GRANT COUNTY, WASHINGTON
Designating April 14 -20th,
1991 as "Drug—Free Grant
County Week."
Grant County will be joining
the State of Washington this
week as "Drug-free Washington,
Week."
RESOLUTION NUMBER 91 -33 -CC
WHEREAS, a recent Gallup Poll indicated that one out of every three
families in the United States is directly impacted by the disease of
alcoholism; and
WHEREAS, one out of every two Washington citizens will be involved
in an alcoholism -related auto crash in his or her lifetime; and
WHEREAS, great strides have occurred in Washington to combat this
problem, including:
1) The building of the most comprehensive, effective and accessible
treatment system in the country;
2) The development of early identification efforts such as programs
in the work place, the schools, and the family;
3) The strengthening of drunk driving laws, including the requirement
for treatment if an offender is identified as having an alcohol
problem;
4) The development of national -model prevention programs; and
WHEREAS, in spite of these enormous efforts, alcohol still remains
our number one public health problem, costing U.S. citizens nearly 120
billion dollars and 310,645 lives per year; and
WHEREAS, it is our hope that all GRANT COUNTY citizens will join us in
recognizing that we can no longer afford the cost in dollars or human live
caused by alcoholism and alcohol abuse;
NOW THEREFORE, we, Don Goodwin, Helen Fancher and. Sid Winzler, Commissioners
of the County of Grant, Washington, do hereby proclaim April 14 -20th as
ALCOHOL AWARENESS WEEK
in the County of Grant.

The Grant County Prevention Council and the Grant County Alcohol and
Drug Center are requesting a resolution proclaiming April 14-20, 1991
as "Drug -Free Grant County Week."
The State of Washington has designated this week as "Drug -Free
Washington Week" throughout the state.
We will be joining the state in sponsoring "drug-free" activities
throughout this week and will be participating in the "Run To a Drug -
Free Washington" relay.
Grant County youth will also be participating in the state-wide
"Youth Celebration" for "Drug -Free Washington Week" in Wenatchee,
April 20. Communities involved will be Mattawa, Moses Lake, Grand
Coulee, Soap Lake, Warden, Quincy and Ephrata.

Dear Principal:
The spring months signify a period of new growth and change throughout our state. For
our students, proms and graduation present traditional rites of passage during this time. All
too often, however, alcohol and other drugs combined with these important activities can
result in tragedy instead of celebration. Too many of our students continue to use alcohol
and other drugs without regard for the potential serious consequences. Here in Washington
state, alcohol-related traffic fatalities and injuries show a marked increase every spring.
We are working to carry out an effective statewide strategy to combat the destruction of
alcohol and other drug use. The week of April 14-20, 1991, has been set aside to further
our goals, especially among our youth. "Drug -Free Washington Week" is a combined effort
to increase the awareness of issues related to tobacco, alcohol and other drug use.
With participation from my office and the community mobilization initiative, the following
agencies and organizations have collaborated to create various opportunities for our
Washington youth: The Washington Traffic Safety Commission; The Department of Social
& Health Services, Division of Alcohol and Substance Abuse; The Department of Health;
The Washington State Substance Abuse Coalition; The Office of the Superintendent of
Public Instruction.
The enclosed information will give you the specifics and the contact person for the
statewide activities in which your students may participate in April and through the end of
the school year.
I want to encourage you to get personally involved and to facilitate the involvement of your
students. The theme of our statewide campaign says it all ... "FACE IT! Drug -Free
Communities are Up to You."

RUN TO A DRUG-FREE WASHINGTON
APRIL 14. - 20, 1991
WHAT IS THE EVENT? The "Run To A Drug -Free Washington" is a relay -style run in which runners
from all parts of Washington participate. Runners pass medallions along the route. The run will involve
39 counties and approxmately 5,000 people.
Runner safety is of paramount concern and alt participating groups will have safety measures in place.
The State Patrol is being consulted to ensure the safe passage of the runners across the state.
DATES OF THE RUN: The "Run To A Drug -Free Washington" will begin on Sunday, April 14, 1991 on
Whidbey Island at the statewide Stop Auto Fatalities Through Youth Efforts (SAFTYE) Conference. It
will proceed across the state with different starting dates and times for each county. The run will conclude
in Wenatchee on April 20 at a statewide celebration of drug prevention efforts around the state.
PURPOSE: The 'Run To A Drug -Free Washington" provides a physical, tangible connection between
community awareness, education and prevention efforts conducted across the state as part of Drug -Free
Washington Week. A second primary goal is to provide opportunities for involvement in drug prevention
activities for individuals and community groups across Washington.
WHO CAN BE INVOLVED? This is a perfect opportunity for all facets of a community to become in-
volved. Among the persons and groups involved in the 1990 Run Away From Drugs were: judges,
prosecuting attorneys, law enforcement officers, teachers, mayors, state service groups, regional drug
prevention organizations, students, and many others.

WHAT IS THE EVENT? Student groups such as Stop Auto Fatalities Through Youth Efforts (SAF-
TYE) clubs/links, Students Against Driving Drunk (SADD), Natural Helpers, Washington Teen Institute,
will provide awareness and prevention activities in their schools and communities. The "Spring For Youth
Week" has been sponsored by the Washington Traffic Safety Commission for six years and has served as
an effective launching -off point for activities associated with Drug -Free Graduation, Drug -Free Prom Ac-
tivities, and healthy spring drug-free events.
DATES OF THE CHALLENGE: "Spring For Youth Week" will be held April 14-20,199 1, coinciding
with the dates of the Run To A Drug -Free Washington.
PURPOSE: Drug -Free Washington Spring For Youth Week is an opportunity for youth in schools to be-
come involved in the effort to make their peers and communities aware of the issues surrounding alcohol
and other substance abuse and traffic safety issues. The week of focus has often served as a launching
point for activities associated with Drug -Free Graduation, Drug -Free Prom Activities, and healthy Spring
drug-free events.
WHO CAN BECOME INVOLVED? The event is largely targeted to SAFTYE clubs and links. Any
student group or organization can become involved and receive logistical and technical assistance in set-
ting up activities and events in their own schools and communities.
