Week of August 27,1990
The Grant County Commissioners session was called to order at 9:00 a.m.
by Chairman Glenn Chamberlain. All of the Commissioners were in attendance
with the Clerk of the Board. Commissioner Chandler was not in attendance
during the afternoon session.
The Commissioners approved the minutes of the preceeding session.
The Commissioners signed an agreement with Western Art Association,
David Govedare and Grant County Tourism Commission regarding the use of
the Grandfather Cuts Loose the Ponies Logo.
The Commissioners were notified of the resignation of William McClintock
as a Corrections Office in the Sheriff Department effective August 31,1990.
Chairman Chamberlain was authorized to sign the Notice of Separation
or Work Interruption of Sandra L. Grout of the Clerks Office effective
August 31,1990.
The Commissioners signed the Request for Transfer of Funds in the
Health District in the amount of $28,240.
The Commissioners approved the salary of Isabel Moore at $1,427 per
month effective September 1,1990.
The Commissioners approved the request by the Sheriff that Chief Jailer
Pete McMahon be allowed to travel out of state to attend the National Jail
Conference.
The Commissioners approved the request by the Sheriff that Deputy
John Dazell be allowed to travel out of state to attend a diving seminar
in Idaho.
The Commissioners sent a letter to the Department of Ecology informing
them that Grant County wanted to be the lead agency in the County/Rabanco
CPN process.
The Commissioners sent letters to several people involved in the Pentad
Private Industry Council urging support for full funding in 1991 to the
Job Training Partnership Act programs.
The Commissioners approved the salary increase of Teresa Bushey of
the District Court Department to $1,516 per month effective August 1,
1990.
The Commissioners signed a Memorandum of Understanding between the
Washington State Department of Agriculture and Washington State University
Cooperative Extension related to Private Applicator Examinations.
The Commissioners received a Notice of Claim on Bond and Retainage
on the Central Washington Asphalt,Inc. CRP 89-8 Bridge #399 Stratford
A -SE Contract 1150/1151. The matter was referred to the Prosecutor
for handling.
A motion was made by Commissioner Chandler and seconded by Commissioner
Goodwin that Resolution Number 90 -86 -CC setting a Public Hearing regarding
the Right to Farm Ordinance be passed. The motion carried. Public Hearing
will be held September 10,1990 at 7:00 p.m. in the Commissioners Hearing
Room.
Chairman Chamberlain was authorized to sign the Applications for
Re -Sale of Tax Title Property by Leonard Rose,David Melburn,S. Jorgensen,
Allen Shontz, L. C. Robinson, Howard S. Heider, and Vera C. Rice.
A Public Hearing was held regarding the requested zone change from
"A" to."C-R" in a portion of S30,T19N.,R26E.W.M. by Eastern Washington
Productions,Inc. After extensive testimony regarding the proposal a
motion was made by Commissioner Goodwin and seconded by Commissioner
Chamberlain to uphold the Planning Commission. The findings of fact
on the matter were that there would be negative impacts on agriculture
in the area and also that it would be spot zoning. The motion carried.
As there was no further business the session was continued until
August 28,1990.
August 28,1990
The session was continued at 9:00 a.m. with Commissioner Chamberlain
and Commissioner Goodwin in attendance with the Clerk of the Board. Com-
missioner Chandler was in attendance during the afternoon.
The Commissioners met with the Public Works Department regarding
Supplemental Agreement -Bridge Approach Rail Project, Bridge No. 240,
'6' SE, Gas Tax, 10:00 a.m. Franchise Hearing -Sun Country Cable, 10:30
Gary Ramm, Personnel -Education, Advancement and Selection.
Michael Murray, Public Works Director submitted a letter to the
Commissioners regarding gas tax allocation.
A Public Hearing was held regarding a Franchise Application by
Sun Country Cable. A motion was made by Commissioner Goodwin and
seconded by Commissioner Chamberlain that Resolution Number 90 -87 -CC,
Ordinance Number 90 -87 -CC in the matter of adopting an Ordinance Granting
a Franchise to Sun Country Cable be passed. The motion carried.
A motion was made by Commissioner Goodwin and seconded by Commis-
sioner Chandler that Resolution Number 90 -88 -CC in the matter of declaring
the position of Grant County Coroner to be a full time position with the
salary as other Elected Officials be passed. The motion carried.
As of this date the Board by a majority vote does approve for payment
those vouchers included in the list filed by fund, department and program
8/27/90 in the Auditors Office in the total amount of $103,380.36.
The Commissioners sign the Public Works Payroll Journal for the month
of August in the total amount of $180,970.93.
As there was no further business the session was adjourned until
September 4,1990.
