Week of April 15,1991
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Don Goodwin. All of the Commissioners were in attendance with the Clerk of
the Board.
The Commissioners approved the minutes of the preceding session as written.
Chairman Goodwin was authorized to sign the following Notices of Separation or
Work Interruption:
Reynaldo L. Rodrigues of the Grant County Fair
Noreen Jackson of District Court
Junene Bohnet of the Communications Department
Rose Clark of the Prosecutors Office
Kirsten Jenicek of the Prosecutors Office
The Commissioners approved the salary increase of Marilyn Foltz of the
Prosecutors Office to $1614 effective April 1,1991.
The Commissioners approved out of state travel for Sam Lorenz and Tina Lambert
to attend fixed nuclear facility planning training in the Dalles, Oregon.
The Commissioners approved the salary of Jerry Bonneau of the Juvenile
Department as a CJS Intensive Outpatient Counselor at a salary of $1,467.20 per month
effective April 8,1991.
The Commissioners approved the starting salary of Ronald Renken of the Sheriff
Department at $1770.30 per month effective April 24,1991.
The Commissioners approved the increase in salary of Marian Franck to 90% of
a Legal Secretary IV on an hourly basis effective April 1,1991.
The Commissioners approved the salary increase of Jeri Hinen of the Prosecutors
Office to $1820 per month effective April 1,1991.
The Commissioners approved the salary increase of Shirley Johnson of the Sheriff
Department to $7.00 per hour.
The Commissioners approved the purchase of a Public Address. System in the
Commissioners Hearing Room.
The Commissioners met with various Elected Officials, Department Heads, and
others regarding matters of mutual concern.
As there was no further business the session was continued until April 16,1991.
April 16,1991
The session was continued at 8:00 a.m. with all of the Commissioners in
attendance with the Clerk of the Board.
The Commissioners met with the Prosecuting Attorney regarding matters of mutual
concern.
The Commissioners met with the Public Works Director regarding Personnel Truck
Drivers, R/R Agreement -'N' NE, Ephrata Landfill-WSDOE Amendment No. 1, Public
Works Trust Fund, 10:30 a.m. B & V Waste Science and Tech regarding Ephrata Landfill
Monitoring.
Chairman Goodwin was authorized to sign an Interlocal Cooperation Agreement
regarding Railroad Crossing Improvements between the City of Yakima and Grant County
regarding the railroad -highway grade crossing located at 'N" Northeast Road.
A Public Hearing was held and a motion was made by Commissioner Fancher and
seconded by Commissioner Winzler that Resolution Number 91.42 -CC authorizing an
appropriation and expenditure of funds for the Current Expense Fund, Sheriff Department
#114 in the amount of $56,310 be passed. The motion carried.
A Public Hearing was held and a motion was made by Commissioner Fancher and
seconded by Commissioner Winzler that Resolution Number 91 -43 -CC authorizing an
appropriation and expenditure of funds for the County Fair Fund #116, Department #158
in the amount of $15,000 be passed. The motion carried.
A Public Hearing was held and a motion was made by Commissioner Winzler and
seconded by Commissioner Fancher that Resolution Number 91 -44 -CC authorizing an
appropriation and expenditure of funds for the Current Expense Fund, Museum
Department #119 in the amount of $1,746 be passed. The motion carried.
A Public Hearing was held and a motion was made by Commissioner Fancher and
seconded by Commissioner Winzler that Resolution Number 91 -45 -CC authorizing an
appropriation and expenditure of funds for the Current Expense Fund, Operating
Transfers -Out Department- X142 in the amount of $15,000 be passed. The motion
carried.
A Public Hearing was held and a motion was made by Commissioner Fancher and
seconded by Commissioner Winzler that Resolution Number 91 -46 -CC authorizing an
appropriation and expenditure of funds for the Law and Justice Fund #121, Department
#163 in the amount of $134,950 be passed. The motion carried.
A motion was made by Commissioner Winzler and seconded by Commissioner
Fancher that Resolution Number 91 -47 -CC relating to the establishment in the Sheriff
Department #114 of an employee position to be named Deputy Sheriff be passed. The
motion carried.
A motion was made by Commissioner Winzler and seconded by Commissioner
Fancher that Resolution Number 91 -48 -CC relating to the establishment in the Sheriff
Department # 114 of an employee position to be named Deputy Sheriff be passed. The
motion carried.
A motion was made by Commissioner Fancher and seconded by Commissioner
Winzler that Resolution Number 91 -49 -CC relating to the establishment in the
Communications Department #124 of an employee position to be named Dispatcher be
passed. The motion carried.
A motion was made by Commissioner Winzler and seconded by Commissioner
Fancher that Resolution Number 91 -50 -CC relating to the establishment in the Clerks
Department #105 of an employee position to be named Deputy Clerk I be passed. The
motion carried.
As of this date the Board by a majority votes does approve for payment those
vouchers included in the list filed in the Auditors Office 4/15/91 in the total amount of
$293,800.58.
The Commissioners met with various Elected Officials, Department Heads and
others regarding matters of mutual concern.
As there was no further business to come before the Board the meeting was
adjourned until April 22,1991.
