Week of October 8,1990
The Grant County Commissioners session was called to order at
9:00 a.m. by Chairman Glenn Chamberlain. All of the Commissioners
were in attendance with the Clerk of the Board.
The Commissioners approved the proceedings from the previous
session.
The Commissioners approved the transfer of $7500 to the Grant
County Alcohol and Drug Center for the County contribution for the
1990 year.
The Commissioners approved the salary increase of Marilyn
Foltz of the Prosecuting Attorney's Office to $1,454 per month
effective September 1,1990.
The Commissioners sent a letter to Warren Razore of the
Rabanco Corporation regarding their lease of County property.
The Commissioners received a Notice of Application for Writ of
Review from Eastern Washington Productions, Inc. The matter was
referred to the Prosecutors Office for handling.
A Public Hearing was held and a motion was made by
Commissioner Goodwin and seconded by Commissioner Chandler that
Resolution Number 90 -99 -CC relating to a supplemental extension in
the 1990 Juvenile Department budget of the Current Expense Fund in
the amount of $6,459 be passed. The motion carried.
A Public, Hearing was held and a motion was made by
Commissioner Chandler and seconded by Commissioner Goodwin that
Resolution Number 90 -100 -CC relating to a supplemental extension in
the 1990 budget of the Law and Justice Fund #121, Department #163
in the total amount of $279,915 be passed. The motion carried.
A Public' Hearing was held and a motion was made by
Commissioner Chandler and seconded by Commissioner Goodwin that
Resolution Number 90 -101 -CC relating to a supplemental extension in
the 1990 budget of Building/Fire Marshal #116, Current Expense Fund
#001 in the total amount of $8,850 be passed. The motion carried.
A Public! Hearing was held and a motion was made by
Commissioner Goodwin and seconded by Commissioner Chandler that
Resolution Number 90 -102 -CC relating to a supplemental extension in
the 1990 budget of Alcohol and Drug Abuse Fund #115, Department
#157 in the total amount of $12,125 be passed. The motion carried.
A motion was made by Commissioner Chandler and seconded by
Commissioner Goodwin that Resolution Number 90 -103 -CC designating
Debra Murray as a Mental Health Professional for Grant County be
passed. The motion carried.
The Commissioners approved the salary of Bryan Jones of the Sheriff
Department as a provisional deputy for a four month period with the
salary of 80% of control point or $1,573.60 per month.
The Commissioners sent a letter to the Planning Commission
regarding the Dune Lake Farms project.
The Commissioners met with the Fair Board and the State
Auditor regarding the Fair budget.
As there was no further business the session was continued
until October 9,1990.
October 9,1990
The session was continued at 9:00 a.m. with all of the
Commissioners in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding
Patton Re -Construction (Housing Authority Access, Resolution -Public
Auction Sale, Solid Waste -Ephrata Landfill (Phase II Monitoring),
Moderate Risk Management Plan.
The Commissioners signed the Public Works Claims Fund Voucher
Approval #901 through #9-160 in the total amount of $953,158.48.
A motion was made by Commissioner Goodwin and seconded by
Commissioner Chandler that Resolution Number 90 -104 -CC in the
matter of setting a Public Auction on October 27,1990 at 10:00 a.m.
on County Owned equipment declared surplus be passed. The motion
carried.
A motion was made by Commissioner Chandler and seconded by
Commissioner Goodwin that Resolution Number 90 -105 -CC setting the
dates for the :County Budgeting process to determine the County
budget for the ensuing fiscal year be passed. The motion carried.
Chairman Chamberlain was authorized to sign the Notice of
Separation or Work Interruption of Joan E. Hayes of the Grant
County Mental Health Office effective September.28,1990.
A motion was made by Commissioner Goodwin and seconded by
Commissioner Chandler that Resolution Number 90 -106 -CC regarding
the Soldiers and Sailors Relief Fund be passed. The motion
carried.
The Commissioners signed a Notice of Public Hearing for the
1990 Auditor's ,O & M Budget Fund #124,166 in the amount of $17,750.
Public Hearing -will be held October 30,1990 at 1:30 p.m.
A motion was made by Commissioner Chandler and seconded by
Commissioner Goodwin that Resolution Number 90 -107 -CC, Ordinance
Number 90 -107 -CC amending the 1988 editions of the Uniform
Building, Fire', Mechanical, Plumbing and Abatement of Dangerous
Building Code be passed. The motion carried.
As of this date the Board by a majority vote does approve for
payment those vouchers included in the list filed in('he Auditors
Office 10/8/90 in the total amount of $118,174.03 with the
exception of Soldiers and Sailors Claim for Marshall in the amount
of $74.70.
A motion 'was made by Commissioner Chandler and seconded by
Commissioner Goodwin that Resolution Number 90 -108 -CC setting a
Public Hearing regarding the proposed emergency appropriation in
the Current Expense Fund #001, Planning Department #111 budget in
the amount of $3,700 be passed. The motion carried. Public Hearing
will be held October 30,1990 at 1:30 p.m.
A motion was made by Commissioner Chandler and seconded by
Commissioner Goodwin that Resolution Number 90 -108 -CC setting a
Public Hearing regarding the proposed emergency appropriation in
the Current Expense Fund #001, Planning Department #111 budget in
the amount of $3,700 be passed. The motion carried. Public
Hearing will be held October 30,1990 at 1:30 p.m.
The Commissioners met with the Historical Society Board to
discuss matters of mutual concern.
As there was no further business the session was adjourned
until October 15,1990.
