required in order to make this project attractive
to various funding agencies. The Port plans to use existing funds to provide the local matches for
these various funding agencies. As such, the PoWs reserve funds will not be available for funding the
new Medical Clinic.

To support the economic development goal of the Growth Management Act, the
Town of Coulee City will utilize the following goals and policies to guide
decisions that will foster and support economic development within the Town of
Coulee City.

GOAL ED 1: The Town of Coulee City will insure that there is infrastructure
in place to accommodate orderly growth during the planning period.

Policy ED,1.1: The Town will maintain the sewer system at a level of capacity at
which it will serve the existing needs and be prepared to serve additional users as
projected in the comprehensive plan. The Town will continue to pursue funding
mechanisms to expand the sewer system.
Policy ED 1.2: The Town will maintain a capital facilities improvement program
and a long range public facilities and services plan that will allow for the provision
of appropriate public facilities and services to commercial, industrial and
residential lands beyond the immediate planning period.
Policy ED 1.3: The Town will protect or acquire water rights and maintain the
ability to provide water to meet all projected residential, commercial and
industrial needs.
Policy ED 1.4: The Town will establish funding priorities for future infrastructure
projects to further economic development.
Policy ED IS: The Town will prioritize geociraphical areas for 'Infrastructure

expenditures and invest in public 'Infrastructure in a timely way that supports
economic development.

XIV Parks and.Recreation Element
The purpose of this element is to identify and designate existing open space
areas, determine future needs, develop a plan to meet those future needs and
define goals. In addition, policies and objectives are included to protect and
maintain planned open space areas. The Growth Management Act specifies that
the community encourage the retention of open space and development of
recreational opportunities, conserve fish and wildlife habitat, 'increase access to
natural resource lands and water, and develop parks.
Recent trends impart a new urgency to planning for open spaces, if residents are
to continue to enjoy their benefits in the future. Lands which have historically
functioneq as informal open space -the vacant lots next door- are being rapidly
developed. At the same time, changing lifestyles and the desire for increased
activities,. together with a growing retirement -age population, have placed
increased demands on existing parks, open spaces, and recreational lands.
To maximize the benefit of open space lands, the Town should seek a meaningful
system of open space. The system should consist of a complementary set of
parks and open spaces which, when considered together, meet the needs of a full
range of community interests. Emphasizing the importance of establishing an
open space system, the Coulee City Open Space and Recreation Plan places high
priority on protecting lands which can physically and functionally link other open

