HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of May 20,1991 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Don Goodwin. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners approved the minutes of the preceding session as written. The Commissioners received a summons and complaint from Puget Sound Power and Light Company. The matter was referred to the Prosecutors Office. The Commissioners received a letter of comment from the Department of Ecology regarding the determination of nonsignificance to construct an aircraft rescue firefighting training facility at the Grant county Airport proposed by the Port of Moses Lake. The Commissioners sent a letter to the Washington State Liquor Control Board indicating that they had no problem with Paddy McGrew's of Quincy providing beverages for the Kelly Clark group booked for May 22nd through the 24 at their restaurant in Quincy. The Commissioners approved the request from the Grant County Sheriff for the purchase of a Prisoner Record Book from the Capital Outlay Fund in the amount of $908.82. The Commissioners approved the starting salary of Birgritt Ruffin of the Juvenile Probation Department at $1,293.30 per month effective May 13,1991. The Commissioners approved the starting salary of Marsha Neihart of the Sheriff Department at $1130.40 per month effective May 20,1991. The Commissioners approved the salary increase of Kim Cook of the Sheriff Department at $1967.00 per month effective May 1,1991. The Commissioners sent a letter to Jerome Hanson notifying him of a Public Hearing set for June 4,1991 at 9:00 a.m. regarding his possible removal as a member of the Grant County Planning Commission. The Commissioners met with various Elected Officials, Department Heads and others regarding matters of mutual concern. As there was no further business the session was continued until May 21,1991. May 21,1991 The session was continued with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners received a copy of a letter sent by the Assessor to the Department of Energy regarding the taxes in the Hanford site. The Commissioners notified the Auditors Office to implement the Willis Survey recommendation for the union exempt positions in the June payroll. The Commissioners met with the Public Works Director regarding the Ephrata Landfill-WSDOE Amendment No. 2, Well, '6' SE, Bridge #240 -Supplement No. 4, Cost - Share Projects -'25' SW,'K' SW and 13.5' SW, Paxson Drive -City Contribution, and Public Hearing on surplus Property. The Commissioners received the bid for spraying from Double R. Spraying Service,inc. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 5/21/91 in the total amount of $173,076.19. A motion was made by Commissioner Fancher and seconded by Commissioner Winzler that Resolution Number 91 -66 -CC in the matter of initiating a county road project designated as CRP No. 91-17, '25' SW be passed. The motion carried. A motion was made by Commissioner Winzler and seconded by Commissioner Fancher that Resolution Number 91 -67 -CC in the matter of a County wide surplus equipment and merchandise auction sale, order declaring surplus equipment be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Winzler and seconded by Commissioner Fancher that Resolution Number 91 -6B -CC authorizing an appropriation and expenditure of funds for the Building/ Fire Marshal, in the amount of $8,340 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Winzler and seconded by Commissioner Fancher that Resolution Number 91 -69 -CC authorizing an appropriation and expenditure of funds for the Current Expense Fund, Clerk and Juvenile Departments in the amount of $26,525 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Fancher and seconded by Commissioner Winzler that Resolution Number 91 -70 -CC authorizing an appropriation and expenditure of funds for the Law and Justice Fund #121, Department #163 in the amount of $91,609 be passed. The motion carried. A Public Meeting was held regarding the proposed Sun Cliff Estates Preliminary Plat. After some discussion a motion was made by Commissioner Winzler and seconded by Commissioner Fancher to continue the meeting until June 3,1991 at 10:00 a.m. in order to allow someone to be in attendance to speak for the proponent. The motion carried. A Public Meeting was held regarding the zone change request by Jay Byers in an area along the east side of Stratford Road between Maple Drive and Stone Road. A motion was made by Commissioner Winzler and seconded by Commissioner Fancher to set a Public Hearing for June 10,1991 at 2:30 p.m. The motion carried. The Commissioners met with various Elected Officials, Department Heads and others regarding matters of mutual concern. As there was no further business the session was continued until May 22,1991 at 7:00 p.m. May 22,1991 The session was continued at 7:00 p.m. in Quincy in order to hold a Public Meeting regarding the Simplot relocation. The meeting was opened by Chairman Goodwin who read information from the Planning Department regarding the Simplot relocation. There was some discussion with those in attendance. Representatives from the Simplot Company were there to answer questions and concerns. As there was no further business the session was adjourned until May 28,1991.
