MONDAY, OCTOBER 30, 2023 The Grant County Commissioners session began at 8:30 a.m. with Commissioners Jones and Carter in attendance. Commissioner Stone was out and excused. 8:30 a.m. — 8:45 a.m. Central Services Weekly Update • Update on the Ephrata Family Dentistry Building • Update on the New Jail • Superior Court /Clerk's Office —staffing/seating issues. 8:45 a.m. — 9:00 a.m. Development Services Weekly Update • Fire this weekend. • Update on the retaining wall issue • Planned Growth Committee has been established amongst some cities and Jim Anderson -Cook invites Commissioner Jones to attend those meetings. 9:30 a.m. —10:30 a.m. B Vasquez, Clerk of the Board Update • Pending Decisions Spreadsheet • November calendar availability — it is full and the Board may have to open up a Wednesday. 10:30 a.m. —11:30 a.m. Budget and Finance Update AND Finance Committee Meeting In attendance: Emili Wash, Darryl Pheasant, and Carrie Heston. Grant County budgets were discussed. 11:30 a.m. —12:00 p.m. Law and Justice — New Jail 117 Fund Stakeholder Meeting In attendance: Darryl Pheasant, Kim Allen, Emili Wash, Joe Kriete, Brett Hill, and Judge Gwinn. • Childcare at Grant County (Darryl Pheasant) was discussed and the struggles that employees face. Potentially work with Bureau and PUD. • New Jail funding was discussed. • Commissioner Carter moved to direct the County Treasurer to invest the interest funds on #117 to collect interest, and not go to current expense. Commissioner Jones seconded and the motion was passed by the Stakeholders. The Clerk of the Board will draft the resolution. They said no.... Tom Gaines stated copiers need to be vetted through Technology Services as they are on the QUAD. o BOCC Item 3: Commissioner Carter would like to hold this item to review more applicants, if received. o Facilities and Maintenance Item 7: Limble Contract — Barbara Duerbeck request this item be removed for her to review the terms and condition due to vacation schedules no one is available to do this. Tom Gaines went through the process for software purchases and bid processes do not usually apply. He and Kevin Schmidt interviewed potential vendors and reiterated there is no business process for software. • Commissioner District Updates o District 3 CC: mentioned weapon screening. • Commissioner Carter stated she sent Commissioners Jones and Stone a revised Komaki email regarding the exchange. • Chief Deputy Beau Lamens discussed ILA's that will be sent by the City to the County re: Task Force. • Jim McKiernan discussed an email he sent to the BOCC relating to the proposed site for an Animal Shelter. Commissioner Stone was out and excused. 8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update Special events ordinance, what does the BOCC want to see? Legal review of contracts: is there a dollar limit that needs legal review? Kevin McCrae stated this is a BOCC decision. Software is a "service" which is part of a contract. Update policy? PAO will review and come back to the BOCC. Renewals may not necessarily need review. Barbara Vasquez discussed the new Consent Agenda form and the intent is to be as helpful as possible. 10:00 a.m. —10:30 a.m. B Hill, Public Defense Update The Board decided to bypass the Public Defense Update and do the Performance Review scheduled for 10:30 a.m. Pursuant to RCW 42.30.110(1)(8) Commissioner Jones called an Executive Session to order at 10:08 a.m. to go until 10:18 a.m. regarding Job Applicant/Evaluation. In attendance were Commissioners Carter and Jones, and Brett Hill, Public Defense Director. Barbara Walters, Executive Director, gave an overview of the NCW Libraries stating Grant County has the most libraries in the state with 10. She would like to see the Moses Lake Library as the "hub" of the area. In 2023 they set a levy rate to be able to hire more librarians. Focus: Meeting community needs and online resources. They continue to find strategic partnerships (schools, local businesses). 1:00 p.m. — 2:00 p.m. C Carter, Grant County Suicide Prevention Taskforce Meeting 1:00 p.m. — 2:00 p.m. S Castro, Public Works Update Request to purchase Public Works vehicle: This needs to be ordered ASAP to get in the que. • Call for Bids 2023 Crushing and Stockpiling (Dave) • Reimbursable work for Adams County, Bridge Supervisor to attend to answer questions (Dave Bren and Tim Massey): Tim discussed Bridge 202 that is still closed. They are still in need of girders. • Their LTAC request is being reviewed by the Prosecuting Attorney's Office. 