I am writing in support of the Port of Coulee City's request for funding for a new Medical Clinic and Library
Building within the Town of Coulee City. The existing clinic is undersized, over utilized, and very outdated. The new
Medical Clinic would resolve many challenges within the community by providing up-to-date medical services in-
cluding services for the elderly and low income which is prominent in the area; creating new jobs that are not related
to agriculture; and invest income back into the community. The current Library is in an outdated building that is not
ADA accessible and is owned privately so improvements have not been made nor will be made.
This project is a very unique as a whole as earlier this year I brought the idea to the Port District what if we could
combine our much needed projects instead of competing to get them funded. The question was then asked of Com-
merce who indeed give it their blessing. SIP Funds could help make this new idea a reality and possibly encourage
other smaller communities to think outside the box to provide services for their communities in new creative ways.
The Library side will not only continue to serve the area but encourage an increase of patrons and use as it will not
only be ADA accessible but will attract clients to the aesthetically pleasing layout.
The Port of Coulee Ciiy is dedicated to creating a dynamic and robust opportunity to invigorate the health of the
community and econony of Coulee City and outlying areas, through the construction of a new clinic. The new
proposed larger and better equipped medical clinic would work in conjunction with The Coulee Medical Center in
Grand Coulee and Grant County Mental Health to provide a hub and spoke system of care, including transitioning of
care, education, and direct referrals when needed. This will allow a patient diagnosed in Grand Coulee and other sur-
rounding areas to receive testing, checkups, and other medical needs in Coulee City The new Coulee City Medical
Clinic would continue serve the rural population of Coulee City and the surrounding area, an estimated 500 square
mile area and act as a lifeline for many of the elderly community members who call Grant County home,
The new medical clinic will be especially important for the elderly who are not as mobile and for everyone during
winter months when weather and darkness can cause accidents or delay travel. It would also benefit the agricultur-
al community with easy access to quick care during the busy season not to mention be a plus for the tourists who
frequent the area. Through the new medical clinic partnerships to expand services are available to include mental
health, physical therapy, podiatry, monthly eye care, specialty dental services, WIC, and well -baby services, chiro-
practic; all services that are greatly needed in the area. Because the current clinic is too small, understaffed, and out-
dated to support the areas' current needs it leads to long wait times and difficulty getting appointments, only adding
to the daunting prospect of seeking care. The new Coulee City Clinic will be more able to provide patients with the
medical care they need, when they need it.
The new Clinic and the Library will in turn attract new businesses and industries to the area, which in turn would
spur economic development and diversity within the Coulee City region.
I myself have a personal interest in seeing this new clinic built as I have lived here most of my life and have served
my community as a councilwoman and mayor since 2002. 1 have been an in-home care provider in our area for over
20 years and an up-to-date facility is a great need. I currently work in the current medical clinic as Maintenance and
Environmental Services Tech. The challenges of taking care of this outdated facility are dealt with monthly. It is a
World War It era building that needs so much work from updated electrical, plumbing, and flooring, to more exam
rooms and updated restrooms. It would serve the community better to not invest money into a building of this age
and instead start new.
I am also a loyal patron of the library which too needs so inuch work in its building that from flooring to ADA doors
and restroom.

The current medical clinic in Ovules City, located in a World War II era meeting hall, was originallysel up in* the 1970's
and is too small and understaffed to support the ama's current needs, As a res'uh, it is difficult to get timely appointments
for medical treatment and there art 41so long wait times,
which adds to the fairly daunting prospect of seeking care in this
rural area of Washington State.
The new proposed Medical Clinic would resolve these challenges and provide patients in the greater Coulee City area
With up-to-date inedical care and services when the need *

WHEREAS, the Growth Management Act (GMA) establishes procedures for the review and
amendment of Comprehensive Plans governing counties and cities planning under the Act;
and,
WHEREAS, the County has established a public participation program identifying
procedures whereby proposed amendments or revisions of the Comprehensive Plan are
considered by the governing body of the County no more frequently than once every year;
and,
WHEREAS, amendments to the Comprehensive Plan fall into several major categories or
types and different review application and review criteria apply to each. The kinds of
amendments identified herein may include:

GRANT COUNTY COMPREHENSIVE PLAN AMENDMENTS
2022 FINDINGS OF FACT
Section I — General Findings
1.1 Grant County has experienced and will continue to experience population growth and
accompanying development, resulting in competing demands for public facilities,
services and land uses, and is required to prepare and adopt amendments to the
Comprehensive Plan and land use regulations pursuant to the Growth Management
Act.
1.2 Growth Management requires that land be managed properly and wisely. Otherwise
meeting the demands of a rapidly growing county population is likely to cause urban
and suburban sprawl, commercial strip development, development at inappropriate
locations and densities, damage to environmentally sensitive areas, and the loss of
natural resource lands, rural character, open space, and critical areas. Also, this pattern
of development is likely to create demands for urban services and -utilities that are
insufficient to support their extension in a cost-effective manner.
1.3 The 2022 Comprehensive Plan amendment process responds to the environmental
concerns raised during the public hearing process, while protecting property owners
from unconstitutional takings and substantive due process violations.
1.4 RCW 36.70A.020 sets for a list of 13 goals "to guide the development and adoption
of comprehensive plans and development regulations." In the amendment public
hearing process, and these findings of fact, the Planning Commission and Board of
County Commissioners considered the 13 Growth Management Goals, weighed them
as they apply to the subject matter of these findings, and has attempted to achieve a
reasoned balance among them.
Section 2 - Public Participation

2.1 Petitions received by the Planning Department were reviewed by the Board of County
Commissioners, and the Board directed the Planning Department to proceed with
further review of the petitions and to prepare environmental documentation consistent
with the requirements of RCW 43.21 C and Grant County Code Chapter 24.04 (SEPA).
2.2 In accordance with Grant County Unified Development Code Chapter 25.12 --
Legislative Actions, the Planning Commission held public hearings on August 24 and
August 25, 2022, at which time testimony was taken from interested agencies,
organizations, and individual citizens, regarding the proposed amendments and zone
changes.

