Week of June 24,1991
The Grant County Commissioners session was called to order by Chairman Don
Goodwin. All of the Commissioners were in attendance with the Clerk of the Board.
The Commissioners approved the minutes of the preceding session as written.
The Commissioners approved the request by Superior Court for the purchase of
a typewriter in the amount of $366.00.
The Commissioners approved the salary of Marian Franck of the Prosecuting
Attorney's Office effective June 1,1991 at $1,820 per month.
The Commissioners approved the request by the Grant County Assessor for the
purchase of a film & microfiche reader printer and computer program changes in the
total amount of $10,000 from capital outlay.
Chairman Goodwin was authorized to sign the Determination of Non -significance
for the location of a small fenced area to house a small shelter and pole or tower for
mounting antennas by Cellular One.
The Commissioners notified the following that they should make an appointment
to the State CPN Committee on the Rabanco Dangerous Waste Site: Yakima County,
Town of George, Town of Mattawa, City of Royal City, Kittitas County, and the Yakima
Indians.
The Commissioners held a bid opening for County Printing. It was determined
that the Moses Lake Daily Herald had the low bid and a motion was made by
Commissioner Winzler and seconded by Commissioner Fancher that the bid be awarded
the Daily Herald beginning July 1,1991 at the amount of $4.10 per column inch.
The Commissioners met with various Elected Officials and Department Heads
regarding matters of mutual concern.
As there was no further business the session was continued until June 25,1991.
June 25,1991
The session was continued at 8:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with the Public Works Department regarding material
removal license -John Brissey, Bridge Inspection Agreement, Franchise Application -
Carnation (Nestle USA), George --Community Fun Run, 10:30 Public Hearing -Six Year
Transportation Improvement Program.
The Commissioners approved the Public Works recommendation and awarded
the bid for the Frey Road and 8th Ave. Project to Basin Paving in the amount of
$382,126.76.
The Commissioners received an application for Franchise from Nestle
USA(Carnation). Public Hearing will be held July 16,1991 at 10:30 A.M..
The Commissioners signed a license to remove material for John Brissey.
The Commissioners received a Notice of Claim by Yardley Drilling Company,lnc.
against Dellinger Enterprises, Inc. The matter was referred to the Prosecuting Attorney
for handling.
The Commissioners approved the starting salary of Pamela Marie Dove of the
Communications Department at $1276 per month.
The Commissioners signed an interlocal agreement to create an interagency
narcotics enforcement team with the City of Moses lake, Ephrata and Quincy.
The Commissioners signed an agreement with the Department of Natural
Resources regarding the Beverly Dunes Off -Road Vehicle Area.
The Commissioners signed the Public Works Payroll Journal for the month of June
in the total amount of $185,945.77.
The Commissioners signed the Public Works Voucher approval list #6-1 through
6-2 in the total amount of $14,224.36.
The Commissioners sent a letter to the Department of Social and Health Services
notifying them of Grant County's intent to participate in the Consolidated Juvenile
Services Program.
The Commissioners held a Public Hearing on the six year transportation program.
A motion was made by Commissioner Fancher, seconded by Commissioner Winzler that
Resolution Number 91 -80 -CC accepting the Six Year Transportation Program as
presented. The motion carried. Commissioner Goodwin abstained from the vote.
A motion was made by Commissioner Winzler and seconded by Commissioner
Fancher that Resolution Number 91.81 -CC placing a moratorium on building permits for
the building of additions to recreational vehicles, or on recreation vehicle lots until
October 1,1991 or such time as the pending ordinance is approved be passed. The
motion carried.
A motion was made by Commissioner Fancher and seconded by Commissioner
Winzler that Resolution Number 91.82 -CC relating to the facts requiring an appropriation
and expenditure of fund for the Alcohol/ Drug Abuse Fund in the amount of $6,500 be
passed. The motion carried. Public Hearing will be held July 16,1991 at 1:30 p.m.
A Public Meeting was held regarding the request for a zone change from
Agriculture to S-2 Suburban by Gary Morgan and a motion was made by Commissioner
Fancher and seconded by Commissioner Winzler that Resolution Number 91.83 -CC
upholding the Planning Commission recommendation for approval be passed. The
motion carried.
A Public Meeting was held regarding the request for a zone change from
Agriculture to S-1" Suburban by Carroll J Sands. After hearing a great deal of public
comment, most of which was against the proposed zone change a motion was made
by Commissioner Fancher, seconded by Commissioner Winzler to uphold the Planning
Commission denial of the request based on the following findings of fact:
1. There are concerns over the availability of water.
2. There are concerns with regards to the effluent running down slope
possibly polluting wells below.
3. Lack of legal access to the property is a problem that needs to be
addressed.
4. Introduction of a significant number of people in a predominantly
agricultural area would be a mistake.
The motion carried.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 6/24/91 in the total amount of
$215,582.78.
A motion was made by Commissioner Winzler and seconded by Commissioner
Fancher that Resolution Number 91 -84 -CC designating Declan Smith as a Mental Health
Professional be passed. The motion carried.
A motion was made by Commissioner Winzler and seconded by Commissioner
Fancher that Resolution Number 91 -85 -CC relating to the establishment in the Sheriff
Department of an Employee Position to be named Transcriptionist/ Record Clerk be
passed. The motion carried.
A motion was made by Commissioner Winzler and seconded by Commissioner
Fancher that Resolution Number 91 -86 -CC relating to the establishment in the Juvenile
Department of an Employee Position to be named Security Maintenance be passed. The
motion carried.
A motion was made by Commissioner Winzler and seconded by Commissioner
Fancher that Resolution Number 91 -87 -CC relating to the establishment in the
Corrections Department of an Employee Position to be named Cook be passed. The
motion carried.
As there was no further business the session was adjourned until July 1,1991.
