HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of July 22,1991 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Don Goodwin. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners approved the minutes of the preceding session as written. The Commissioners approved the appointment of Earl Hubsmith, Mary Ellen Breeden, Jean Kelley, Gary Ribail, Sandy Larson, Smokey Kisler, Lee Graham, Alice Hyer, 011ie Click and Jim Fields as members of the Grant County Fair Board of Directors. The Commissioners approved the salary of Sheila R. Poe of the Prosecuting Attorney's Department at $1308.60 per month. The Commissioners approved the salary of Elizabeth Mayala of the Prosecuting Attorney's Department at $10.00 per hour on a temporary part-time basis effective June 25,1991. The Commissioners received notice that Rebecca Kenton -Duncan of the Dispatch Center was resigning effective July 12,1991. The Commissioners received a summons and complaint from American Telephone and Telegraph and AT&T Communications. The matter was referred to the Prosecuting Attorney's Department for handling. Commissioner Winzier was authorized to sign an agreement with VTR Productions, Inc. for the making of a video for the Grant County Tourism Commission. Chairman Goodwin was authorized to sign the Special Occasion Liquor License disapproval of Michael McHaneys for 1991 Moses Lake High School Class of 1981 reunion at the Grant County Fairgrounds. The Commissioners were notified by Royal City that Leslie Fanning was Royal City's Appointment to the Grant County CPN Committee. A petition was submitted regarding the appointment of Glenn Chamberlain & Terry Cummings to the Committee. A motion was made by Commissioner Fancher and seconded by Commissioner Winzler that Resolution Number 91-91-CCAns the matter of the appointment of Robert Schrom, Bill Lefler, Terry Cummings, and Glenn Chamberlain to the local negotiating committee for the State CPN process on the Rabanco Dangerous Waste Site be passed. The motion carried. The Commissioners received a fully executed copy of Contract Number 2490- 84548 with the Department of Social and Health Services for providing services to clients of the Division of Developmental Disabilities. Chairman Goodwin was authorized to sign the order for the re -sale of Tax Title Property requested by Lynn I. Jacobs in Marlin, WA. The Commissioners were notified that Robert Castrodale submitted his resignation from the North Central Regional Library Board. A motion was made by Commissioner Fancher and seconded by Commissioner Winzler that Resolution Number 91 -92 -CC in the matter of initiating a county road project designated as CRP No. 91-21 on 18.8 NE be passed. The motion carried. The Commissioners met with various Elected Officials, Department Heads and others regarding matters of mutual concern. As there was no further business the session was continued until July 23,1991. July 23,1991 The session was continued at 8:00 a.m. with Commissioner Winzler and Commissioner Fancher in attendance with the Clerk of the Board. The Commissioners were notified that Lucy Wolford of the Prosecuting Attorney's Department was retiring effective July 31,1991 and they approved her request of an exception to the 25 day vacation pay rule to allow her to be paid for 12 extra days due to the workload in the office. The Commissioners sent a letter to the Department of Ecology regarding the new clean air legislation and its impact on Grant County. As of this date the Board by a majority vote does approve for payment those vouchers included int he list filed in the Auditors office in the amount of $238,847.52. The Commissioners signed the Public Works Payroll Journal in the total amount of $183,286.81. As there was no further business the session was adjourned until July 29,1991.