Attachment 2 —Project Budget
Engineering projects:
1. A traffic impact study in the amount of $11,300.00. This project is necessary for the City
of Soap Lake's engineers to evaluate the site plan for zoning approval. The low bid was
submitted by a local engineering firm, Western Pacific Engineering and Survey, Inc. from
Moses Lake, WA.
2. A Geo -Technical study in the amount $11,895.04. This study is necessary for site design,
foundation strength and location of underground utilities. A local firm from Wenatchee,
Nelson Geotech Associates, was selected as the most qualified. The fee proposal is believed
to fair and reasonable.
Outdoor Projects:
1. Asbestos Central LLC from Wenatchee, WA submitted the low bid for removal of old
incinerator and disposal of asbestos brick in the amount of $7,793.00 plus sales tax, for a
total of $8,448.00. The incinerator presents a hazard to the new emergency generator, has
not been used in District operations for decades, and should be removed and the asbestos
disposed of according to law. Brick inside the oven is believed to contain vermiculite
asbestos but it will be tested before disposal. This request is based on the low bid received
by a qualified asbestos abatement firm from Wenatchee, WA.
2. Install new sidewalk along the entrance road for improved safety for resident wheelchair
and pedestrian use in the amount of $75,000.00, including sales tax. This project is
necessary for site safety. It will allow greater resident and pedestrian use outside separate
from the existing driveway. The low bid was submitted by Scorpion Concrete Construction,
LLC of Moses Lake, WA.
3. PDK Construction LLC and Manovi Homes, LLC submitted the low bid to remove old
rock retaining wall that is falling down, bring in fill dirt, landscape the slope, bring in
additional sod and extend the underground sprinkler and add additional valve for
$52,000.00, including sales tax. This project will significantly improve curb appeal by
removing the unsightly rock wall, and useless gravel parking strip in the front of McKay.
Cost Overruns, Contract Development and Management.
A modest budget is included below for cost overruns, contract development and contract
administration due to the complexity of public contracting.

Re: SIP Grant for McKay Healthcare
Dear Members of the SIP Committee:
We are writing in support of the request by Public Hospital No.4 of Grant County (d/b/a McKay
Healthcare) (District) for additional funding to complete (3) projects outdoor projects will
modernize and improve the safe use of the facilities at McKay Healthcare. Additionally, they
request funding for two (2) engineering related projects that are essential to the overall plan for
development of existing and new facilities and services to meet community needs.
McKay's current facilities are outdated and need to be modernized to accommodate more single
rooms for privacy and infection control. This modernization effort may also include the development
of new facilities to accommodate existing and expanded services. McKay anticipates the new and
renovated facilities will provide as many as 20 full time temporary jobs during the initial construction
period. After that, McKay Healthcare anticipates as many as 10-15 new full time permanent jobs
could be created if the modernization plans for McKay can be completed. This project will also
support ongoing operations and retain the existing 48 employees at McKay Healthcare during
construction.
These new jobs would expand employment beyond agriculture by providing a range of healthcare
services for a growing senior population. Over the next several years, the total project cost will
reflect an investment in excess of $1,000,000 annually in the community.
The McKay Foundation with the support of the Columbia Basin Foundation has successfully raised
funds to complete many of the Phase I capital projects stated in McKay"s Facility Master Plan. These
new projects, facilities and services will attract new businesses and industries to the area, which in
turn will spur economic development and diversity within a part of Grant County that has been sadly
