Capital Facilities Plan and Budget Amendment (new Coroner's Office/Morgue and purchase building
located in Ephrata)

3:25 p.m. The Commissioners held an Open Record Public Hearing to consider an amendment to the
Grant County Capital Facilities Plan with concurrent budget amendment (extension). The original
request was to build a new Coroner's Office/Morgue and to purchase property located at 21 C Street
SW. REET land 2 funds were proposed to be used, in the total amount of $6,500,000.00.
Tom Gaines, Central Services Director, described the request stating he would like to amend his request
and remove the purchase of the Ephrata building completely. The owner has decided not to sell. He
also is requesting to use only $3,000,000.00 in REET 1 funds for the new Coroner's Office/Morgue.
Therefore he is requesting that the budget extension portion of the hearing be amended to this new
amount, using REET 1 funding only.
Tyler Lawrence, Interim Development Services Director stated that they are amending the Capital
Facilities Plan and are in compliance per RCW 36.70A.130.
A motion was made by Commissioner Carter, seconded by Commissioner Jones, to close the public
comment portion of the hearing. The motion passed unanimously. A motion was made by
Commissioner Jones, seconded by Commissioner Carter to approve Capital Facilities Plan amendment
and concurrent budget amendment to the amount of $3,000,000.00 using REET 1 funds. The motion
passed unanimously.
