MONDAY, SEPTEMBER 4, 2023 Courthouse Closed to Observe Labor Day TUESDAY, SEPTEMBER 5, 2023 The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance. Commissioner Jones attended via Webex when able. 8:30 a.m. — 9:00 a.m. K McCrae, Prosecuting Attorney's Office Update Commissioner Jones attended via Webex Pursuant to RCW 42.30.110(1)(i), Commissioner Jones called an Executive Session to order at 8:31 a.m. to go until 846 a.m. regarding Litigation. In attendance were Commissioners Carter, Stone and Jones, Kevin McCrae and Rebekah Kaylor, Prosecuting Attorney's Office. Commissioner Jones closed the session at 8:46 a.m. • Travel Mileage Policy: Can the submitted form be changed after submittal? Commissioner Carter submitted her travel to the Auditor, and it is now being questioned. 9:00 a.m. —10:00 a.m. Commissioners Roundtable - Miscellaneous Discussion Commissioner Jones did not attend • Review of Consent Agenda Items o Central Services Budget Extensions: May not be needed, will find out towards the end of the year. o District Court Item 7: ARPA was published in error, not the Budget Extension as presented. o Public Works Item 11: No agreement number listed o Renew Item 13: Additional work, does it need to go out for bid? This would be an "add service" since they are already under contract, per Tom Gaines. o Renew Item 14: Document states "confidential" due to rates. The Prosecuting Attorney is stating this is not confidential and should be posted. This will be held until 9/12/23 so that it can be posted. o Public Works Item 12: Commissioner Carter suggested the buyers really look at the parcels being surplus'd and sold. o Sheriff Item 16: Commissioner Stone commented that the items are currently in the possession of the other entity, this is just a formality. Page 2 of 8 Grant County Commissioners Minutes Week of SEPTEMBER 4, 2023 • Commissioner District Updates o District 1 DS: He will be attending a Shrubsteppe meeting 9/6 and a PCC Legislative Tour 9/7. He met with the NextEra group (renewable resources) and they acknowledged the consternation over the use of Grant County land for Solar. o District 3 CC: The concert weekend had a lack of cell service and loud noise complaints. Toyoyama potential visit to the 2024 Fair. Tour of Grant County Animal Outreach, Commissioner Carter will reach out to Wenatchee Valley Humane Society for agreement. Meeting with Code Enforcement last week, Development Services will handle land use complaints. Tom Gaines discussed the Ephrata Family Dentistry building purchase. • DS mentioned an email received from Kim Allen regarding a salary survey. 10:00 a.m. - 11:00 a.m. C Young, Development Services Update Commissioner Jones attended at 10:08 a.m. and disconnected at 10:51 a.m. • D.S. Update — Permitting and Revenue Statistics • Shrub Steppe RFQ for Consultant Services o Seed money from mitigation projects • Noise — The Gorge Amphitheater: Commissioner Carter read text messages of complaints she has received. It is currently a Master Planned Resort and there is a developer that is currently interested in building homes close to the Amphitheater. Currently our County Code noise section allows for this type of music. • Commissioner Stone asked further questions about water banking. 11:00 a.m. —11:30 p.m. S Fode, New Hope Update Commissioner Jones attended in person at 11:11 a.m. • Shelter Update • County ARPA Request —Revisit: Suzi will be resending her request to the BOCC. • EHF Funds and position request —confirmed • Planning for 2024 Budget • Leave/Remote Work—Thank you • Other 11:30 a.m. —12:30 p.m. Facilities and Maintenance & Public Works Budget Discussion AND Fairgrounds Capital Budget Discussion In attendance: Katie Smith, Tom Gaines, Sam Castro, Jajaira Perez, Vanessa Brown, Chris Turner, Jim McKiernan, Kirk Eslinger and Decorah Anderson -Cook. Utilities will continue to get paid by each department (water/sewer/garbage/electricity). Katie's suggestion is (Finance Committee agreed) that current expense pays for their funds, and outside funds should be billed for their portion. The two Public Works facilities and maintenance staff that are being moved to facilities fund. Katie is suggesting a cost allocation being billed to the funds outside of current expense. Page 3 of 8 Grant County Commissioners Minutes Week of SEPTEMBER 4, 2023 Kirk Eslinger reminded everyone of the union aspects. Commissioner Stone asked about each department paying outright for the