HomeMy WebLinkAboutMinutes - BOCCV t COMMISSIONERS' PROCEEDINGS Week of September 10,1990 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Glenn Chamberlain. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners approved the minutes of the preceeding session. Chairman Chamberlain was authorized to sign the approval of the Liquor License Transfer from Mike Crimins DBA Desert Inn Restaurant and Lounge to Lorre Dean Jobs, The Desert Inn Restaurant and Lounge. Chairman Chamberlain was authorized to sign the Notice of Separation or Work Interruption of Martina Orman of the District Court Department effective August 31,1990. The Commis8loners approved the salary of Rose A. Clark of the Pro- secuting Attorney's Office at $1284.30 effective August 27,1990. The Commissioners set a Public Meeting on the proposed Preliminary Plat of Gilbert and Sharon Levander for September 25,1990 at 2:30 p.m. The Commissioners approved the salary of Dolores Hinojosa of District Court at $1186,.20 per month effective September 4,1990. The Commissioners approved the salary increase of Nga Brown of the Planning Department to $1238.40 per month effective September 1,1990. The Commissioners approved the salary increase of Leslie Braman of the Juvenile Probation Department to $1326 per month effective September 1,1990. The Commissioners approved the starting salary of Mary McGrath Taylor of the Grant County Mental Health Department at $17,045.10 per year. A motion was made by Commissioner Goodwin and seconded by Commis- sioner Chandler that Resolution Number 90 -90 -CC designating Grant County Economic Development Council as the Associate Development Organization be passed. The motion carried. The Commissioners approved the use of the County van by the Tourism Commission for traveling to thetourism function. The Commissioners signed an Interagency Agreement with DSHS regard- ing Office of Support Enforcement which was sent over to DSHS for their signatures. A motion was made by Commissioner Chandler and seconded by Commis- sioner Goodwin that Resolution Number 90 -91 -CC setting a Public Hearing on the appropriation and expenditure of funds in the DD Residential Programs in the amount of $37,525 be passed. The motion carried. Public Hearing will be held October 2,1990 at 2:30 p.m. The Commissioners set a Public Hearing for October 2,1990 at 1:30 p.m. to determine the advisability of adopting an Ordinance relating the amend- ing the Uniform Building, Fire, Mechanical, Plumbing and Abatement of Dangerous Buildings Code. The Commissioners met with various( Department Heads and Elected Officials regarding matters of mutual concern. As there was no further business the session was continued until 7:00 p.m. at which time a Public Hearing has been set regarding the Right to Farm Ordinance. 7:00 p.m. The meeting was continued at 7:00 p.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners heard testimony from interested citizens regarding the proposed right to farm ordinance. A motion was made by Commissioner Chandler and seconded by Commissioner Goodwin that Resolution Number 90 -92 -CC, Ordinance Number 90 -92 -CC adopting the Right to Farm Ordinance be passed. The motion carried. As there was no further business the session was continued until September 11,1990. September 11,1990 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Personnel -Education Expenses, Time Extension -Gary Carter, 10:00 a.m. I-90 Landfill. The Commissioners signed the Public Works Claims Fund Vouchers Number 8-1 through 8-173 in the total amount of $813,018.56. As of this date the Board by a majority vote does approve for pay- ment those vouchers included in the list filed in the Auditors Office 9/11/90 in the total amount of $154,186.69. The Commissioners signed the warrants list #40479 thru 40866. The Commissioners signed the Union Contract with Communications Workers of America, AFL-CIO, District 7 and the Grant County Mental Health Developmental Disabilities Board. There was a continuation of the Public Hearing on the petition to form a Hospital District in the Grand Coulee area. After hearing a great deal of testimony and receiving many letters and petitions both for and against the proposed District boundaries a motion was made by Commissioner Goodwin and seconded by Commissioner Chandler that the District boundaries should go on the ballot as proposed.
