MONDAY, NOVEMBER 6, 2023 The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance. 8:30 a.m. — 8:45 a.m. Central Services Weekly Update • He requested that the Prosecuting Attorney's Office not review the bidding processes, only contracts. There is a current policy written and department heads should be following the process. The BOCC will inform the Prosecuting Attorney that their office does not need to review bid processes, as there is a policy in place that shall be followed. • Review of consent agenda item • Lights outside the courthouse are repaired and Working. • Email from Elisia Dalluge re: Elections 8:45 a.m.-9:00 a.m. Development Services Weekly Update • Special Event License discussed. Could be placed under Title 5 in the Grant County Code, would need to schedule a public hearing. Route applications through their SmartGov program for comment. Once approved, they receive an "electronic approval" with the Conditions of Approval included. 9:00 a.m.-9:15 a.m. S Palacios, Juvenile Court Update • Incident at Juvenile Court and Youth Services last week involving staff. 9:30 a.m. —10:30 a.m. B Vasquez, Clerk of the Board Update • Pending Decisions Spreadsheet • Update on Reporting Structure —Kirk Eslinger discussed a BOCC staff meeting that was held 11/2/23 discussing changes to the supervisory structure. • Flexibility —Kirk Eslinger will work with the Clerk of the Board. • Public Records Request —Gorge Amphitheater: The Clerk requested the Board work with the Public Records Officers to get them text messages/notes. • Clear Risk Solution E-mail re: Situational Awareness —to present at today's Luncheon with EO/DH. The BOCC will be signing the final grant. • Standard Operating Procedures "SOPs" for EO/DH: onboarding/hiring processes, signatory authorities, how to fuel up a car. • Letter to Commerce —Request for her to sign on behalf of Grant County. • Board Training- Trauma Informed Care and Forensic Interviewing by Elisa Adolphsen (Required for CSAP Accreditation) 12:00 p.m. —1:00 p.m. Quarterly Elected Official/Department Head Luncheon • Topics discussed: New Jail Update and update to Safety Center App (Tom Gaines); and FMLA/PFML (Kirk Edinger) 12:00 p.m. —1:00 p.m. WSAC Virtual Assembly 1:00 p.m. — 2:00 p.m. Commissioners Round Table — Miscellaneous Discussion • Review of Consent Agenda Items o CC: BOCC Item 4 for MLIRD —1 or 2 positions open? Jerry clarified only 1 o DS: Central Services Item 7, fund from Fairgrounds Improvement Fund o RJ: LTAC Recommendations: Jim McKiernan recommended funding the Arts from Admissions Tax. • Commissioner District Updates o CC: Discussed the insurance increase proposed from Clear Risk - 4.8 million for 2024. Shane Heston will give some suggestions for increasing deductibles and other options. Wes Crago gave some talking points to bring to the LSC Meeting at the WSAC Conference next week. "Joint and Several Liability" affects all areas of county government, which contributed to the increase. Will be attending a "coordinated entry" training, invite Brittany 11/30 zoom • Sila Plant Moses Lake Tour and Reception: add to calendar and RSVP • RJ: Boys and Girls Club Thanksgiving Lunch/Dinner — asking if a staff member to attend. • Health District Budget Increase request: wish to increase to $168k., TB to increase to $56k., total increase by $49k. Discussed ensued about active cases vs. annual contributed amount. DS will discuss this at the 11/8/23 Health District Meeting. Page 3of9 Grant County Commissioners Minutes Week of November 6, 2023 2:00 p.m. — 3:30 p.m. K Eslinger, Human Resources Update The 4pm county structure meeting was moved to 2pm. Pursuant to RCW 42.30.110(1)(g) Commissioner Jones called an Executive Session to order at 2:01 p.m. to go until 3:00 p.m. regarding lob Applicant/Evaluation. In attendance were Commissioners Carter, Stone and Jones, Tom Gaines, Central Services Director, and Kirk Eslinger, Human Resources Director. The session was continued to 3:15 p.m. (minus Tom Gaines). Commissioner Jones closed the session at 3:15 p.m. 3:30 p.m. — 4:00 p.m. District Court Update • Courtroom 209 virtual hearings are now setup. • Issue with sinks and bathrooms in their administrative office. • County policies online: if they have concerns, bring suggested corrections to HR and BOCC. 4:00 p.m. — 5:00 p.m. K Eslinger and T Gaines, County Structure Meeting (Rescheduled to 2:00 P.M.) MISCELLANEOUS ITEMS The Chair of the Board was authorized to sign the Carlile Residential Development, Inc. (Oasis Major Plat) File # P 23-0189 (preliminary P 20-0160) Final Plat Submission and Review. The Commissioners approved and signed the Public Works County Payroll Salary Fund for their November 3, 2023 payroll. TUESDAY, NOVEMBER 7, 2023 The session was continued to 8:30 a.m. with all Commissioners in attendance. 8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update • PCO's for the Republican Party were discussed. The Attorney General stated there is no legal obligation to swear them in. The State Republican Party will not be stepping in; this should be resolved at the county level. Tom Gaines, Central Services Director, gave a Page Turning Meeting for the New Jail and discuss the size and space for the project. Dave Bren stated the county understands the petition but recommends signs that collect data before moving forward with any permanent reduced speed. Dave Bren will share with Mr. Yamamoto his staff report with his recommendations. A motion was made by Commissioner Stone, seconded by Commissioner Carter, to approve the consent agenda as presented. Commissioner Carter voted to abstain from item 6 in its entirety.