staff members that will be working facilities and maintenance. All Centralized Services positions discussed: 2 Renew, 1 Sheriff, 2 Public Works, 2 Fairgrounds have been moved to facilities and maintenance department. Facilities will bill the corresponding department/fund for their wages and benefits on a monthly basis. Monthly utilities will be paid by each department. Copy of utility billing to be sent to Central Services each month. Fairgrounds will need to add a new budget line item for utilities. Tom Gaines to add 2 new vehicles for staff. All Commissioners voted in favor of this. Fairgrounds Capital Budget Discussion: Jim McKiernan went over his capital asset requests vs. Capital Facilities Plan requests. Campground electrical needs to be upgraded, to avoid the annual blown breaker during fair. ADA Paving and potential helipad construction (Tom Dent). Special Event Facility was discussed and add a commercial kitchen. North/Pavilion Campgrounds and Center Field Vendor electrical upgrades at a potential cost of $95,000.00. They are looking for new revenue streams. 1:00 p.m. — 2:00 p.m. S Castro, Public Works Update Commissioner Jones attended in person at 1:26 p.m. Pursuant to RCW 42.30.110(1)(g) Commissioner Carter called an Executive Session to order at 1:10 p.m. to go until 1:15 p.m. regarding Job Applicant/Evaluation. In attendance were Commissioners Carter and Stone, Sam Castro and Dave Bren, Public Works, and Kirk Eslinger, Human Resources Director. The session was then continued to 1:20 p.m. Commissioner Carter closed the session at 1:20 p.m. • Assistant Public Works Director Introduction (Sam): Counteroffer from applicant to have step 2 retroactive to April 11, 2023. The motion passed unanimously. • Correspondence (i.e. Emails that have come in that need response, letters of support etc.) o Jane Montaney request for BOCC attendance at 9/11 Patriot Day event— Danny Stone to attend. o Email relating to DNR Transfer of Moses Lake Sand Dunes property—The Commissioners do not plan to apply for this transfer. Is it required to drive primitive roads when MapQuest designates that road? The travel forms are being changed after its signed and submitted. o Toyoyama Japan Delegation would like to come in August 2024, instead of January. Komaki would like a virtual exchange. Consent Agenda — (Items 1 through 16) All items are considered routine and will be enacted by one motion of the commissioners with no separate discussion. If a separate discussion is desired, that item may be removed and placed under Board Discussion/Decision. A motion was made by Commissioner Stone to approve items 1-13,,15 and 16, as presented, holding item 14 to the 9/12/23 Consent Agenda. Commissioner Carter seconded and the motion passed unanimously. AUDITOR'S OFFICE 1. Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing, and made available to the Board. (In the amount of $1,123,936.97) COMMISSIONER'S OFFICE 2. Reimbursement request from Community Services of Moses Lake, Moses Lake Food Bank, in the amount of $200,.000.00 of American Rescue Plan Act (ARPA) funds that were previously approved, for their remodel work in their warehouse. 3. Request to transfer funds due to incorrect code funds on a previously approved transfer request. Transfer 1, in the amount of $10,.500.00 from 190.001 to 191.001. Transfer 2, in the amount of 15,750.00 from 193.001 to 191.001. CENTRAL SERVICES 4. Budget extension request in the amount of $10,000.00 to cover the overtime expenses incurred from the reclassification and addition of employees to the 2023 budget. (If needed, a public hearing will be held at the end of the year) 5. Budget extension request in the amount of $25,000.00 to cover rising costs in custodial supplies as well as repair and maintenance costs on equipment and vehicles. (If needed, a public hearing will be held at the end of the year) 6. Amendment on the standard AIA -A133 contract with Lydig Construction to proceed and fund the Jail site clean-up, with awarded bidders, Abel Technologies, and A Central Asbestos. The guaranteed maximum cost will not exceed $255,,991.00. DISTRICT COURT 7. Budget extension request in the amount of $121,400.00 for fund 001.102 due to receiving funding from the Administrative Office of the Courts for the continued funding of the Therapeutic Court program. Request to purchase programming and training services for the Courthouse lighting in the amount of $9,459.71. This will be funded by Facilities and Maintenance Professional Services Fund 001.112. PURI_IC WORKS 9. Resolution No. 23 -098 -CC initiating County Road Project designated as CRP No. 23-08, for the Bridge #202 repair at the Road N -NE canal crossing, in the amount of $2,,400.,000.00. 