Week of June 17,1991
The Grant County Commissioners session was called to order by Chairman Don
Goodwin. Commissioner Winzler was in attendance with the Clerk of the Board.
Commissioner Fancher was out of town.
The Commissioners approved the minutes of the preceding session as written.
The Commissioners appointed Jim Fields and Lee Graham to positions on the
Grant County Fair Board.
Chairman Goodwin was authorized to sign the Notice of Separation or Work
Interruption of Marjorie A. Lehman of the Grant County Health District effective June
28,1991.
The Commissioners were notified by the Grant County Auditor that Grant County
Weed District #1, Grant County Weed District #3, Grant County Park and Recreation
District #1 and Crescent Bar Sewer District have failed to file annual statements with the
Auditor's Office for three consecutive years. The Auditor also reported that Crescent Bar
Sewer District should be considered inactive and therefore dissolved.
Chairman Goodwin was authorized to sign the request for approval of Grant
County's second quarter payment of $31,000 to the Grant County Health District.
The Commissioners approved the salary increase of Jolene Hines of the Grant
County Alcohol and Drug Center to $1440 effective June 1,1991.
The Commissioners approved the salary increase of Matt Horn of the Courthouse
Facilities Department to 90% of the Maintenance I salary effective May 1,1991.
The Commissioners approved the salary increase of Eli A. Garcia of the Juvenile
Department to $1834 per month effective June 1,1991.
The Commissioners approved the request by the Sheriff's Department that the
Chief Deputy position in charge of the jail facility be placed at the same pay level as the
Chief Deputy position in charge of the field.
The Commissioners approved the salary of Kerri Milbrandt of the Sheriff
Department at $1500 per month.
The Commissioners met with the Teamsters Union regarding grievances filed by
Mary Collins of the Public Works Department and Joanne Bracht of the Prosecuting
Attorney's Office.
The Commissioners met with various Elected Officials, Department Heads and
others regarding matters of mutual concern.
The Commissioners took action to place a moratorium on approval of building
permits for building on recreational vehicle property until October 1,1991 or such time as
approval of the pending ordinance.
As there was no further business the session was continued until June 18,1991.
June 18,1991
The session was continued at 9:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director, Mike Murray regarding
10:00 a.m. bid opening(Frey Road and 8th Ave.), DOE Grant -Household Hazardous
Waste, Six(6) Year Program -Pre -view, Vehicle -Juvenile Department.
A bid opening was held at 10:00 a.m. and a motion was made by Commissioner
Winzler and seconded by Commissioner Fancher that the bids be referred to the Public
Works Department for their recommendations. The motion carried.
As of this date the Board by a majority votes does approve for payment those
vouchers included in the list filed in the Auditors Office 6/17/91 in the total amount of
$88,684.27.
After review and revision Commissioner Fancher and Commissioner Winzler
signed the Findings of Fact and Conclusions of Law regarding the termination of Jerome
Hanson as a member of the Grant County Planning Commission.
A motion was made by Commissioner Winzler and seconded by Commissioner
Fancher that Resolution Number 91 -78 -CC regarding the 1991 PILT payment from the
Department of Game distribution be passed. The motion carried.
A motion was made by Commissioner Winzler and seconded by Commissioner
Fancher that Resolution Number 91 -79 -CC regarding the PUD Privilege Tax be passed.
The motion carried.
The Commissioners met with various Elected Officials, Department Heads and
others regarding matters of mutual concern.
As there was no further business the session was adjourned until June 24,1991.
