Pursuant to RCW 42.30.110(1)(i) Commissioner Stone called an Executive Session to order at
1:50 p.m. to go until 1:59 p.m. regarding Litigation. In attendance were Commissioners Carter,
Stone and Jones, and Sam Castro, Sam Dart and Keith Elefson, Public Works. Commissioner
Stone closed the session at 1:59 p.m.

5. Consent Agenda (Items 1 through 27)- All items are considered routine and will be enacted by
one motion of the commissioners with no separate discussion. If separate discussion is desired,
that item may be removed and placed under Board Discussion/Decision. A motion was made by
Commissioner Jones, seconded by Commissioner Carter, approve the consent agenda as
amended by moving item 24 to the Board Discussion/Decision section. The motion passed
unanimously.
AUDITOR'S OFFICE
1) Payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and
those expense reimbursement claims certified by the auditing officer as required by
RCW 42.24.090, as recorded on a listing and made available to the Board. (in the
amount of $342,836.52)
2) Pursuant to RCW 36.96.020, notice of inactive status for Grant County Weed District
No. 51A. (Notice received and a public hearing will be scheduled)

5) Appreciation letter for Steven Bierlink for his work on the Grant County Horticultural
Pest and Disease Board.
6) New liquor license application for Sage Cliffe Resort and Spa in Quincy, WA, from the
Washington State Liquor and Cannabis Board.
7) Washington State Department of Commerce Community Development Block Grant
(CDBG) Contract No. 21-62210-005 Public Services Grant Sub Recipient Agreement with
Opportunities Industrialization Center (OIC). Term of agreement is July 1,2021 through
June 30, 2022 in the amount of $126,580.00.
8) Agreement Amending Community Services and Housing Division Housing Assistance
Unit Emergency Solutions Grant (ESG) Subrecipient Agreement Between Grant County
and the City of Moses Lake Signed the 16th day of November 2020 and Amended the 211
day of September 2021. Agreement No. 20-4613C-100, Amendment C.
9) Request for release of funds of 5" installment on Strategic Improvement Project (SIP)
#2021 -01 -Grant County Hospital District #4- McKay Healthcare, Phase 1 Capital
Improvement Plan in the amount of $3,504.98.
10) Amendment A of the Washington State Department of Commerce Community Services
and Housing Division Housing Assistance Unit Consolidated Homeless Grant (CHG)
contract No. 22-46108-10. Amendment adds Hotel Leasing and Rapid Re -Housing funds
in the amount of $427,151.00 for a new contract amount of $1,615,546.00.
11) 2022 Eastern Washington Vacation/Travel Planner contract with NW Weekend Get-
Aways, LLC (Harry Hayter) through the Grant County Tourism Commission. Term is
December 1, 2021 through December 1, 2022 for the amount of $130,000.00.
DEVELOPMENT SERVICES
12) Out of state travel request for the Grant County Fire Marshal as well as the Chief Deputy
Fire Marshal to attend the Youth Firesetting Prevention and Intervention Program in
Emmitsburg, Maryland, March 26, 2022 through April 2, 2022. Approximate cost is
$952.00.
FACILITIES AND MAINTENANCE
13) Request to approve Courthouse Steps Repair project to only bidder, Concrete Coatings
Repair and Restoration in the approximate amount of $51,815.20. The cost of the
project will be paid from fund 308.000.00.0000.594186210.
14) Request to purchase a Bad Boy ZT Elite mower from Agri Service in the amount of
$6,875. This would be purchased from 001.141.9112.594186400.
FAIRGROUNDS
15) Request to purchase picnic tables from lowest bidder, Uline in the amount of
$12,627.91. Purchases will be made from fund 309.000.00.0000.573703564.
16) Request to purchase 116 stall mats from the lowest bidder, Basin Barn and Feed in the
amount of $49,668.88.

17) Request for final payment be made to Community Attributes Inc. (CAI) in the amount of
$9,381.88 for the Economic Impact Study that was completed in 2021. Funds will be
paid from 133.184.00.9931.531105100.
18) Request to purchase 10 x 12 prefab shed to use for Ardell kitchen storage to lowest
priced supplier, Lowes. Purchase price not to exceed $5,000.00. Purchase will be made
from fund 309.000.00.0000.594736210.
19) Request to add an authorized signer, Darci Homesley, Fairgrounds Accounting
Technician to the Washington Federal Bank Account.

20) Supported Living/Group Home Exhibit C, Revision No. 2200100, on Washington State
Department of Social & Health Services (DSHS) Contract No. 1963-57191 with Grant
Integrated Services' Developmental Disabilities Department
SHERIFF'S OFFICE
21) Request for expenditures for training and professional services for a group of
supervisors to receive inmate classification training from Equivant, Northpointe in the
amount of $6,000.00. Purchase would be made from Professional Services fund,
001.115.00.0000.523604100.
22) Request to purchase a money counter from Cummins Allison in the amount of $7,775.31
utilizing HIDTA funds (109.151).
23) Request to purchase 10 tasers with accessories from Proforce Law Enforcement in the
amount of $39,024.00. This was approved in their capital expenditure budget (001-
114).
24) Budget extension request in the amount of $15,812.82 (001-114) for emergency repairs
to the Thunder Jet boat. (Moved to the discussion/decision section)
25) Request to purchase 10 Axon AB3 Camera bundles from Axon Enterprise Inc. in the
amount of $13,636.72 (001.114).
26) Budget extension request in the amount of $50,000.00 (109-151) to receive monies
from a High Intensity Drug Trafficking Areas Program (HIDTA). (Public hearing was set
for February 22, 2022 at 3:30 p.m.)

Sheriff's Office budget extension request in the amount of $15,812.82 (001-114) for
emergency repairs to the Thunder Jet boat. A motion was made by Commissioner
Carter, seconded by Commissioner Jones, to schedule this budget extension for public
hearing. The motion passed unanimously. (Public hearing was set for February 22,
2022 at 3:30 p.m.)
Adjournment A motion was made by Commissioner Carter, seconded by Commissioner Jones,
to adjourn the meeting. The motion passed unanimously.
MISCELLANEOUS ITEM
New Hope request to add Debbie Gonzalez to the previously approved out of state trave (November 2,
2021 Consent Agenda) as new funding became available and another employee was able to be paid for
through grant funding. This is to attend the Child and Family Maltreatment conference being held on
January 22-28, 2022. (Approved)

A motion was made by Commissioner Jones, seconded by Commissioner Carter, to close the
public comment portion of the meeting. The motion passed unanimously. A motion was made
by Commissioner Carter, seconded by Commissioner Jones to approve the surplus of vehicles as