10. Resolution No. 23 -099 -CC initiating declaration of emergency for a designated area of County, Bridge #202 and Road N -NE canal crossing area due to critical structure damage. 11. Washington State Department of Transportation Supplemental Agreement No. 4 with Nicholls Kovich Engineering, PLCC for Grant County on-call Engineering support, and bridge engineering support on an as -needed basis, for a new maximum payable amount of $152,754.59. 12. Resolution No. 23 -100 -CC Notice of Hearing in the matter of declaring certain county -owned property surplus and ordering the sale thereof and setting addressed value as minimum for the sale of Parcel No.'s 050628000, 050629000, and 050853000 off SR 28 North of Cresent Bar. Date of public hearing is September 26, 2023, at 3:30 p.m. RENEW 13. Request to utilize Tatum Lawn Care to remove 4 dead maple trees as well as 49 plants throughout the grounds in the amount of $5,.799.40. This will be funded by the Repairs and Maintenance Fund 594.00.4800. 14. Amendment to the Provider Services Agreement with Molina Healthcare of Washington, Inc. and Grant County (Renew) to provide services to Medicaid clients. (Hold until the 9/12/23 Consent Agenda) 15. Grant and Adams County Developmental Disabilities Subcontractor agreement with Frist Choice Employment Services, LLC for individual supported employment services for clients with developmental disabilities. The term of the agreement is July 1, 2023, through June 30, 2024. SHERIFFS OFFICE 16. Request to surplus and transfer hazardous materials response equipment purchased under the Washington State Department of Ecology 21-23 Spill Prevention, Preparedness, and Response Equipment Grant (SPPREG-2123-GrCoSO-00042) to the North Central Washington Hazmat Team. The equipment is associated with the following expense codes: (Resolution No. 23 -101 - CC) 001.114.00.9034.525603500 —Small Tools/Minor Equipment 001.114.00.9034.525603564 —Small Tools/Equipment over $550 001.114.00.9034.594256400 —Capital Equipment Over $5,,000 o Asset Tag 106021 FirstDefender RM o Asset Tag 106022 TruDefender FTX Page 6 of 8 Grant County Commissioners Minutes Week of SEPTEMBER 4, 2023 3:00 p.m. — 3:30 p.m. A Garcia, Veteran Service Officer Update In attendance: Tony Sandoval of the Washing Department of Veterans Affairs and Trent Mortinson Chelan County Veteran Service Officer, Ken Slininger and Gary Bracht, Veteran Advisory Board, and Jerry Gingrich. • Relocating Veteran Services o He is recommending moving the Veteran Service Office to the Grant County Fairgrounds/Sheriff's Building during the non -fair time. • Vet Corp Program o Addition Personnel o $3000 • Licensed Mental Health Counselor o Robert Bate — Free to the county! o Co -locating Office Space • Policy Update o U.S. Federal Poverty Guidelines: The Veterans Advisory Board recommends moving this limit to 180% of the poverty level. • Tony Sandoval from WDVA discussed the numbers of Veterans being serviced and the natural progression of increase in services. He also discussed the Vet Corp navigator position. • Commissioner Carter mentioned the availability of the Juvenile facility in Moses Lake. It is located next to HopeSource and on Ivy Street. • Commissioner Carter asked about safety and staff being alone. Tony mentioned he would change his office hours back to 8-5 Mon -Fri and doesn't feel concerned as Fair staff would be on site as well. • The VA Bus is at the Fairgrounds the first week of each month. • Commissioner Stone recommended Tony submits a request letter for Consent Agenda next week. • Commissioner Stone gave his preliminary approval to move forward with looking at spaces, knowing a letter is coming forth on consent next week. Closing Agreement for the Purchase and Sale of property located at 21 C Street SW, Ephrata from Karl Northrup (Ephrata Family Dentistry). RJones, Grant County Jail OAC Meeting The Commissioners authorized the Clerk of the Board to stamp their signatures of approval on a Second Addendum to Purchase and Sale Agreement for the Purchase and Sale of property located at 21 C Street SW, Ephrata from Karl Northrup (Ephrata Family Dentistry). This addendum changed the closing date to September 22, 2023.
