Week of July 1,1991
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Don Goodwin. All of the Commissioners were in attendance with the Clerk of
the Board.
The Commissioners approved the minutes of the preceding session as written.
The Commissioners approved the salary of Larry O. Sanchez of the Sheriff
Department at $1573.60 per month effective June 28,1991.
The Commissioners approved the salary increase of Kathy Pennington of the
Sheriff Department to $1500 per month effective July 1,1991.
The Commissioners approved the request by the Grant County Fair for the release
of $27,650 in admission tax funds into the Fair budget.
Chairman Goodwin was authorized to sign the Notice of Separation or Work
Interruption of Joanne Bracht of the Prosecutors Office.
The Commissioners sent a letter to Sid Morrison regarding the support of the
Payments -In -Lieu -of -Taxes Program.
The Commissioners approved the request by the Superior Court for the purchase
of a Notebook computer.
The Commissioners signed a Municipal Services Agreement with Grant County
Economic Development Council.
The Commissioners received a signed copy of Amendment No. 1 for the Citizen
Proponent/ Negotiation Contract No. C0091094 with the Department of Ecology.
The Commissioners notified the Columbia Basin Herald that they were the low
bidder for Legal Notices for the July 1,1991 through June 30,1992 year.
Chairman Goodwin was authorized to sign Amendment No. 2 of the Interagency
Agreement between NCW Regional Support Network and Grant County.
The Commissioners received a Loss Control Survey from the Hartford Insurance
Company.
The Commissioners received a summons and complaint from Pacificorp. The
matter was referred to the Prosecuting Attorney for handling.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed int he Auditors Office 7/1/91 in the total amount of
$123,319.30.
The Commissioners signed the Public Works Vouchers approval list #6-1 through
6-2 in the total amount of $17.22.
The Commissioners signed the Public Works Payroll Journal in the amount of
$225.28.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 6/28/91 in the total amount of
$103,503.42.
The Commissioners signed the warrants list for June #44665 through 45063.
The Commissioners received signed contract amendments on the following
contracts with Department of Social and Health Services:
1. Contract Number 2460-38507(8)
2. Contract Number 2460-54022(8)
3. Contract Number 2410-52054(5)
As there was no further business the session was continued until July 2,1991.
July 2,1991
The session was continued at 8:00 a.m. with Commissioner Fancher and
Commissioner Winzler in attendance with the Clerk of the Board.
. The Commissioners met with the Public Works Department regarding UAB -Project
Agreement/ Frey/8th Ave. /4th Ave.), Auction Services Contract, Cost -Share Request, Sale
of Property, SWAG.
The Commissioners signed an Auction Services Contract with Northwest Auction
Company.
The Commissioners received a signed copy of a Contract Agreement with B & V
Waste Science and Technology Corp. for engineering services to be performed on the
1-90 Landfill.
The Commissioners signed a Project Agreement for Construction Proposal with
the Transportation Improvement Board.
The Commissioners received notification that the Grant County Planning
Department had been asked to be lead agency for the regional Local Hazardous Waste
Management Plan for Grant, Adams and Lincoln Counties.
The Commissioners received a signed copy of Contract Number 1440-
83455(Alcohol & Drug Treatment Service) with Department of Social and Health Services.
A motion was made by Commissioner Fancher and seconded by Commissioner
Winzler that Resolution Number 91.88 -CC setting a Public Hearing on a proposed
emergency appropriation in the Sheriff Department #114, Current Expense Fund #001
in the amount of $27,500 be passed. The motion carried. Public Hearing will be held
July 16,1991 at 1:30 p.m.
A Public Hearing was held and a motion was made by Commissioner Winzler and
seconded by Commissioner Fancher that Resolution Number 91 -89 -CC authorizing an
appropriation and expenditure of funds in the County Fair Fund #116, Department #158
in the amount of $9,000 be passed. The motion carried.
The Commissioners met with various Elected Officials, Department Heads, and
others regarding matters of mutual concern.
As there was no further business the session was adjourned until July 8,1991.
