RE: Sale of Tax Title parcel through Private Negotiation 06-1065-000 and 06-1122-000
I received Tax Title applications for an offer to purchase parcels 06-1065-000 and 06-1122-000 for
$1,500.00 each. Parcels 06-1065-000 and 06-1122-000 were in last year's Foreclosure Sale where the
starting bid for each was 2,lll.O3but did not get bid on. The applicant isnot anadjacent property
owner for either. Asallowed under R[VV86.35.l5O(l)(d),|would like tVdispose ofParcel O8-IO85'OUO
and 06-1122-00 per (1)(d) where no acceptable bids were received at the attempted auction that was
held less than ayear ago. | would like sell these two parcels for $3,O0].00plus the cost ofdeed, affidavit
fees and recording fees and with this offer through private negotiation instead of going through the
public auction process to get these parcels back on the tax rolls. Please approve our ability to dispose
these parcels by private negotiations as allowed by |avv get these back on our tax rolls.

negotiation or advertising and sale of same.
Enclosed herewith find. Three Hundred Dollars ($300.00) for deposit, which shall be forfeited to the
County as liquidated damage if there should be no bid for the above described property on day of sale for
a public auction.
For public auctions, if applicant should be the highest bidder on day of sale the above deposit to be
applied on purchase price and expense of potential advertising, deed or contract, and recording expenses.
If the parcel(s) are sold by public auction, the highest bidder on day of sale should be someone other
than the applicant, the purchaser is required to pay the above described expense in addition to his or her
bid, and the three hundred dollar deposit shall be refunded by the County Treasurer to the applicant.

RE: Resolution Ordering Sale
of Tax Title Property
06-1065-000
BACKGROUND
A. RCW 36.35.120 allows the County to sell real property acquired by tax foreclosure when it is
found to be in the best interest of the County.
B. RCW 36.35.120 requires the County to establish the minimum price for each unit of tax title
property and to determine- whether the sale will be for cash or whether a contract will be
allowed.
C. RCW 36.35.150 allows the County to sell tax title property by direct negotiations, without a
call for bids, under certain circumstances. Direct sale for a price not less than the principal
amount of the unpaid taxes is authorized when no acceptable bids were received at the
attempted public auction of the property for any of the following cases (a) when the sale is to
any governmental agency and for public purposes; (b) when the county legislative authority
determines that it is not practical to build on the property due to the physical characteristics of
the property or legal restrictions on construction activities on the property; (c) when the
property has an assessed value of less than five hundred dollars and the property is sold to an
adjoining landowner; or (d) when no acceptable bids were received at the attempted public
auction of the property, if the sale is made within twelve months from the date of the
attempted public auction,
D. Parcel 06-1065-000 was acquired through a tax foreclosure auction held on November 16,
2022.
E. The County Treasurer has informed the Board of County Commissioners that there were no
bids for the property identified as Parcel 06-1065-000 at the tax foreclosure sale held on
November 16, 2022.
F. An Application for Re -Sale of Tax Title Property and an email request has been received by
the County Treasurer from Eloisa Butler.
G. Parcel 06-1065-000 is being sold "as is" "buyer beware" with no warranties by the County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Grant
County, Washington, as follows:
1. The Board finds it is in the best interest of the County to sell the following real property:
Parcel 01-1065 -000 located in Grant County, and further described in attached Exhibit A.

2. The Grant County Treasurer is authorized to sell Parcel 06-1065-000 by direct negotiation
to Eloisa Butler for a minimum price of $1,500.00 plus costs per RCW 36.35.150 (1)(b)
referenced and highlighted in the previous page.