2:00 p.m. — 3:00 p.m. • Call to order Commissioner's Meeting • Open Forum for Citizen Input (3 minutes per person, 15 -minute time limit) None • Approval of Agenda A motion was made by Commissioner Carter, seconded by Commissioner Jones, to approve the agenda as presented. The motion passed with 2 Commissioners in attendance. • Correspondence (i.e. Emails that have come in that need response, letters of support etc.) o CC reached out to Megan Diamond and the NAMI services. Meeting scheduled for 12/4/23 at 10:30 a.m. • Commissioners Roundtable — Miscellaneous Discussion o Tom Gaines asked the for the BOCC to discuss the procurement policy process with the Prosecuting Attorney's Office. They are now reviewing contracts and the bidding process that is included in some contracts. It is currently impacting Central Services/Technology Services/Facilities and Maintenance. CC asked Jerome Wawers if the PAO reviewed previous bidding processes? Jerome said no, only contracts. Hold item 7 until 11/7/23 for Prosecuting Attorney review. o Hold item 3 until 11/29/23 for other applicants to apply. o Commissioner Carter: Shane Heston called stating the county liability insurance is going to increase by 52.5%. o CC: shared an email with DS and RJ regarding the Komaki student exchange information Page 5 of 8 Grant County Commissioners Minutes Week of October 30, 2023 o Tom Gaines shared an email received from Joe Kunkle with Samaritan Hospital relating to the new county morgue. o CC discussed a discussion with Renew about expanding their office in Moses Lake (up or out). Consent Agenda — (Items 1 through 18) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Carter, seconded by Commissioner Jones, to approve items 1, 2, 4-7, and 8 —18, holding items 3 and 7. The motion passed with 2 Commissioners in attendance. AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing, and made available to the Board. (in the amount of $1,,204,943.24) COMMISSIONER'S OFFICE 2. Approval of Commissioners October 16, 2023 Minutes. 3. Appointment letter for Connor Stakelin to the Grant County Board of Equalization, representing District 3, for a 3 -year term beginning November 1, 2023, October 31, 2026. (This item is being held to received more applications, until 11/28/23) 4. Amendment A to Washington State Department of Commerce Federal Interagency Agreement with Grant County Emergency Housing Fund (EHF) Grant No. 24-4619D-106 to update the budget, which totals $1,154,338.00. DISTRICT COURT 5. Request to purchase a Sharp BP -70M45 copier/printer from Kelley Connect in the amount of $6,370.60 utilizing fund 001-102. FACILITIES AND MAINTENANCE 6. Contract with Basin Refrigeration and Heating in the amount of $10,382.55 to replace the Package Unit at the Moses Lake Office of the Grant County Health District (FM2308). This is an approved capital budget expense. 7. Contract with Limble CMMS and request to purchase computerized maintenance software for the amount of $15,349.44 per year (incl. tax). This is an approved budgeted item. (This item was held until 11/7/23) FAIRGROUNDS 8. Out-of-state travel request for Jim McKiernan to attend the Equestrian Center Manager Certification Training in Fort Worth, TX., January 4-11, 2024. The total cost of travel is $3,516.40. PHRI IC" WORKS 10. Request to the County Road Department for reimbursable work with Adams County Public Works for removal of an Adams County Bridge located immediately South of the intersection of Rayburn Road and Cunningham Road. Retention of salvaged materials shall constitute payment in full and to be completed by February 2024. 11. Authorization to Call for Bids on the 2023 Crushing and Stockpiling project. Bid opening will be November 28, 2023 at 1:00 p.m. at Public Works. 12. Request to purchase a 3/ ton vehicle for Public Works to replace vehicle 0101 which is schedule for replacement in 2024. (In the amount of $58,000) RENEW 13. Out-of-state travel request for Dale Weaver to attend the American Society of Addiction Medicine (ASAM) conference in Dallas, TX., April 4-7, 2024. Total cost of travel is $3.,055.00 and will be funded from 108.150. 14. Amendment #21 to The Carelon (Beacon) Facility Agreement with Carelon Behavioral Health Administrative Services Organization. The amendment is effective July 1, 2023, and amends multiple sections of the agreement. 15. Request to purchase a reception counter for their Ephrata Office, from Kelley Connect in the amount of $6,,482.32 using fund 108.150. 16. Request authorization for Dell Anderson, Executive Director, to sign a Subcontractor Memorandum of Understanding with En Route Coaching and Training Services for Washington State Health Care Authority (HCA) to support youth with intellectual disabilities/developmental disabilities. Term is December 1, 2023 — June 30, 2024 for a maximum amount of $70,.000.00. SHERIFF'S OFFICE 17. Request to surplus K9 Hawk to Corporal De La Rosa and K9 Edo to Deputy Voss due to current age, years of service, and potential for medical issues. Upon approval, Release of Indemnity Agreement In Exchange for Transfer of Police Service Dog will be signed. TECHNOLOGY SERVICES 18. A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the public comment portion of the hearing. The motion passed with two Commissioners in attendance.
